This standard is formulated to make the safety qualification requirements for shallow sea petroleum operators more compliant, improve the basic quality of personnel, and reduce accidents.
This standard specifies the safety qualifications that shallow sea petroleum operators should have, including the basic conditions of shallow sea petroleum operators, the requirements for shallow sea petroleum operators to hold certificates, training, assessment, certification, inspection and management, etc. Appendix A of this standard is the appendix of the standard.
This standard is proposed and managed by the Petroleum Industry Safety Professional Standardization Technical Committee. 1 Scope

The safety qualification for the personnel of shallow sca petroleum operations This standard specifies the safety qualification that shallow sca petroleum operators should have, including the basic conditions of shallow sca petroleum operators, the requirements for the certificates of shallow sca petroleum operators, training, assessment and certification, inspection and management, etc. This standard applies to all personnel engaged in petroleum operations in the shallow waters of the People's Republic of China: 2 Referenced Standards

3.1 Good health and with a certificate issued by a county-level (including county-level) or above hospital, without diseases, physiological defects and infectious diseases that hinder the work of this position:
3.2 After safety and professional technical training, with the safety and professional technical knowledge required for the job 4 Requirements for certificates for shallow-water oil operators
4.1 All operators who go to sea for a long time (more than 15 days): shall hold four safety training certificates for "survival at sea", "first aid at sea", "platform (ship) firefighting" and "lifeboat operation". Those who take helicopters shall also hold a safety training certificate for "underwater escape in case of helicopter distress":
All operators who go to sea for a short period of time (5--15 days) shall have a "short-term sea certificate". All operators who go to shallow-water oil facilities and ships for inspection, supervision, equipment maintenance, visits, and learning shall hold a "short-term sea certificate". 4.2 Drilling, operation, oil production platform manager, drilling supervisor, drilling engineer, drilling team leader, aluminum well chief and deputy driller, derrick, operation supervisor, operation team leader, oil test engineer, chief and deputy driller, oil production team leader, oil production supervisor, production post personnel, safety officer and other personnel related to control and management should hold a "control and management operation qualification certificate"; drilling, operation, chief and deputy driller should hold a "control and management operation qualification certificate" 4.3 All personnel working on drilling, operating and production platforms containing HS oil and gas should obtain the "HS Anti-Technical Qualification Certificate
4.4 The managers of mobile drilling platforms, operating platforms, production platforms, floating oil storage units and offshore construction vessels (including command personnel), and relevant technical personnel (responsible for the platform's sinking, lifting, loading and stability of floating oil storage units and construction vessels) should obtain the "Stability Ballast Training Qualification Certificate".
4.5 The crew members on shallow-water oil vessels should hold the "Crew Competency Certificate" prescribed by the national competent authorities and suitable for the vessels they are engaged in. 4.6 The radio telephone operators on the platform should hold the "Radio Telephone Operator Certificate" suitable for the platform they are on. 4.7 Drilling platform managers and drilling supervisors. The operation platform manager, operation supervisor, oil platform manager, oil production supervisor, logging team leader, geophysical exploration manager, floating storage unit manager, construction ship manager, safety officer, and environmental protection product should hold a "Safety Training Certificate" and "Environmental Protection Training Certificate". 1998
4.8 Personnel engaged in special operations such as electrical work, boiler operators, pressure vessel operators, lifting machinery operators, and metal welding (gas cutting) operators shall hold the assessment certificate specified in GB5306. 4.9 Nondestructive testing personnel shall obtain the "Nondestructive Testing Personnel Qualification Certificate", radiation personnel shall obtain the "Radiation Personnel Certificate", and blasting personnel shall obtain the "Explosive Personnel Operation Certificate"
5 Training, Assessment and Certification
5,1 All shallow-water oil operators shall be trained and assessed by units approved by the competent departments of the national government, and obtain the corresponding valid certificates prescribed by relevant national laws and regulations; certificates issued by foreign training institutions shall be recognized by the China Offshore Oil Operation Safety Office. 5.2 The certificates issued by the medium-pressure offshore oil operation safety office or the training department approved by the Port Supervision Bureau of the Ministry of Transport include a) Survival Certificate at Sea;
b) Emergency Certificate at Sea;
) Platform (cabin) firefighting:
) Lifeboat and raft operation certificate.
5.3 Certificates issued by the training department recognized by the China National Offshore Oil Operation Safety Office a) Short-term seagoing certificate;
b) Helicopter underwater escape certificate;
c) H2S prevention technology certificate;
d) Safety training certificate:

5.4 Certificates frequently issued by the certification and inspection institutions recognized by the China National Offshore Oil Operation Safety Office include a) Welding operator certificate;
b) Non-destructive testing personnel qualification certificate.
5.5 The certificates issued by the national petroleum authorities or foreign training departments include: a) Control operation certificate; b) Driller safety operation certificate.
5.6 The certificates issued by the training departments recognized by the national labor administrative department include: a) Electrician operation certificate; b) Boiler furnace certificate;
) Pressure vessel operation certificate:
d) Toxic machinery operation certificate;
) Metal welding (gas cutting) operation certificate.
5.7 The certificates issued by the training departments recognized by the Port Supervision Bureau of the Ministry of Transport include: a) Seaman's qualification certificate;
b) Radio operator certificate.
5.8 The certificates issued by operators and contractors for training include a) temporary sea-going permit;

t) radiation personnel certificate;

6 Inspection and management
6.1 All shallow-water oil workers going to sea shall be certified and subject to safety supervision and inspection. 2

62 For those without certificates or whose certificates or documents are invalid, the safety supervision and inspection personnel have the right to stop their work and return to the land within a specified period of time. 6.3 Operators and contractors shall conduct a physical examination of shallow-water oil workers every year. Those who do not meet the requirements of 3 and 1 shall be stopped from going to sea.
6.4 If not specified, the validity period of various certificates and documents shall be implemented in accordance with Appendix A (Appendix to the Standard). Those who fail the review of the certificates and documents upon expiration shall be retrained.

Validity period of certificates and documents for shallow-water oil workers A1. Certificates issued by training institutions recognized by the China National Offshore Oil Operation Safety Office a) "Sea Survival", "Maritime First Aid", "Oil Rescue Operation", "Taiwan Fire Fighting", "Helicopter Distress Underwater Escape", refresher training every five years;
b) "Short-term Travel Permit", refresher training every three years; c) "Medicine H.d) "Safety Training Certificate" is unlimited; d) "Safety Training Certificate" is unlimited, and the witness should participate in new courses every year; e) "Welder Operation Certificate" and "Non-destructive Testing Personnel Qualification Certificate" are unlimited, and the unit where the old welding work is completed within six months or the certificate holder is transferred to another unit for re-examination:
"Stability Ballast Training Certificate" is limited in time. A2 Certificates issued by training institutions recognized by the Port and Transportation Supervision Administration a) "Survival at Sea", "First Aid at Sea", "Ship Firefighting" and "Rescue Operation Operation" are unlimited and are reviewed every year: b) "Sea Crew Competency Certificate" and "Radio Telephone Service Certificate" are limited in time and can be reviewed every five years. A3 Certificates issued by training institutions recognized by the national petroleum authorities 1a) "Well Control Operation Certificate" is valid for four years and is reviewed every two years: b) "Clamp Safety Operation Certificate" is unlimited and is reviewed every two years. A4 The validity period of the certificates issued by the training department recognized by the National Marine Safety Administration is two years: "Working Certificate", "Boiler Operation Certificate", "Pressure Vessel Operation Certificate", "Lifting Machinery Operation Certificate" and "Metal Welding (Gas Cutting) Operation Certificate". A5 The certificates issued by operators and contractors are: a) "Temporary Sea Going Certificate" is valid for the current period; b) "Safety Training Qualification Certificate" is unlimited, and the holder should participate in new courses for rotation training; c) "Radiation Personnel Certificate" and "Explosive Operator Certificate" are limited, but the unit where the certificate holder is transferred should re-evaluate when the certificate holder is transferred. A6 Certificates and documents issued by foreign training institutions For certificates and documents issued by foreign training institutions recognized by the China National Offshore Oil Safety Office, they shall be implemented in accordance with the requirements of this standard unless otherwise specified:
