4.1 Refrigerated Containers
4.1.1 Technical requirements for refrigerated containers for multimodal transport such as road-rail, road-water, and rail-water transport shall comply with the requirements of GB/T73924.1.2 Technical requirements for air-land intermodal refrigerated containers shall comply with the requirements of GB/T15140 and GB/T17770, and shall also comply with the airworthiness requirements and the requirements of SS50/0, SS50/4 and SS80/1 to SS80/3 of the Container Container Regulations (2018). 4.2 Refrigerated Container Intermodal Transport Terminals
4.2.1 The site selection of road-rail, sea-rail, and rail-water intermodal transport terminals shall be comprehensively considered with the construction of railway freight yards, and it is advisable to build dedicated railway lines and railway cold chain cargo loading and unloading lines
4.2.2 Technical requirements for refrigerated container intermodal transport terminals shall comply with the requirements of GB/T13145. 4.2.3 Intermodal stations should be equipped with refrigerated container maintenance sites and equipment, and have refrigerated container maintenance functions. 4.2.4 Intermodal stations should be equipped with cold storage. The basic technical requirements of cold storage should comply with the provisions of CB50072. 4.2.5 Intermodal stations should be equipped with refueling, charging, and refrigeration facilities. 4.2.6 The power supply and power distribution facilities of intermodal stations should comply with the provisions of 4.1.2 of GB/T13145-2018, and should meet the power supply needs of refrigerated containers to ensure 24-hour continuous power supply. 4.2.7 Intermodal stations should be equipped with emergency power supply facilities for refrigerated containers. The emergency power supply facilities should be set up according to the actual business volume of the intermodal stations and should be able to ensure that the refrigerated containers are powered for at least 2 hours. 4.2.8 Charging piles at road-rail, rail-water, and air-land intermodal stations should meet the needs of refrigerated container refrigeration and energy replenishment. 4.2.9 Refrigerated container intermodal stations should be equipped with rapid reloading equipment, and the loading and unloading equipment used for road-rail intermodal transport, road-water intermodal transport, rail-water intermodal transport, and air-land intermodal transport should have a loading and unloading capacity of not less than the actual loading and unloading container weight and not less than 35 tons. 4.2.10 According to the specifications of the refrigerated container, matching ships, vehicles, aircraft and other carriers and loading and unloading equipment should be selected, and the rated load of the carriers and loading and unloading equipment should match the weight of the refrigerated container. 4.3 Refrigerated container intermodal temperature, humidity, vibration and position detection equipment 4.3.1 Refrigerated containers should be equipped with temperature and humidity monitoring equipment, and should meet the requirements of Chapter 4, Chapter 5, and Chapter 6 of GB/T30103.1-2013 and the requirements of 8.15 of GB/T7392-1998 4.3.2 Refrigerated containers can be equipped with vibration monitoring equipment, and its technology should meet the requirements of GB/T14412. 4.3.3 The refrigerated container should be equipped with a positioning device, which should be compatible with the Beidou positioning system and meet the requirements of Chapter 6 and Chapter 7 of GB/T35766-2017. bZxz.net
4.3.4 The refrigerated container should be equipped with a remote communication device to achieve wireless uploading of the collected refrigerated container temperature, humidity, location, vibration and other information.
5 Intermodal operation requirements
5.1 The consignor, multimodal transport operator and carrier shall specify the temperature control requirements for the whole process of multimodal transport of refrigerated containers and the requirements for intermodal connection and conversion operations, including:
a) Requirements on the name, specification, packaging, labeling, quantity and transportation time limit of refrigerated goods;2

b) The temperature control scope for the whole process of multimodal transport proposed by the consignor or determined by the consignor, multimodal transport operator and carrier through consultation:
Temperature monitoring requirements for the whole process of multimodal transport, including the temperature measurement location, temperature measurement method, temperature measurement time interval, etc.; the location of the cargo transshipment station and related requirements for transshipment operations;
Requirements for handling abnormal situations such as time delay and damage to refrigerated containers during intermodal transport;
5.2 When different modes of transport are connected and converted, the handover parties shall conduct an external inspection of the container in accordance with the provisions of CB/T11601, and shall focus on checking the operating status of the refrigeration system or the working status of the cold storage device of the refrigerated container. 5.3 When different modes of transport are connected and converted, the handover records of the handover parties should include the temperature monitoring records of the refrigerated container in the previous stage of transportation provided by the previous carrier of the multimodal transport, the cargo packing list or the description of the nature of the cargo. 5.4: The temperature of the refrigerated container should be collected, recorded and controlled throughout the multimodal transport of refrigerated containers, which should comply with the provisions of GB/T36088 and meet the requirements of b) and c) in 5.1. 5.5 During the transfer and connection between different modes of transport of refrigerated container multimodal transport, the transfer parties shall inspect the refrigerated container in accordance with the requirements of 5.1, and shall also check whether the status of the refrigerated container meets the special transport requirements under the corresponding mode of transport, including: when transferring to railway transportation, the refrigerated container shall also comply with the relevant regulations of railway transportation, such as overloading and reinforcement; a)
b) When transferring to water transportation, the refrigerated container should be loaded at the bottom of the deck and not more than two layers when loading on the ship, the number of loads per row should not exceed the maximum load number, and one end of the refrigeration unit of the refrigerated container should face the stern; when transferring to air transportation, the bottom plate and contour shape of the refrigerated container shall also meet the requirements of the cargo compartment structure and size of the flight model. The battery power of the refrigerated container shall be checked before the refrigerated container leaves the port. If the power is less than 95%, the departure shall be suspended or stopped. d)
When transferring to road transportation, the total weight of the refrigerated container shall also meet the requirements for the load of road transportation vehicles in 4.2 of GB1589-2016.
6 Intermodal transport information requirements
6.1 The refrigerated container intermodal transport operator shall track and manage the information data such as cargo name, temperature and humidity, location, transportation time limit, transshipment location, cargo handover, etc. through the information management system, and comply with the requirements of CB/T28843 to query and retrieve the above information to ensure the integrity of its data chain
6.2 When the refrigerated container is transferred between different modes of transportation, the two parties shall share information to achieve an uninterrupted chain of intermodal transport information. The information transferred shall comply with the requirements of 6.4 of GB/T36088-2018, including the information on the delivery and receipt of the previous transportation link, the temperature and humidity monitoring records of the refrigerated container during the previous transportation process, and the location records. If a manual handover form is required, the content should at least include: refrigerated container number, cargo name; handover location, handover time, handover person; b) temperature range, handover temperature; temperature records of previous transportation, facility and equipment inspection records, etc.: abnormal inspection records such as cargo damage and facility and equipment failure during handover.
