This standard is formulated to meet the growing requirements for the protection, utilization and management of China's linear tourism resources, promote and standardize the development of China's scenic tourism roads, and improve their planning, design and management level. The formulation of this standard summarizes the experience and lessons of domestic and foreign scenic tourism road construction, and strives to achieve international standards in terms of technology and methods while considering Chinese characteristics. 108
1 Scope
Requirements for scenic tourism roads and their recreational service facilities This standard specifies the basic conditions that scenic tourism roads should have and the basic requirements for recreational service facilities along the way. LB/T025-2013
This standard is for reference by local governments, relevant management departments, scenic tourism road planning and design, construction, road administration and other relevant agencies that build scenic tourism roads.

4.4 Recreational value
Includes outdoor recreational activity opportunities generated by natural and cultural elements that directly or indirectly rely on the corridor landscape, including self-driving, alpine skiing, rafting, boating, fishing and hiking, etc. 4.5 Visual value

All landscape elements along the way, including terrain, water bodies, vegetation and historical and cultural landscapes, together constitute the visual environment of the scenic tourism road. 5 Requirements for scenic tourism roads
5.1 The main function of scenic tourism roads is to carry out self-driving tourism. On the basis of ensuring basic driving functions and personal safety, the road engineering technical requirements can be appropriately lowered (refer to JTGB01-2003): follow the principle of protection priority, especially in areas with high-quality scenic resources and ecologically sensitive areas - the damage caused by road construction should be minimized as much as possible. 5.2 Scenic tourism roads should meet at least two of the five values in Chapter 4. 5.3 Scenic tourism roads that meet the minimum score requirements for scenic tourism road resource evaluation in Chapter 7 and are constructed in accordance with the guiding principles for recreational facilities and services along the way from Chapters 8 to 11 can meet the minimum requirements of national scenic tourism roads. 6 Classification of scenic tourism roads
6.1 Basic types
Scenic tourism roads are divided into two basic types: natural scenic tourism roads and cultural scenic tourism roads. 6.2 Natural scenic tourist roads

7.1 Evaluation system
The evaluation of scenic tourist road resources is divided into two parts: evaluation of road visual landscape and evaluation of tourism resources along the way. 110
7.2 Evaluation of road visual landscape

7.2.1 The evaluation of the visual landscape of scenic tourist roads consists of five indicators: appreciation, uniqueness, diversity, integrity and popular science. The specific meanings of the indicators and their reference scores are shown in Table A.1 in Appendix A. 7.2.2 According to the evaluation indicators and reference scores provided in Table A.1, experts in the fields of ecology, geography, history, tourism, communication, architecture, landscape planning, and transportation planning are invited to form an evaluation team to evaluate and score the visual landscape along the road. 7.3 Evaluation of tourism resources along the way
7.3.1 The distribution density and quality of various tourism resources within 5km on both sides of the scenic tourism road affect the evaluation results of tourism resources along the scenic tourism road.
7.3.2 The value of road tourism resources can be measured based on the number and quality level of various natural and cultural tourism attractions that have been officially certified along the way. The specific meaning and scoring range are shown in Table A.2. 7.3.3 According to the evaluation indicators and reference score range of tourism resources along the way provided in Table A.2, relevant experts are invited to form an evaluation team to evaluate and score the tourism resources along the road. 8 Interpretation system
8.1 Portal
8.1.1 Structures that prompt people to enter or leave the scenic tourist road8.1.2 It should be located in a conspicuous position in the entrance and exit area. It should be coordinated with the surrounding environment and at the same time be consistent with the theme of the scenic tourist road8.1.3 It can be combined with the overall guide map of the scenic tourist road, the tourist information center, the rest area, the toilet and other facilities to avoid over-design.
8.2 Tourist Information Center
8.2.1 Public service facilities that provide tourist information and related consulting services to tourists and other users. Its standards should comply with the relevant provisions of GB/T26354
8.2.2 It should be set up in areas with stable geological structures. It is convenient for tourists to visit8.2.3 Establish a special website to provide comprehensive information about the scenic tourist road and interactive services. The staff of the tourist information center is responsible for the maintenance and management of the website. 8.2.4 Provide opportunities for experiencing local characteristics and contacting local communities, such as handicraft production, on-site processing and tasting of local products, small exhibitions, folk experience, etc.
8.3 Regional environment and resource management explanation
8.3.1 Provide tourists with information on the nature, culture, society, economy, environment and resources of the area where the scenic tourist road is located. 8.3.2 Explain to tourists the relevant laws and regulations and management systems for various resources along the scenic tourist road. Guide tourists' behavior and encourage tourists to participate in the protection of scenic resources.
8.3.3 The content should be easy to understand and reflect the uniqueness and local characteristics of the region. 8.4 Tourist attraction explanation system
8.4.1 Explain the nature, form, structure, evolution history, etc. of various tourist attractions along the scenic tourist road. 8.4.2 It can be set at the starting point of the scenic tourist road, the population of the scenic area along the way, specific scenic spots, etc. 8.4.3

8.5 Tourist facility explanation system
8.5.1 Provide safety and warning information about tourist facilities, and use methods to correctly guide tourists to use various tourist facilities. 8.5.2 The language and diagrams of the facility explanations should comply with the relevant provisions of GBT10001. The language should be warm and friendly, and the pictures and texts should be rich. 8.5.3 It is recommended to provide the facilities description and tips needed by the elderly, the weak, the sick and the disabled. 9 Recreational facilities
9.1 Notice board
Post posters of recent festivals and activities related to scenic tourist roads or nearby attractions, tourist information, etc. It can also be used as a message board. 9.1.2 It can be combined with the portal of the tourist information center, observation deck, rest area, picnic area and camping area. 9.1.3 It is recommended to set up pavilions and pavilions to protect the content of the posters and provide shelter for readers. 9.1.4 It is recommended that the various information in the notice board be pasted in a unified manner and should not be published in a scattered manner. 9.1.5 The design should be consistent with the overall design of the scenic tourist road and reflect the regional characteristics. 9.2 Observation deck
9.2.1 Along the scenic tourist road, provide tourists with a place to enjoy the panoramic view, view the landforms, historical relics, wild animals and plants, etc. 9.2.2 The site should be selected at the roadside, commanding heights, and viewing points with outstanding visual aesthetic or scientific value. There should be enough area to accommodate a certain number of tourists to park and stop. 9.2.3 Basic facilities such as guardrails, seats, interpretation signs, and awnings can be set up on the observation deck according to the requirements: Important observation decks where a large number of tourists stay are recommended to be combined with tourist information centers, toilets, and picnic areas. The volume should not be too large and should be coordinated with the surrounding environment. 9.2.4 Large observation decks should provide parking lots for ordinary cars and tourist buses. The observation deck and the parking lot can be separated by a certain distance and connected by a walking trail.
9.2.5 Clear signs should be set up near the viewing platform to remind tourists to enjoy the beautiful scenery. 9.3 Rest Areas
9.3.1 Areas set up along the scenic tourist road to provide tourists with parking, refueling, rest and toilet services. 9.3.2 It is recommended to be set up in a safe and convenient place within the sight of tourists near the scenic tourist road. 9.3.3 Clear rest area signs should be set up before the rest area. 9.3.4 Parking lot toilets and water dispensers, large and medium-sized vehicle parking spaces and other facilities should be set up: some rest areas can be combined with picnic areas to provide tourists with picnic or barbecue facilities.
9.3.5 Sheltered structures, shops, restaurants, etc. can be appropriately provided within the rest area. 9.4 Roadside Walking Trails
Pedestrian trails set up on both sides or one side of the scenic tourist road for tourists to enjoy the scenery around the road on foot. 9.4.1
9.4.2 It can be set up in natural heritage, cultural heritage, important scenic spots, and high-quality tourist resources such as waterfalls, ancient trees, caves, and ancient ruins along the scenic tourist roads
9.4.3 It is encouraged to moderately transform the original simple paths of local residents, improve their recreational and interpretation functions, and transform them into recreational trails. 9.4.4 The route selection should show the natural beauty, diversity and mystery of the scenic area; the design should be coordinated with the surrounding environment, reduce the impact on the environment, echo the overall theme of the scenic tourist road, and reflect the regional characteristics. 9.4.5 The pavement design of the tourist trail should be adapted to the function of the scenic area and the flow of tourists: in scenic spots with large tourist flow, the paved surface should be suitable for carrying a larger flow of people: for scenic spots that need to retain the original flavor, it is recommended to use gravel roads. 9.4.6 Benches, seats and other rest facilities for tourists to rest can be set up beside the tourist trails as needed: try to avoid using steps, and barrier-free facilities should be added where steps must be set. 9.5 Roadside bicycle lanes

9.5.1 It is recommended to provide a wide shoulder on the side of the scenic tourist road as a bicycle lane, separated from the motor vehicle lane by a marking line: where conditions permit, a dedicated bicycle lane can be marked for bicycle tourists to use. 9.5.2 The bicycle lane must be well paved or flat gravel road surface, and steps should be avoided as much as possible. 9.5.3 The design of the bicycle lane should be different from the scenic tourist road in terms of paving, color, etc., while maintaining consistency with the overall style of the scenic tourist road.
9.5.4 The dedicated bicycle lane should be well connected with the scenic tourist road and the hiking trail. The transition area should be natural and safe: the dedicated bicycle lane can consider setting up independent rest facilities, protective facilities, barrier-free facilities, etc. according to actual needs. 9.6 Picnic area and camping area
9.6.1 It should be set up near the visitor center, observation deck, rest area, historical monument hiking trail, etc., and provide infrastructure for tourists to picnic or carry out other related recreational activities.
9.6.2 It should be located in a safe area with beautiful scenery, stable geological conditions, and away from natural disasters and wild animal attacks. 9.6.3 It should be equipped with parking lots, camping areas, toilets, faucets, trash cans, tables and chairs, barbecue utensils and other facilities. Other optional facilities include rain shelters, interpretation signs, fitness areas, natural trails, benches, lawns, children's playgrounds, etc. 9.6.4 The design should be coordinated with the surrounding environment and reflect the overall style of the scenic tourist road construction: the use of local building materials and environmentally friendly materials is encouraged. 9.6.5 Picnic areas should have adequate garbage recycling facilities and related reminders, and have dedicated personnel to maintain them regularly to strictly protect the local ecological environment. 10
Service facilities
10.1Toilets
10.1.1Toilets should be set up along scenic tourist roads according to a certain distance and density of tourist distribution. Toilets can be set up in tourist information centers, rest areas, viewing platforms, hiking trails, camping areas, etc. 10.1.2 They should be set up in locations that are easy for tourists to find, but should not become a visual focus, and should be coordinated with the surrounding environment and buildings. 3 The construction and management of toilets should meet the minimum basic requirements in GBT18973 10.1.3
10.1.4 Ecological toilets that can self-purify and recycle pollutants should be used on natural scenic tourist roads (refer to the relevant practices in GB/T18092 for details), and ecological toilets are encouraged on cultural scenic tourist roads to keep the environment clean. 10.2 Parking lots along the way
should be located in locations that are easily identifiable, such as visitor centers, rest areas, observation decks, picnic areas, camping areas, etc. Their construction should minimize the impact on the landscape on both sides of the road. 10.2.1
10.2.2 The parking lot should be large enough to accommodate the expected flow of people and vehicles without destroying the surrounding visual environment, and provide parking spaces of various sizes. 10.2.3 In addition to parking spaces, it is also necessary to consider setting up pedestrian walkways to provide safe walking space for pedestrians. 10.2.4 Use turning lanes, green safety islands, plant green plants or lawns, etc. to improve parking lot safety and alleviate the rigid and monotonous environment of the parking lot.
10.3 Parking lots in tourist attractions
Located at the entrance of tourist attractions or recreational facilities where tourists are concentrated. The site selection and design must take into account the special needs of tourists participating in recreational activities such as mountain climbing, horse riding, rafting, boating, fishing, etc. 113

10.3.2 Sufficient space and related facilities should be provided, such as horse hitching posts, ramps for loading and unloading recreational equipment, landing areas for recreational boats, bicycle parking areas, parking spaces, docks, fishing docks, etc.
10.3.3 Parking lots with a large number of tourists should be equipped with dedicated management personnel. It is recommended to use electronic management systems to publish parking space information in real time. 11 Traffic information and safety
11.1 Traffic information
11.1.1 Use the Internet and radio stations to publish real-time traffic conditions on major roads to drivers. Timely forecast various natural disasters and weather conditions. At important sections and scenic tourist roads, electronic traffic information screens can be set up to publish relevant road conditions. 11.1.2 During peak tourist seasons, the number of tourists and parking space information of important tourist attractions along the way can be published. 11.1.3 Using electronic maps and on-board (PS and other equipment) to prompt the distribution of scenic tourist resources and tourist service facilities along the way: using the Internet and radio stations to timely publish information such as the number of tourists at important tourist attractions along the way, festivals and activities, etc. 11.1.4 Cooperating with the transportation department, the above information can be published in real time on the scenic tourist road website to achieve network synchronization: Cooperating with tourist attractions and residential areas near the road to jointly maintain and improve the construction of traffic information. 11.2 Safety level and disposal plan
11.2.1 It is recommended to divide the road sections into different safety levels and set up corresponding safety facilities according to the levels. 11.2.2 The safety level of scenic tourism roads should be determined according to the level of the road itself, the geological fire hazards of the crossing area, the wild animal activities, the degree of visibility, the frequency of rain and fog weather, etc. 11.2.3 The relevant departments should formulate emergency response plans and emergency plans for scenic tourism roads in advance. 11.3 Information warning
11.3.1 Safety warning signs should be set up on sections with certain safety hazards, and the signs should be located in a conspicuous position. 11.3.2 Safety warning information should be set up in areas where tourists are concentrated, such as visitor centers, rest areas, viewing platforms, and walking trails. 11.3.3 For geological disasters, meteorological, climatic and hydrological disasters, wild animal invasions and other possible safety threats along the road, in addition to advance notice and on-site warnings, contact methods for reporting and handling safety accidents should also be provided. 11.4 Safety facilities

11.4.2 Warning signs and solid protective facilities shall be installed in places with hidden safety advantages and higher risks, such as overhangs, sharp bends, rapids, etc., to prevent the occurrence of safety accidents to the greatest extent possible.
