1Scope
Cold winter level
This standard specifies the cold winter indicators, calculation methods and level classification for single stations, regions and the whole country. This standard applies to the monitoring, prediction, evaluation and services of cold winter. Terms and definitions
The following terms and definitions apply to this document. 2.1
Winter mean air temperature Winter mean air temperature
The average temperature from December of the previous year to February of the current year (target year). Note: The unit is degrees Celsius (℃).
Climate average
climate normal
The average value of meteorological elements in the last 3 decades for 30 years. The calculation method is shown in Appendix A. 2.3
Anomaly
The difference between a meteorological element and its climate average. The calculation method is shown in Appendix A. 2.4
weather station
A meteorological observation station, also called a station or site. 2.5
region
A geographical range, such as an administrative area, a river basin area, etc., excluding the entire country. 2.6
cold winter threshold
Defines the critical value of cold winter at a single station. The value selection method is shown in Appendix A. 2.7
feffective grid
Effective grid
The national range is divided into grids according to the given longitude and latitude grid spacing, including grids with stations. 3 Cold winter indicators and level classification
3.1 Single station cold winter

When the average winter temperature anomaly (△T) of a single station is less than or equal to the cold winter threshold, it is defined as a single station weak cold winter (single station cold winter for short). The single station cold winter indicators and level classification are shown in Table 1.
