Subject content and scope of application
1.0.1 This standard specifies the format and preparation requirements of the purchase order and/or technical specification used in the equipment inquiry stage and ordering stage for equipment (materials) that are the responsibility of the container, heat exchanger and special equipment professionals, and is applicable to design technical management and quality management.
1.0.2 Equipment/material (inquiry, order) purchase order/technical specification and its attachments are technical attachments for equipment (material) procurement. In the same engineering design, one or two of them can be selected according to the characteristics and requirements of the purchased equipment (material) or items, but only one of them can be selected for the equipment (material) or items in the same procurement package. 1.0.3 Equipment/Material (Inquiry, Order) Purchase Requisition/Technical Specification is an important technical document in the equipment (material) procurement activities. It is only necessary to prepare for the project that the company (institute) is responsible for the general contracting project or the project that the user entrusts the company (institute) to carry out procurement services. It is not necessary to prepare for the project that the company (institute) only undertakes engineering design. 2 Equipment/Material (Inquiry, Order) Purchase Requisition 2.0.1 Equipment/Material (Inquiry, Order) Purchase Requisition is a technical attachment for equipment (material) procurement expressed in a table format. Its purpose is to tell the bidder (seller) the name, specification, quantity, scope of supply and requirements of the equipment (material) or item for inquiry (order).
2.0.2 Equipment/Material (Inquiry, Order) Purchase Requisition is usually applicable to equipment, materials or items of a relatively simple type that do not require additional technical specifications. For example: plate heat exchangers and spiral plate heat exchangers that are completely designed and manufactured by the manufacturer; parts that need to be purchased separately in the container; small batches or bulk materials, etc. 2.0.3 Equipment/material (inquiry, order) purchase requisitions shall be submitted to the purchasing department after approval by the reviewer and design manager in accordance with the requirements of the relevant professional design quality assurance procedures. 2.0.4 Equipment/material (inquiry, order) purchase requisition preparation instructions 97

Equipment/material (inquiry, order) purchase requisitions usually consist of two parts (format see Appendix A), namely the main table (including the first page and continuation page) and the appendix (the list of drawings and materials provided by the seller). When purchasing equipment and separately purchased (parts), use the main table and the appendix. When purchasing materials, only the main table can be used. The supply requirements (including steel mill data reports, certificates of conformity, etc.) can be described in words and attached after the "Goods Name and Specifications" column. 2 The name, specification, and quantity of the goods should be specific, clear, and consistent with those described in the attachments. For bulk materials, only the titles can be listed according to the materials, varieties, and specifications, and the detailed varieties and specifications are expressed in the form of an appendix. 3 When there are many varieties and specifications of equipment, materials, or articles, and the first page of the main table cannot be filled in completely, it is necessary to fill in the continuation page, and finally the page numbers are uniformly compiled in sequence according to the total number of the main table and the appendix. 4 The "technical attachments" in the table refer to the equipment or materials (inquiry, ordering) schematics (engineering drawings), data sheets, general technical regulations for equipment, engineering standards, etc. involved in this procurement package, usually only the file number and edition are listed. 5 Other necessary items in equipment (material) procurement If necessary, the explanation can be expressed in words and attached under the "Name and Specifications of Goods" column.

3 Equipment/Material (Inquiry, Order) Technical Specification 3.0.1 Equipment/Material (Inquiry, Order) Technical Specification is a technical annex for equipment (material) procurement expressed in words. Its purpose is to tell the bidder (seller) the name, quantity, scope of supply and requirements of the equipment (material) or item for inquiry (order).
3.0.2 Equipment/Material (Inquiry, Order) Technical Specification is applicable to occasions where there are many types of equipment specifications included in the same procurement package and more explanations are required. 3.0.3 The technical specification of equipment/materials (inquiry, ordering) shall be submitted to the purchasing department after review and approval by the design manager in accordance with the requirements of the relevant professional design quality assurance procedures. 3.0.4 Instructions for the preparation of the technical specification of equipment/materials (inquiry, ordering) Although the situations of various types of equipment (materials) and items are different, the basic contents of their technical specifications are similar, generally including: general provisions, design, scope of supply, drawings and materials provided by the seller, and quotation requirements. 1. General provisions
(1) Scope
This section should state the engineering project for which this technical specification is prepared, the name, position number and quantity of the equipment (materials) and/or items included, and indicate when the equipment (materials) and items provided are consistent with the requirements proposed by the buyer. How to deal with deviations from the requirements.
(2) Standards, specifications and related documents
This section shall clarify the standards, documents, materials and the scope of responsibility of the seller for the design, materials, manufacturing and inspection of the equipment (materials) and/or items included in this procurement package, and point out the handling methods when there are contradictions in the relevant technical documents.
2 Design
(1) Emphasize that the design, material selection, inspection and testing of equipment (materials) and items shall comply with the requirements of the design drawings and related documents provided by the buyer.
(2) Emphasize the measurement units and text types used in the documents and drawings provided by the seller. (3) Specify the material standards used for equipment and items, and the handling methods when using materials different from those specified. 3 Scope of supply
(1) This section shall clarify the scope of supply of the equipment and items involved in this technical specification. When special tools are required, the supply list or details of the special tools shall also be listed in detail. (2) This section shall clarify the requirements for the start-up spare parts and two-year operation spare parts that should be attached to the equipment involved in this technical specification. 4 Drawings and materials provided by the seller
This section shall clarify the content and number of technical attachments provided by the bidder during the quotation stage. If the bidder becomes a supplier (seller), it shall provide the content, number and submission date of the preliminary confirmation drawings (ACF) and final confirmation drawings (CF) for review.
5 Quotation requirements
This section shall clarify the requirements for the technical attachments provided with the quotation, the content and depth of the quotation drawings. 4 Others
4.0.1 Before the start of engineering procurement, the container, heat exchanger and special equipment professionals shall consult with the procurement department to classify all equipment, materials and items to be purchased and divide them into several procurement packages, and uniformly number them according to the company's (institute's) archive management standards or the requirements of the engineering project.
4.0.2 Equipment/Material (Inquiry, Order) Purchase Requisition/Technical Specification If the same document is used in the inquiry stage and the order stage, the content and clauses can be modified based on the consensus reached by both parties before the order contract is signed, and a new version of the document can be issued. When using the equipment/material purchase requisition, the word "inquiry" in the table should be marked with "×" or deleted, and the contract number and signing date should be filled in; when using the equipment/material technical specification, the content of Chapter 5 "Quotation Requirements" in the technical specification should be deleted. 99
