1 Scope

The standard specifies the basic requirements, service content, service process and service quality control of human resource management consulting services. The following terms and definitions apply to this document. Human resources management is the process of acquiring and allocating, training and developing, assessing and motivating, regulating and constraining organizational personnel, etc., under the guidance of organizational strategy and based on position analysis, using scientific methods, under the guidance of organizational strategy and based on position analysis, and ultimately achieving organizational goals and employee value. 2.2 Human resources management consulting Human resources management can be based on customer requirements, according to their organizational goals, to conduct internal and external environment research and analysis, clarify human resources management planning and human resources management goals, and formulate human resources management solutions. 3 Basic requirements 3.1 Organization and professional personnel configuration 3.1.1 Organizations engaged in human resources management consulting (hereinafter referred to as consulting) services should obtain legal person qualifications and have management consulting-related business scope in accordance with the law.
3.1.2 Consulting service organizations should have full-time consulting professionals, including project managers and consultants. a) Project managers are mainly responsible for understanding and analyzing customer needs, and have overall responsibility for project planning progress, organizational division of the consulting team, and quality control of the consulting service process and results. 6) Consultants are mainly responsible for research, analysis, and solution design in consulting services. 3.1.3 Professionals should have knowledge of human resource management and related industries, communication skills, statistical analysis skills, problem-solving skills and learning ability, customer service awareness and good professional ethics: 3.1.4 Police inquiry service agencies should provide relevant business training for professionals, which should include the following: a) Human resource management knowledge; b) Communication skills; c) Customer service and relationship development knowledge; business management knowledge; tt) Channel management knowledge; tt) Ability to operate office software, 3.2 Service environment There should be a fixed office space, and the industrial and commercial license or other business license certificate should be clearly displayed. 1.2.2 The office space should have complete office and communication equipment. 3.2.3 The office space should have necessary safety protection, anti-theft and fire protection facilities. 4 Service Content

5.1 Understand and analyze needs according to customer intentions. Understand the basic information of the customer, strategic planning, organizational structure, human resource management system, the current status of the main human resource management modules, etc., and analyze the needs raised by the customer.
5.2 Evaluate the feasibility of the project
5.2.1 The consulting service agency should understand and analyze the client's management philosophy, the client's understanding of its own role, the management structure of the consulting service, etc., and evaluate the maturity of the client's project. 5.2.2 The consulting service agency should evaluate its own competence in carrying out the project and judge the feasibility of the consulting service. 5.3 Submit a project proposal
5.3.1 The consulting service agency should submit a project proposal to the client in written form. 5.3.2 The project proposal shall include but not be limited to the following contents: description of customer needs;
economic consulting service objectives;
content and scope of consulting services;
working methods of consulting services;
working plan of consulting services;

5.3.3 The consulting service agency shall negotiate with the customer on the contents of the project proposal and obtain the customer's confirmation. 5.4 Signing of service contract
5.4.1 The consulting service agency shall sign a written service contract with the client. 5.4.2 The consulting service contract shall include the following contents: a) Service specifications; b) Service content and scope; Service delivery method; d) Service cycle and time limit; 3) Payment method; 4) Confidentiality clause; g) Breach of contract; Structure or management system of consulting service personnel; h) Liability clause and guarantee clause; Complaint handling and external dispute resolution method; j) Indemnity clause, k) Indemnity clause, 5.5 Project start

5.5.1 The consulting service agency shall establish a project team with the client to confirm the configuration of the project manager, the number of consultants, and the management and participation personnel of the client's project.
2 The consulting service agency shall configure project managers and consultants with relevant experience and capabilities according to the project's objectives and requirements! 5.5.2
5.5.3 When the project starts, the project team shall communicate with the client to explain the purpose, scope and significance of the project: 5.6 Project Research
To formulate a research plan, the research object and research method shall be determined with the client, and a research plan shall be formulated. 5.6.1
To implement the research plan, the research process shall be recorded and the research materials shall be organized. It shall be based on The customer's requirements are formed into a research report. After discussion and approval by the project team, it is submitted to the customer in written form and confirmed by the customer. Implementation of consulting solution
According to the agreement of the contract, the project team will provide guidance and implementation of the consulting solution, including the following contents:a) Provide necessary training to the customer;
b) Provide guidance to the customer to implement the consulting solution
c) Adjust and improve the consulting solution during the guidance process. Project Closure
After completing the project according to the requirements of the contract, the project team shall form a project closing report and communicate with the customer for confirmation. Project Data Archiving
The consulting service agency shall archive the project data. The archived materials shall include: client name, attributes and industry category;
project proposal;
service contract,
research records and research reports;
consulting solutions;
project completion report.
Service Quality Control
6.1The consulting service agency shall supervise and manage the consulting service process and provide feedback on customer feedback and complaints within 5 working days.
6.2The consulting service agency shall conduct a satisfaction survey to understand the customer's satisfaction with the service and continuously improve the service quality. The satisfaction survey shall include the following aspects;
a) the professional quality and professional ability of the consulting service personnel; the contract performance of the consulting service agency;
c) the project delivery results and implementation effects;
d) the ability to adapt to changes in the project environment. 4
