Notice on the Release of the National Standard "Open-pit Coal Mine Engineering Construction and Acceptance Specification"
Construction Standard [1993] No. 124
According to the requirements of the former State Planning Commission's Document No. [1986] 250, the "Open-pit Coal Mine Engineering Construction and Acceptance Specification" jointly compiled by the former Ministry of Coal Industry and relevant units has been reviewed by relevant departments. The "Open-pit Coal Mine Engineering Construction and Acceptance Specification" GB50175-93 is now approved as a mandatory national standard and will be implemented from September 1, 1993.
This standard is managed by the Ministry of Energy. The specific interpretation and other work is the responsibility of China Coal Mine Corporation, and the publication and distribution is organized by the Standard and Quota Research Institute of the Ministry of Construction. Preparation Instructions
This specification is compiled by the former Ministry of Coal Industry in accordance with the requirements of the former State Planning Commission's Document No. [1986] 250, and is jointly compiled by production, construction, scientific research, universities, exploration, publishing and other units.
During the compilation process, the specification compilation team conducted extensive investigations and studies, carefully summarized the experience of construction and acceptance of newly built open-pit coal mines since the founding of the People's Republic of China, absorbed mature scientific research results, and drew on relevant advanced laws and regulations from abroad, and widely solicited opinions from relevant units across the country. Finally, our ministry reviewed and finalized the draft together with relevant departments. In view of the fact that this specification is compiled for the first time, if any units find the need for modification and supplementation during the implementation process, please combine engineering practice and scientific research, carefully accumulate information and summarize experience, and send special opinions and information to the National Standard Management Group of "Open-pit Coal Mine Engineering Construction and Acceptance Specifications" of the Open-pit Department of the Infrastructure Bureau of China National Coal Mine Corporation for revision reference. Chapter 1 General
Article 1.0.1 This specification is formulated to ensure and improve the construction quality of open-pit coal mine projects, ensure construction safety, improve labor efficiency, speed up construction, and reduce project costs.
Article 1.0.2 This specification applies to the construction and acceptance of new large and medium-sized open-pit coal mine projects.
Article 1.0.3 The construction and acceptance of open-pit coal mine projects must comply with the basic construction procedures and should be constructed in accordance with the requirements of the design and construction organization design. Article 1.0.4 Before the construction of open-pit coal mine projects, the design unit must explain the design intent and requirements to the construction unit and the construction unit. During the construction period, the design unit should send representatives to the construction site.
Article 1.0.5 During the construction of open-pit coal mine projects, when design defects are found, general problems should be resolved by consultation between the construction unit and the design unit; major problems should be reported to the design approval department for resolution in a timely manner.
Article 1.0.6 When an open-pit coal mine project is completed according to the design, it shall be promptly accepted according to the provisions of this code, and it can be handed over to production only after the acceptance is qualified. Article 1.0.7 In the construction of open-pit coal mine projects, new technologies, new materials, new processes and new equipment that have been identified should be actively adopted. Article 1.0.8 In addition to implementing the provisions of this code, the construction and acceptance of open-pit coal mine projects shall also comply with the provisions of the current relevant national standards and specifications. Chapter 2 Construction Preparation
Article 2.0.1 The construction preparation of open-pit coal mine projects shall be divided into project construction preparation and mine construction construction preparation.
Article 2.0.2 During the project construction preparation period, the construction unit shall submit a project construction start application report, and the project can only start after approval. Article 2.0.3 Before the project starts, the construction unit shall complete the following work: 1. Establishment of the construction team; 2. Preparation of the overall design and project construction organization design; 3. Preparation of the preliminary single project design; 4. Implementation of the investment and material supply plan; 5. Preparation of the personnel training plan; 6. Preliminary land acquisition and demolition work; 7. Necessary preparation works such as roads, water supply, power supply and communication; 8. Preparation of necessary preliminary construction drawings. Article 2.0.4 During the preparation period for the construction of the mine construction project, the construction unit shall submit an application report for the start of the mine construction project. After approval, the mine construction project can be started. Article 2.0.5 Before the start of the mine construction project, the final boundaries of the mining site and the spoil dump shall be determined according to the design, and permanent signs shall be set. It is strictly forbidden to build permanent buildings (structures) within the boundaries. The location of the mine construction project at the time of handover shall be marked. Article 2.0.6 Before the start of the mine construction project, various obstacles within the scope of the preliminary mining and stripping of the mining site shall be cleared.
