RB/T242 "Requirements for Green Product Certification Bodies" is currently divided into 4 parts: Part 1: General Principles;
Part 2: Environmental Protection and Resource Conservation; Part 3: Utilization of Renewable Energy;
Part 4: Organic Products.
This part is Part 3 of RB/T242.
This part was drafted in accordance with the rules given in GB/T1.12009. This part was proposed and managed by the Certification and Accreditation Administration of China. RB/T242.3—2018

This part of RB/T242 Requirements for Green Product Certification Bodies specifies the specific requirements that certification bodies that certify renewable energy products should meet.
The certification body shall be responsible to stakeholders, including the clients of the certification body and the clients of the certified organizations of renewable energy products, to ensure that only competent certification personnel are allowed to carry out the certification of renewable energy products. The purpose of formulating this part is to enable all certification bodies and their certification personnel who certify renewable energy products to have the general capabilities described in RB/T242.1-2018, as well as the capabilities for certifying renewable energy products described in this part. Complex multi-site or large organization certification will require sufficient capacity resources to ensure the consistency of certification results. In terms of technical content, this part adds some terms in Chapter 3 and adds professional capacity requirements for certification scheme preparation personnel, application review personnel, evaluation personnel, and certification decision (including review) personnel for renewable energy product certification in Chapter 6. Appendix A provides a reference to the knowledge and skills that various certification personnel need to master during the certification process of renewable energy products. This part should be used in conjunction with RB/T242.1-2018.

6.1 General requirements
6.1.1Should comply with the requirements of Chapter 6 of RB/T242.1-2018. 6.1.2 Green product certification bodies should establish channels for obtaining relevant documents such as laws and regulations related to renewable energy products, new energy policies, and green product certification systems, and ensure timely acquisition and implementation of these relevant documents. 6.1.3 The green product certification body shall identify and determine the relevant requirements for the life cycle stages and green attributes of the certified products, see Table 1. 1

6.2.1 Green product certification agencies should formulate and implement certification plans for renewable energy products by personnel with corresponding capabilities, and should have measures to ensure that personnel have
relevant knowledge and abilities in the certification scope

The competence of certification personnel includes general requirements and professional requirements, see the table. The knowledge and skills that various certification personnel need to master during the certification of renewable energy products refer to the appendix. Experience in design, technology, production, testing, inspection, certification and other professional work related to commercial renewable energy utilization products; technical titles above intermediate level; master the requirements for the preparation of certification schemes; master the scope of certification schemes, including the types of covered products; master the entire certification process; understand the laws, regulations and policy requirements in the field of renewable energy utilization; understand the professional knowledge in the field of renewable energy technology, such as wind energy, solar energy related knowledge and theory, etc. ;
Understand the process of design, production, installation, service and testing of renewable energy products;
Understand the life cycle, key stages and key evaluation indicators and evaluation technical methods of renewable energy products; h) Understand the standards or technical specifications and inspection methods and requirements of renewable energy products;
