This standard is modified to adopt ISO83172003 "Child-resistant packaging—Requirements and testing procedures for reclosable packages" (English version). Compared with IS08317-2003(E), this standard has the following main technical differences: the preface and introduction of the international standard have been deleted; the content of the international standard requiring official observers to participate under specific conditions has been removed; the content of the test process has been appropriately edited; d) the standard structure and sequence have been adjusted as follows: the content of 4.2 of the international standard has been adjusted to Chapter 3 of this standard, and the content of 4.3 of the international standard has been adjusted to Chapter 5 of this standard; Chapter 5 and Chapter 6 of this standard correspond to Chapter 6 and Chapter 7 of the international standard respectively. This standard was proposed and managed by the National Packaging Standardization Technical Committee (SAC/TC49). 1 Scope
Requirements and test methods for reclosable packaging that is child-resistant
This standard specifies the requirements and test methods for reclosable packaging that is child-resistant. This standard applies to reclosable packaging that is child-resistant (hereinafter referred to as child-resistant packaging). 2 Terms and definitions
The following terms and definitions apply to this standard. 2. 1
Container
GB/T 25163-—2010
Container made of metal, glass, plastic or a combination of multiple materials, with a port sealing system and a locking device. 2.2
Seal
Container lid made of metal, plastic or a combination of multiple materials, with a sealing device. 2.3
Child-resistant packaging is usually a packaging container with a locking device. Children under 52 months old are unlikely to open the locking device, but it does not affect the normal use of adults.
ReclosablepackageAfter the package is opened, it can be reclosed and reused. 2.5

3.1 Basic requirements
3.1.1 Packages that are not openable by children should be able to prevent children under 52 months from opening such packages. 3.1.2 Packages that are not openable by children should meet the basic functional requirements of the package itself while meeting the requirements of not opening by children.
3.2 Test requirements
3.2.1 Requirements for test population
The test is applied to the following two groups of people;
-Children aged 42 to 51 months;
-Adults aged 50 to 70 years old.
Note: The test population includes children aged 42 months and 51 months and adults aged 50 or 70 years. 3.2.2 Requirements for test containers
New containers are required for the test. When testing a series of similar containers, a theoretical basis for the degree of packaging similarity should be provided, and the test should be conducted according to the following rules:) When the diameters of the sealing covers are different and the largest diameter exceeds 1.5 times the smallest diameter, the sealing covers of large, medium and small diameters should be selected for testing;
When the sealing covers of the packaging containers are the same but only the capacity is different, the containers with the largest and smallest capacity should be selected for testing; When the packaging containers have similar characteristics and the packaging capacity and the sealing cover diameter are different, the sealing covers with the largest and smallest diameters should be placed on the packaging containers with the largest and smallest capacity for testing. For the above combination of sealing benefit and packaging container, if the maximum diameter of the sealing benefit exceeds 1.5 times of the minimum diameter, the method a) shall be used; when the bushing is an integral part of the sealing system, it shall be tested together with the bushing; d>
When the packaging container has the same characteristics and the sealing cover is the same, but the shape of the packaging container is different, each shape of the packaging container shall be selected for testing. When the packaging container has the same characteristics, but the shape of the packaging container and the diameter of the sealing cover are different, each shape of the packaging container shall be selected and tested according to the method c) 4 Test
4.1 Test Samples
Sufficient and new packaging containers that meet the design drawings and design specifications shall be provided for test personnel to select as test samples, and test samples shall be reserved as spare parts.
The contents shall not be dangerous goods, and substitutes may be used. If substitutes are used for testing, if the capacity of the packaging container is less than 1L, it should be filled according to the actual content capacity. If the volume of the packaging container exceeds 1L, 11.1kg of liquid or 1kg of solid substitutes should be selected for filling. 4.2 Preparation before the test
All packaging containers for the test are required to be able to be opened and re-closed. 4.3 Children's test
4.3.1 Children's full group test
4.3.1.1 Composition of test children
200 children aged 42 months to 5 days should be selected. The distribution of age and gender should be reasonable. At the same time, they should be healthy and have no obvious physiological defects that affect the test. For the test of packaging for anti-substitute children, children from different social groups, races and cultural backgrounds should be selected as much as possible for the test. If not, the deviation of the test should be clearly indicated. The test children are required not to have participated in the corresponding test before, but they are allowed to participate in the test of opening different types of packaging using different principles. If they have participated in the corresponding test, the test time is required to be at least 1 week apart. 4.3.1.2 Requirements for test environment and personnel The test for children should be conducted in an environment that they are familiar with and feel comfortable, such as their kindergarten or nursery, but care should be taken to avoid being disturbed and causing unnecessary distraction. The test personnel (children) should be friendly to each other, and the parents of the children should be present in the test. There should be tables and chairs for the children to test, and they can also sit on the ground if they want. 4.3.1.3 Requirements for the test process
4.3.1.3.1 Test 2 children at the same time, and 2 children must be accompanied by 1 blue substitute. If necessary, the test can be conducted in groups, but the number of testers in the same room at the same time cannot exceed 5. 4.3.1.3.2 During the test, as long as the children feel convenient and suitable, they can choose any method to conduct the test, and there is no restriction on them using teeth or other methods to open the package. 4.3.1.3.3 During the test, no instructions or instructions on how to open the package shall be given. 4.3.1.3.4 During the test, tools or other opening devices shall not be provided to children. If these tools or opening devices are an integral part of the packaging container design, they are not allowed to touch the tools, and their attention shall not be actively drawn to the tools unless they are demonstrated to the children.
4.3.1.3.5 If the test child tries to leave, the supervisor shall stop him and guide him back to continue the test. 2
4.3, t.4 Test steps
4.3.1.4.1 Assign the test children and supervisors, and bring the test children to the test site. 4.3.1.4.2 Give each child a packaging container and ask them to open it within 5 minutes. GB/T 25163—2010
4.3.1.4.3 If a child successfully opens the package within 5 minutes, he should be asked to stay in the test area until the end of the test. 4.3.1.4.4 For children who fail to open the package within 5 minutes, they should be asked to watch how to open and re-close the package without deliberately forcing them to demonstrate the action and process, and then continue to open the package for another 5 minutes. 4.3.1.4.5 Record the test results every 5 minutes, record whether the child successfully opened the package, whether a demonstration was performed, and whether teeth or other methods were used during the opening process. 4.3.2 Continuous test
If the number of children in the test is less than 200, the force method of continuous test can be used. Except for the number of children in the test, the other requirements are consistent with the test requirements for the whole group of children and should comply with the provisions of 4.3.1. 4.4 Adult test
4. 4. 1 Basic requirements
It is not necessary to conduct tests on adults in a specific place and at a specific time. 4.4.2 Composition of test personnel
It is required that 100 valid participants (adults) participate in the test, and the test personnel shall be preliminarily selected. Among them, professional design, manufacturing and other related personnel who allow children to open the package, and personnel with obvious mechanical defects and temporary physical disabilities should not participate in the test. The purpose of the test should be explained to the test personnel. They should not provide demonstrations of operation. 100 test subjects shall be randomly selected from adults aged 50 to 70 years old according to the provisions of Table 1. The number of test subjects selected from a group shall not exceed 30, and the number of unrelated individuals shall exceed 35% of the total number of test subjects.

4.4.3.1 Provide each test subject with the packaging container for the test and the operating instructions for how to open and reclose the container. The operating instructions shall be consistent with the instructions provided to consumers during the sales process. Within 4.4. 3.25 nin, the test subject shall complete the test independently after becoming familiar with the packaging container and reading the operating instructions. 4.4.3.3 For the test personnel who successfully opened the test sample within 5 minutes, they should be given the same packaging container and asked to repeat the test within 1 minute, i.e., opening and re-closing. 4.4.3. If the test personnel cannot open the packaging container within 45 minutes, they will be subject to a screening test, i.e., let the test personnel open two ordinary test containers that are not child-proof within 1 minute, as follows: a) 25mL~50ml cylindrical plastic container, threaded seal, with continuous thread H in the cover, diameter 28mm, torque 1.1Nm,
b) 25mL~50ml cylindrical plastic container: non-threaded seal, with the sealing cover tightly on the container, diameter 28mm. If the test personnel fail to open and re-close the above two containers within 1 minute, the adult test result of this test personnel is invalid and the screening is eliminated. 5 Test results
5.1 Evaluation of children's test results
5.1.1 Evaluation of children's full group test results
When a full group of 200 test children is used for the test, the following requirements should be met to determine whether the test results are successful: a) In the absence of demonstration, at least 85% of the 200 test children cannot open the package within 5 minutes: h) After a demonstration is given to the children who failed to open the package within 5 minutes, at least 80% of the 200 test children cannot open the package in subsequent tests.

5.2 Evaluation of adult test results
If 90% of the test persons can successfully open the packaging container within 5 minutes, and can successfully open and reclose the packaging container within the subsequent 1 minute, the test is passed.
If the test persons can successfully open the packaging container within 5 minutes, but fail to successfully open or reclose the packaging container within the subsequent 1 minute, the test is failed. 5.3 Final results
Whether it is a child test or an adult test, the final result of the pass/fail test must be given. 6 Test report

100 valid participants (adults) are required to participate in the test, and the test personnel shall be preliminarily selected. Among them, professional design, manufacturing and other related personnel who prevent children from opening the package, and personnel with obvious mechanical defects and temporary disabilities should not participate in the test. The purpose of the test should be explained to the test personnel. They should not provide demonstrations of operation. 100 test personnel should be randomly selected from adults aged 50 to 70 according to the provisions of Table 1. The number of test personnel selected from a group shall not exceed 30, and non-related individuals shall exceed 35% of the total number of test personnel.
