This standard specifies the principles, methods, main contents and implementation procedures of technical evaluation of terminology database (referred to as terminology database). This standard applies to the research, development, maintenance and related management of terminology database. Other work involving terminology data processing can also be used as a reference.
2 Normative References

4 Technical features and requirements of terminology database
4.1 Terminology data
Terminology data is relatively stable. The terminology data in the terminology database should be timely, dynamic and traceable. Some terminology data is polysemous and synonymous. The terminology database should be able to avoid misunderstanding and ambiguity through the definition of concepts, promote the standardization of terminology, and provide retrieval and mutual reference of various polysemous words and synonyms. 4.2 Data types
The system environment of the terminology database should be able to support the processing of various types of data such as letters, numbers, Chinese characters, graphics, images, sounds, symbols, formulas, chemical molecular formulas, structural formulas, etc.
4.3 Data Collection
Terminology data sources are diverse. The selection of terminology data should be consistent with the provisions of relevant national and international standards. According to the purpose and needs of database construction, data should be collected and included (see Article 6.1 of GB/T15387.2-2001). The database data should be standardized (see Article 7.5.2 of GB/T13725-2001 and Chapter 7 of GB/T15387.2-2001). 4.4 Data Categories
Data categories should be selected according to the provisions of GB/T13725, and sufficient searchable fields should be set to facilitate retrieval. 4.5 Classification
The classification of terms should be scientific and practical to reflect the structure of the subject area. The subject code should be able to distinguish homophones and homographs, and determine the effective scope and boundaries of the concept. Users can flexibly use the classification code to obtain all the term entries in the category (see GB/T 13745).
4.6 Language and Characters
The term base should comply with relevant national laws, standards and regulations when using Chinese and Chinese characters. The naming method, grammatical structure analysis, establishment of concept system and correspondence with concept systems of other languages ​​should comply with the Chinese character, vocabulary, grammar and semantics standards (see Appendix A).
4.7 Classification of term bases
According to the purpose and use of the database, term bases can be divided into concept-oriented, translation-oriented, specific target-oriented and other special purpose types (see Article 5.1 of GB/T13725--2001). 5 General principles and methods of technical evaluation
Technical evaluation is to evaluate or verify the functions, characteristics and operating effects of the terminology database and its components based on a certain technical indicator system, using certain methods and procedures.
5.1 Principles of evaluation
a) Strive to be accurate, comprehensive and fair;
b) Fully examine its social and economic benefits; c) Consider its development and application prospects;
d) Carefully consider the different uses, types and basic characteristics of the terminology database (see Chapter 4); e) Follow relevant national standards, international standards (see Appendix A of GB/T15387.2-2001) and related technical rules and specifications.
5.2 Main categories of evaluation
GB/T15625-2001
a) Macro evaluation: evaluate the macro aspects of the term base, such as the quantity and quality of terms, the scope of collection, the type of data source, the system structure, utilization, impact, etc.
Performance evaluation: evaluate the use effect and quality of the term base and the degree to which it meets user needs; b)
Benefit evaluation: evaluate the social and economic benefits obtained by the users or the database itself from the services provided by the term base; Performance cost evaluation: evaluate the relationship between the term base's performance level and the required cost; d)
Cost-benefit evaluation: evaluate the relationship between the service benefit and cost consumption of the term base, and the rationality of the benefit-cost ratio. e)
5.3 Evaluation methods
5.3.1 Expert evaluation
Experts in relevant disciplines and fields evaluate the design and development process of the term base and various aspects of the completed system from a scientific perspective and according to the specified technical indicators. It consists of the following three stages. 5.3.1.1 On-site test
Test the operation and various performances of the terminology database according to the specified test outline and indicators. 5.3.1.2 Qualitative evaluation
According to the on-site test results and the basic theories and relevant standards related to the terminology database, the quantity and quality of the terminology data, the system's software and hardware compatibility, learnability, intelligence, ease of use, user autonomy, practicality and other performances are scored at different levels. 5.3.1.3 Comprehensive evaluation
Based on the current technical level and development trend, make vertical and horizontal comparisons and evaluate various aspects of the terminology database. 5.3.2 User evaluation
During the trial, users test the functions, performance, reliability, ease of use, maintainability and efficiency of the terminology database, and evaluate the use of the terminology database or compare it with other terminology databases from a practical perspective. User evaluation is mostly performance evaluation, but can also be performance-cost evaluation, benefit-cost evaluation and macro evaluation. 6 Main contents of technical evaluation
The main contents of the technical evaluation of the terminology database are as follows, which can be appropriately increased or decreased according to the specific situation during the evaluation. 6.1 System environment
The system environment takes into account the optimization and coordination of the system architecture and its configuration. 6.1.1 Hardware environment

6.2 Application Support Environment
6.2.1 Termbase Management Software
a) Organize records and field structures reasonably, flexibly, independently and conveniently; hierarchical access rights and security management functions; b)
Backup management and multi-version management functions;
Data structure is separated from control structure, so when users modify the data structure, it will not cause changes to the termbase program, and when modifying the program, it will not affect the data;
Logical structure is separated from physical structure, and the system can be added, deleted, modified, etc. on the logical structure without considering the physical structure of the system, and the database conceptual model can be used to make the system not restricted by the specific logical and physical structure of the information;

The authority, reliability, correctness and consistency of the terms and information collected in the terminology database are important factors and contents for evaluating the terminology database, and should comply with the provisions of Articles 6.3 and 6.4 of GB/T10112 and GB/T13725-2001. 6.3.3 Selection of data categories

7.1 Proposal for evaluation
