According to the requirements of the "1999 Engineering Construction Standards and Specifications Formulation and Revision Plan" (Annex 2 of Document No. 160 of Planning and Comprehensive [1990]), the "Construction and Acceptance Specifications for Foam Fire Extinguishing Systems" jointly formulated by the Ministry of Public Security and relevant departments has been reviewed by relevant departments. The "Construction and Acceptance Specifications for Foam Fire Extinguishing Systems" GB50281-98 is now approved as a mandatory national standard and will be implemented from April 1, 1999. The Ministry of Public Security is responsible for the management of this specification, and the Tianjin Fire Research Institute of the Ministry of Public Security is responsible for the specific interpretation work. This specification is published by the China Planning Press organized by the Standard and Norm Research Institute of the Ministry of Construction.

1.0.1 In order to ensure the construction quality of foam fire extinguishing system and ensure the normal operation of the system, this specification is formulated.
1.0.2 This specification is applicable to the construction, acceptance and maintenance management of low-multiple, medium-multiple and high-multiple foam fire extinguishing systems installed in new, expanded and renovated projects. In addition to implementing the provisions of 1.0.3

3 Construction Preparation
3.1 General Provisions
3.1.1 The construction personnel of the foam fire extinguishing system shall be professionally trained and qualified, and the unit responsible for the construction shall be reviewed and approved.
3.1.2 The following technical information should be available before the construction of the foam fire extinguishing system: 3.1.2.1 Design and construction drawings, design specifications, equipment installation and operating instructions and other necessary technical documents;
3.1.2.2 Inspection reports and product factory certificates issued by the National Quality Supervision and Inspection Center for major equipment such as foam generating devices, foam proportioning mixers, fixed fire pump sets, and fire hydrants; factory inspection reports or certificates for valves, pressure gauges, pipe filters, metal hoses, pipes, and pipe fittings.
3.1.3 The construction of the foam fire extinguishing system shall meet the following conditions: 3.1.3.1 The design unit has conducted technical briefings to the construction unit and kept records; 3.1.3.2
2 The specifications and models of equipment, pipes and fittings meet the design requirements; 3.1.3.3
8 The foundations, pre-prepared parts and reserved holes related to the construction shall meet the design requirements after inspection;
4 Temporary facilities such as sites, roads, water and electricity shall meet the construction requirements. 3.2 Visual inspection of main equipment and materials
3.2.1 Before the construction of the foam fire extinguishing system, the appearance of the foam generating device, foam proportioning mixer, foam liquid storage tank, fire pump or fixed fire pump group, fire hydrant, valve, pressure gauge, pipeline filter, metal hose and other equipment and spare parts shall be inspected and shall meet the following requirements:

3 The machined surface without protective coating is free of rust; 3.2.1.4 All exposed interfaces are intact and well sealed with protective materials such as plugs and covers; 3.2.1.5 The nameplate is clear and firm;
3.2.1.6 The fire pump or fixed fire pump unit should be flexible, without obstruction or abnormal sound; the impeller of the high-multiplicity foam generator should be flexible when turned by hand; the manual mechanism of the fixed foam monitor should not be stuck.
3.2.2 Before the construction of the foam fire extinguishing system, the pipes and fittings shall be visually inspected and shall comply with the following provisions:
3.2.2.1 The surface shall be free of defects such as cracks, shrinkage holes, slag inclusions, folds, heavy skin, rust or depressions that do not exceed the negative deviation of the wall thickness;
3.2.2.2 The thread surface shall be intact and undamaged, and the flange sealing surface shall be flat and smooth without burrs and radial grooves;
3.2.2.3 The gasket shall not be aged, deteriorated or delaminated, and the surface shall be free of defects such as wrinkles. 3.3 Strength and tightness inspection of foam liquid storage tanks and valves 3.3.1 The strength and tightness inspection of foam liquid storage tanks shall comply with the following provisions: 3.3.1.1 One foam pump station shall be randomly inspected for each pump station. If it fails, it shall be tested one by one; 3.3.1.2
Strength and tightness tests shall be conducted with clean water, and the ambient temperature should be greater than 5°C
3.3.1.3The strength test pressure of pressure tanks shall be 1.25 times the design pressure, and the tightness test pressure shall be the design pressure. Pressure tanks with capsules may only be tested for tightness;
3.3.1.4The tightness test pressure of atmospheric pressure tanks shall be the static pressure after the tank is filled with water,
The strength test time shall be greater than 5 minutes; the tightness test time shall not be less than 30 minutes, and there shall be no leakage when visually observed;
3.3.1.6After the test, the strength and tightness test record sheet of the foam liquid storage tank shall be filled in according to Appendix A of this specification.

4.1 General Provisions
4.1.1 The construction of the foam fire extinguishing system shall be carried out in accordance with the design and construction drawings and technical documents, and shall not be changed at will. If changes are necessary, they shall be modified by the original design unit. 4.1.2 In addition to complying with the provisions of this specification, the installation of the foam liquid storage tank shall also comply with the relevant provisions of the current national standard "Container Engineering Quality Inspection and Assessment Standard". 4.1.3 In addition to complying with the provisions of this specification, the installation of fire pumps or fixed fire pump groups shall also comply with the relevant provisions of the current national standard "Construction and Acceptance Specifications for Compressor, Fan and Pump Installation Projects".
4.1.4 The processing, manufacturing, welding, installation of pipelines and supports and hangers, and the pressure testing, flushing, anti-corrosion, installation of fire hydrants and valves, and the on-site manufacturing, welding, and anti-corrosion of atmospheric pressure steel foam liquid storage tanks shall not only comply with the provisions of this specification, but also comply with the relevant provisions of the current national standards "Construction and Acceptance Specifications for Industrial Metal Pipeline Projects", "Construction and Acceptance Specifications for Field Equipment and Industrial Pipeline Welding Projects" and "Construction and Acceptance Specifications for Heating and Sanitary Projects".
4.1.5 The installation of electrical equipment shall comply with the relevant provisions of the current national standards.
The construction of the linkage part of the automatic fire alarm system and the foam fire extinguishing system shall be carried out in accordance with the current national standard "Construction and Acceptance Specifications for Automatic Fire Alarm Systems". 4.2 Installation of Foam Liquid Storage Tanks
4.2.1 The installation position and height of the foam liquid storage tank shall meet the design requirements. When there is no design regulation, a passage with a width of not less than 0.7m shall be left around the foam liquid storage tank, and the distance from the top of the foam liquid storage tank to the floor or beam bottom shall not be less than 1.0m. shall be greater than the minimum size of the foam liquid storage tank. 4.2.2 The installation method of the normal pressure foam liquid storage tank shall meet the design requirements. When there is no design regulation, it shall be installed vertically or horizontally on the bracket or support according to the shape of the normal pressure foam liquid storage tank, and the bracket shall be fixed to the foundation.
4.2.3 The bracket of the pressure foam liquid storage tank shall be fixed to the foundation. The piping and accessories on the tank should not be disassembled or damaged during installation.
4.2.4When the pressure foam liquid storage tank is installed outdoors, sun protection, rain protection and antifreeze facilities should be set according to environmental conditions.
4.3 Installation of foam proportion mixer
4.3.1When the foam proportion mixer is installed, the liquid flow direction should be consistent with the marked direction. 4.3.2The installation of the ring pump type foam proportion mixer shall comply with the following regulations:4.3.2.1The allowable deviation of the installation coordinates and elevation of the ring pump type foam proportion mixer is ±10mm
2The connecting pipes and accessories of the ring pump type foam proportion mixer must be installed tightly;
The spare ring pump type foam proportion mixer should be installed in parallel on the system. 4.3.3The pressure type foam proportion mixer with pressure storage tank should be installed as a whole and should be firmly fixed to the foundation.
4.3.4 The pressure-type foam proportioning mixer shall be installed on the horizontal pipeline of pressurized water. The inlet pipeline of the foam liquid shall be perpendicular to the horizontal pipeline of pressurized water, and its length shall not be less than 10m; the distance between the pressure gauge and the inlet of the pressure-type foam proportioning mixer shall not be greater than 0.3m.
5 The balanced pressure-type foam proportioning mixer shall be installed vertically on the horizontal pipeline of pressurized water as a whole. The pressure gauge shall be installed on the horizontal pipeline of the water and foam liquid inlet respectively, and the distance from the inlet of the balanced pressure-type foam proportioning mixer shall not be greater than 0.3m. 4.3.6 The pipeline-type and negative pressure-type foam proportioning mixer shall be installed on the horizontal pipeline of pressurized water, and the distance between the suction port and the lowest liquid level of the foam liquid storage tank or foam liquid barrel shall not be greater than 1.0m.
