1 Subject Content and Scope of Application
This standard specifies the requirements to be followed in the preparation of technical standards for the electronics industry during the drafting process. SJ1.8-87
This standard applies to the preparation of national standards, national military standards, professional standards (ministerial standards) and ministerial guiding technical documents for technical standards in the electronics industry. The preparation of enterprise standards in the electronics industry should refer to this. 2 General requirements for drafting standards

National laws and regulations are the concrete embodiment of national policies, so all relevant laws, regulations and policies promulgated by the state should be implemented.
Standards are a systematic document, and there are extensive connections between various standards. Relevant standards should be coordinated and complement each other to give full play to the role of standardization and achieve the expected economic benefits. Lower-level standards shall not conflict with higher-level standards.
3.2 Content expression should be accurate and concise
Once a standard is issued, all relevant units must implement it. The standard provisions should be accurate and concise to facilitate correct understanding and smooth implementation.
Standards should be logical, simple and clear, with a clear tone and avoid ambiguous words. Similar sentence patterns should use the same structure to prevent different people from having different understandings from different perspectives. When writing standards, attention should be paid to highlighting the theme, and the content that does not belong to the scope of the standard should not be praised at all. The standard only stipulates what "should" be done, what requirements "must" be met, and what "must not" be done, etc. When writing the content of the standard, it is appropriate to use words when it is appropriate to use words, and use charts when it is appropriate to use charts. 3.3 Technical content should be correct
The technical indicators, parameters, formulas and other technical contents specified in the standard do not explain the source or derivation process, so the technical content must be correct. From the drafting stage of the standard, the draft standard must be written in strict accordance with the relevant provisions of GB1.1 and GB1.3 on the composition, content arrangement, hierarchical division, numbering and writing details of the standard. 4 Matters to be noted when writing the draft standard
4.1 Name of the standard
The name of the standard should be as short as possible, which can clearly define the subject of the standard and distinguish it from other standards. When several independent parts in a series of standards are published with the same standard serial number, the standard should have a general name, and each independent part should be named separately. The two names should be written in two lines on the cover and the first page. When describing in the standard clause, there should be a space between the two.
When determining the name of the standard, it should be considered to expand the scope of application of the standard as much as possible. 4.2 English name of the standard
The English name should be marked below the Chinese name of the standard on the cover and the first page of the national standard and the national military standard. If international or foreign advanced standards (texts from English-speaking countries) are adopted, the English names of international and foreign standards shall be copied.
If foreign advanced standards from non-English-speaking countries or national standards and national military standards formulated by my country are adopted, the English names shall be copied or translated into English with attention to the language characteristics and idioms of English, and shall be handled in accordance with the idioms of international standards of relevant professions.

The first letter of the sentence in the English name shall be capitalized, and the rest shall be lowercase. However, no matter where the proper noun is located, the first letter must be capitalized. 4.3 Provisions on filling in the standard classification number of national standards The standard classification number shall be filled in by the standard sponsor below the "UDC" in the upper left corner of the cover of the draft national standard (draft for approval).
The standard classification number shall be filled in according to the secondary category classification number specified in the "China Standard Document Classification (Trial)". The commonly used secondary category classification numbers of electronic industry technical standards are shown in Appendix C (Supplement). 4.4 Introduction

4.7 Principles to be considered when determining the technical requirements in the standard When selecting and determining the technical requirements of product standards, the three basic principles of purpose, maximum freedom and verifiability should be followed.
4.7.1 Principle of Self-discipline

4.7.2 Principle of maximum freedom
When specifying the technical requirements of product standards, in principle, only performance requirements should be specified so that the means to achieve performance requirements can have maximum freedom.
4.7.3 Principle of verifiability
In principle, product standards should only specify requirements that can be verified by test methods, etc. The standard should only specify technical guarantee conditions, and the manufacturer's guarantee cannot replace the technical requirements. 4.8 Basic requirements for writing test (or measurement) methods 4.8.1 Corresponding test methods should be specified for each technical requirement in the standard. 4.8.2 In principle, only one test method should be specified for each technical requirement, and it must be reproducible. 4.9 There are three names and expressions for the chapters on inspection rules, quality assessment procedures, and quality assurance regulations: inspection rules, quality assessment procedures, and quality assurance regulations. 4.10 Symbols of measurement units in standards
The legal symbols of measurement units are used in the standards.
