Particular requirements for warming boards and similar appliances
This chapter in GB 4706.1-1998 is replaced by the following. This standard deals with the safety of warming boards, warming dishes and similar appliances for household and similar purposes, with a rated voltage not exceeding 250V, used to keep food or containers warm.
Appliances that are not intended for general household use but may still constitute a source of danger to the public, for example, appliances intended for use by lay persons in shops, in light industry and on farms, are within the scope of this standard. As far as practical, this standard deals with common hazards arising from appliances encountered by all persons in and around the home. This standard generally does not take into account the following situations:

A shallow pan with a diameter of 15 cm is filled with water to a height of at least 25 mm. 15 Moisture resistance

Note: This test is not performed on appliances used only for heating. 15.101 Appliances intended to be partially or completely immersed in water for cleaning shall be adequately protected against the effects of immersion. Compliance is checked by the following test, which shall be made on three other appliances. The appliance is operated normally at 1,15 times the rated input power until the thermostat operates for the first time. Appliances without a thermostat are operated until steady conditions are established.
After the appliance has been completely immersed in water at a temperature of 10 °C to 25 °C, the appliance shall be immersed to the maximum immersion level, if the appliance is marked with that level. After 1 h, the appliance is removed from the water, wiped dry and subjected to the leakage current test of 16.2. NOTE Care shall be taken to ensure that any moisture is removed from the insulation surrounding the input pins of the appliance. This test is repeated four times and the appliance is then subjected to the electric strength test of 16.3 with the test voltage reduced to 1 000 V. The appliance with the largest leakage current after the fifth flooding is disassembled for visual inspection. No water marks that could cause the creepage distance and electrical clearance to be reduced to less than the limit values ​​specified in 29.1 should appear on the insulation. The other two appliances are operated for 240 h under normal working conditions. After the test, the connectors of the two appliances are unplugged or the power supply is cut off by other means. The initial test is repeated. The appliances are then subjected to the electrical strength test of 16.3 with the test voltage reduced to 1000. If the appliance has a surface of glass, ceramic or similar brittle material, and the surface forms part of the enclosure of live parts, for the surface that cannot be subjected to the impact test of 21.101, a three-drink impact test should be carried out, and the impact energy is 0.70 J ± 0.05 J. 21.101 If the appliance has a surface of glass, ceramic or similar isa material forming part of the enclosure of live parts, it shall withstand the stresses likely to occur in normal use. Compliance is checked by the following test: A container with a base made of copper or aluminium and a flat bottom diameter of 120 mm ± 10 mm and an edge chamfer radius of at least 10 mm is filled evenly with at least 1,3 kg ± 0,1 kg of banknotes or projectiles to a total mass of 1,8 kg. The container is dropped straight down from a height of 150 mm onto the surface t. This operation is carried out 10 times.
The appliance is then supplied with rated voltage and operated until steady conditions are established. The surface is then covered in the most unfavourable position with a wet pad of approximately 10 cm × 10 cm in size.
