Community commercial facility settings and functional requirements
This standard specifies the classification of community commerce and the requirements for the functional matching of facility settings. GB/T37915—2019
This standard applies to the establishment of commercial facilities in new communities, and can also be used as a reference for the renovation of commercial facilities in old communities. 2 Normative references

The following terms and definitions apply to this document. 3.1
Community commerce
community commerce
A territorial commercial form that mainly serves residents in residential areas where urban residents are relatively concentrated, aims to facilitate residents' basic living consumption, and provides goods and services needed for daily life. 3.2
Community commercial complex
Community commercial complex is a large-scale comprehensive commercial facility set up in the center of one or more communities to meet the comprehensive living consumption needs of residents and some mobile consumers.
Community convenience commercial center
Community convenience commercial center provides the goods and convenient services necessary for the daily life of residents in the community, and sets up relatively concentrated and complete, complex and medium-sized community commercial facilities.
Street commerce
A small and micro community commercial form that is relatively dispersed and corresponds to the number of residents, convenient for residents to purchase daily necessities and services nearby, and provides the living services required by residents. 3.5

Improve the business format and servicesOn the basis of meeting the daily basic living needs of residents and the diversified and personalized life consumption needs and improving the quality of life of residents, choose to use new operating models, new technologies and other innovative service facilities. 4 General requirements for community commerce
The setting of community commercial facilities should be coordinated with the overall urban planning and commercial network planning, with reasonable layout, adapted to local conditions, and coordinated with the environment. 4.1
||4.2 The construction scale of community commercial facilities should match the size of the community population, the building area of community commercial facilities should meet the requirements of GB50180, and the business format combination should be reasonable. 4.3 The basic requirements for the shopping environment of the storefronts and in-store business premises of large and medium-sized retail facilities in community commerce, the configuration of marketing facilities, sales units and marketing facilities should meet the requirements of GB/T17110. 4.4 The construction of community commercial facilities should be based on the principle of facilitating life. The site selection and operation should facilitate the consumption of community residents and should not interfere with the lives of residents.
4.5 The establishment of community commercial facilities should be coordinated with other public service facilities such as banks, post offices, and community health service stations. 4.6 Community commercial enterprises should operate legally, meet relevant laws and regulations, technical conditions for opening, and food safety, and ensure convenience. 4.7 Community commercial enterprises are encouraged to adopt safe and legal non-cash payment tools such as bank cards on the premise of accepting cash payments, and safeguard the right of the people and consumers to choose between cash payment and electronic settlement. See Appendix A for cashiers and corresponding electronic settlement requirements for community commercial enterprises.
4.8 Community commercial enterprises should provide convenient payment points to support self-service payment services for public payment items such as coal, water, electricity, communication fees, and traffic fines.
Community commercial facilities should have barrier-free facilities. 4.9
4.10 When setting up community commercial facilities, consideration should be given to advocating and cultivating green consumption awareness among community residents. 4.11 Community commercial enterprises should comply with relevant laws and regulations during the data collection and application stages. 4.12 Community commercial enterprise employees should follow service standards and receive pre-job and on-the-job training. 4.13 The setting of large and medium-sized community commercial facilities shall refer to SB/T11135, and shall be equipped with the concepts of environmental protection, health and safety, implement the three-in-one measures of energy conservation and emission reduction, green product sales and waste recycling, and be able to continuously improve and reduce the impact on the environment. 5 Classification and configuration of community commerce
Classification of community commerce
Community commerce can be divided into community commercial centers, residential community commerce and neighborhood commerce according to the size of the residential population and the service radius. The setting scale of community commerce at all levels refers to Table 1.

5.2 Community commerce configuration

5.2.1 Community business settings and business configurations refer to GB/T18106, retail business classification. The spatial layout of community business should fully consider the convenience of community residents' consumption, reasonably set the service radius and number of community business outlets, and reach convenience stores, convenience stores, grocery stores, breakfast shops, etc. within 5 minutes on foot. Non-motor vehicles can reach community fresh supermarkets, vegetable markets, restaurants, beauty salons, laundries, pharmacies, repair shops, etc. within 10 minutes, and motor vehicles can reach community shopping centers within 15 minutes. 5.2.2 The functional requirements of various formats of community commercial shopping services should meet the requirements of Table 2. 5.2.3 The types and functions of community commercial shopping services and residents' life services should meet the requirements of Table 3. For the types of business formats, please refer to Appendix B. 5.2.4 Community commerce should have two basic functions: shopping services and living services required by residents in their daily lives. It should be adapted to the population structure of the residential area and the residents’ consumption habits, consumption levels and consumption patterns, and should be continuously improved as the living standards of residents improve. 5.2.5 Community commercial centers should be located in areas with convenient transportation and relatively concentrated flow of people. They can be combined with rail transit hubs and laid out and set up along the main roads of residential areas.
5.2.6 Chain operation enterprises should play a leading role in community commercial operations. 5.2.7 Community commercial enterprises should use unmanned electronic convenience equipment and provide online services and door-to-door delivery services at the same time. 3

Requirements for cashiers in community commercial enterprises and electronic settlement in community commercial enterprisesA.1 Requirements for cashiers in community commercial enterprises GB/T37915—2019
A.1.1 Cashiers in community commercial enterprises should have a junior high school education or above, have certain learning and calculation abilities, flexible fingers and arms, and coordinated movements.
A.1.2 Personnel engaged in cashier work in community commerce must have basic professional ethics, abide by laws and regulations, be rigorous and dedicated, and be polite to customers. A.1.3 Personnel engaged in cashier work in community commerce must be able to count and collect cash delivered by customers, and have basic RMB anti-counterfeiting identification skills.
A.1.4 Personnel engaged in cashier work in community businesses should be proficient in using cash registers, bank card acceptance terminals and other equipment, and master the skills of sign-in, consumption, return, settlement and other operations.
A.1.5 Personnel engaged in cashier work in community businesses should understand the rules of in-store marketing activities and the corresponding payment, reconciliation, registration and other operation methods.
A.2 Requirements for electronic settlement of community commercial enterprises
A.2.1 Community commercial enterprises involved in online payment, prepaid card issuance and acceptance, bank card acquisition and other payment services should choose qualified banking financial institutions or non-financial institutions holding a "payment business license" to provide payment services in accordance with the relevant requirements of the "People's Bank of China Law of the People's Republic of China" and the "Administrative Measures for Payment Services of Non-Financial Institutions". A.2.2 According to the "Explanation of the Supreme People's Court and the Supreme People's Procuratorate on Several Issues Concerning the Specific Application of Laws in Handling Criminal Cases of Obstructing Credit Card Management", community commercial enterprises shall not participate in illegal and criminal activities such as credit card cash withdrawal. A.2.3 The name, actual business scope and other information of community commercial enterprises shall be consistent with the business license and the materials for applying for payment special merchants. If there is any change, the acquiring institution shall be informed of the change in a timely manner. A.2.4 Community commercial enterprises shall not use the cardholder's account information to fabricate false transactions or repeatedly swipe the card when the cardholder consumes without the cardholder's knowledge, and use the cardholder's signature to conduct false transactions. A.2.5 Community commercial enterprises shall not store sensitive information such as bank card magnetic track information, card verification code, personal password and card validity period in any way to ensure the security of cardholder information. A.2.6 Community commercial enterprises should properly use and keep payment acceptance terminals, blank purchase orders, bank card acceptance labels, business training materials and other business acceptance supplies. Ensure that the acceptance terminals are not inspected, dismantled, modified, replaced, moved or equipped with other equipment by personnel other than the acquiring institution personnel; the purchase orders are not reviewed, retrieved, photocopied or retained by personnel other than the acquiring institution personnel. A.2.7 Except for legal obligations or requirements of judicial, administrative, military agencies and their authorized units and other authorized agencies, community commercial enterprises shall bear confidentiality obligations and shall not disclose cardholder information to any third party. A.2.8 Community commercial enterprises should support multiple payment methods such as offline and online, and encourage safe mobile payments, including mobile PAY and QR codes.
A.2.9 Community commercial enterprises shall legally and effectively use payment big data on the premise of ensuring the security of personal information, assist community commerce in planning and adjustment, and establish a credit consumption system for permanent residents in the community. 5
