The following terms and definitions apply to this standard. 3.1
Commercial streetcommercial street
Commercial street refers to a regional commercial cluster that can meet people's comprehensive, professional and social needs, is composed of a large number of commercial and service facilities in a regular pattern, and is radiated in a network with strip street building forms as the main body, and is organized and has a certain scale. 4 Commercial street settings
4.1 Commercial street environmental requirements
4.1.1. Site selection requirements
4.1.1.1 The site selection of the commercial street shall comply with the requirements of the urban planning and commercial network planning of the city and region. 4. 1. 1. 2
Convenient transportation and wide coverage.

When the adjacent road can bear the traffic volume of the area, it can be designed as a pedestrian street. 4.1.1.4 There should be no places for producing or storing flammable and explosive dangerous goods within the safety range of the commercial street. 4.1.2
2 General environment in the commercial street
The main body is the strip street building form, and the length of the commercial street is generally 300m800m. The width of the commercial street can be determined according to the facilities and traffic volume in the street. The width of the commercial street is generally 20m~30m. 4.1.2.2
The road surface should be firm, flat, clean and non-slip. 4.1.2.3 Commercial facilities should meet the requirements of JGJ48-1988. The architectural style, landscape design, Guangwai advertisements and public facilities should ensure the overall characteristics and style of the commercial street environment. 4.1.2.4
4.1.2.5 The environment should be clean and hygienic, and the planting and maintenance of greenery should comply with the planning, design and requirements of the local environmental management department. 4.1.2.6 Various signs should be fully set up and comply with the provisions of GB/T1000.1. 4,1.2.7 Commercial streets with conditions should have special motor vehicle and non-motor vehicle parking lots, and the parking lot area should be determined according to the scale of the commercial street. If it is a pedestrian commercial street, motor vehicles are prohibited from driving or are allowed to drive during limited hours, and parking lots should be set up around the commercial street. 1

4.2 Equipment and Facility Requirements
4.2.1 There should be good lighting, drainage and other facilities, and the fire-fighting facilities should meet the relevant national requirements. 4.2.2 There should be public toilets, and the number, area and conditions of the public toilets should match the area and conditions of the commercial street. The public toilets should meet the requirements of GB/T17217.
4.2.3 There should be garbage sorting and recycling and simple treatment facilities. 4.2.4 Barrier-free facilities should be configured and should meet the provisions of JGJ50. Sidewalks should be equipped with curb ramps at intersections, square intersections, crosswalks, underground passages and other intersections. Sidewalks, crosswalks, pedestrian bridges, underground passages and major bus stations should be equipped with blind paths. Wheelchair ramps and safety stairs should be set up on pedestrian bridges and underground passages in commercial streets, and handrails should be set up on both sides of the ramps and stairs. At the locations of barrier-free facilities such as city squares, pedestrian commercial streets, pedestrian bridges, and pedestrian tunnels, international road barrier-free signs should be installed. The size should match the size of the people watching them, and the specifications should be 0.10m×0.10t to 0.40m×0.40m. The entrance of commercial buildings should be equipped with barrier-free population.
4.2.5 Night lighting should comply with the landscape planning, be coordinated with the overall environment and style of the commercial street, and should also comply with local energy-saving requirements.
4.2.6 All protruding signs, advertisements, and logos outside the store should be safe and firm and ensure good function. The decoration of store doors and windows, plaques, signs, display windows, advertisements, logos, store lighting, and street-facing exterior walls should be coordinated with the overall style of the commercial street. 5 Safety
5.1 Fire protection
5.1.1 Buildings in commercial streets should comply with the requirements of JGJ48--1988. 5.1.2 Commercial streets should be equipped with fire passages, various obvious and standardized fire signs, and meet the requirements of GB15630. 5.1.3 According to relevant national regulations, commercial streets should be equipped with fire-fighting facilities and be qualified by the fire-fighting authorities. 5.1.4 A fire-fighting organization should be established in the commercial street, and there should be a fire emergency plan to ensure effective operation. 5.1.5 Flammable and explosive goods should not be displayed in the commercial street. 5.2 Safety
5.2.1 Commercial streets should establish and improve security prevention organizations, and commercial streets should have a public security duty room. Security personnel should undergo professional training and hold certificates. Security personnel are required to have professional qualities, be familiar with security laws, fire protection, dangerous goods management, and safety technology prevention, understand the handling methods of various emergencies, and be able to effectively perform security guarding, patrol and other businesses. 5.2.2 The management agency of the commercial street should establish a public security management system, a fire safety inspection and supervision system, and cooperate with the public security department to do a good job in public security, fire protection, and traffic management. Commercial streets should establish and improve security prevention systems and emergency response plans for emergencies to ensure rapid activation. 5.2.3 Commercial streets should have clearly marked emergency evacuation passages, safety exits, emergency lighting facilities, etc. The design and installation of safety facilities should comply with the following regulations based on the actual situation of the commercial street. 5.2.3.1 Necessary alarm devices should be installed. 5.2.3.2 Necessary video security monitoring devices should be installed to monitor and record certain special activity areas. For commercial places with conditions, the perimeter protection design should comply with the following regulations: The entrances and exits of the business premises that communicate with the outside world should be equipped with intrusion detection devices, and video security monitoring devices should be used for monitoring, recording, and playback images should be able to clearly show the physical characteristics of people entering and leaving. Business premises should be equipped with outdoor perimeter protection subsystems. Perimeter entrances and exits should be equipped with electric doors, emergency lighting, video security monitoring devices, and exit and population control devices.
6 Management
6.1 Commercial Street Management Agency
6.1.1 The commercial street management agency shall implement daily supervision and management of the city appearance, environmental sanitation and greening, public order and traffic safety, public facilities, commercial operations, etc. in the commercial street. Units and individuals entering the commercial street shall obey the management of the commercial street management agency. 6.1.2 The commercial street management agency shall assist the functional departments in performing their duties in the commercial street. The management agency shall be responsible for or coordinate the management and maintenance of benches, flower beds, sculptures, landscape sketches, public toilets, garbage stations and other public facilities within the commercial street that are not managed by the relevant departments. 6.1.3 When performing management functions, the commercial street management agency shall adhere to the principle of "openness, fairness and justice", improve work efficiency and safeguard the legitimate rights and interests of the management parties.
6.2 Establish a commercial street environmental sanitation management system to maintain the environmental sanitation of public places 6.2.1 In the commercial street, no spitting, chewing gum, defecation or urination should be allowed, and no garbage, sewage and other waste should be dumped at will. 6.2.2 Enclosed environmental sanitation facilities should not be dismantled, moved, occupied or damaged without authorization. 6.2.3 The site must be cleaned up in time after loading and unloading goods. 6.2.4 Promote the implementation of environmental protection. 1! Niu Zi responsible area cleaning and sanitation work. 6.3 Formulate the regulations for the greening of the commercial street, and strictly prohibit the greening of the commercial street 6.3.1 Stalls, coconut trees, piles of materials, random dumping of garbage, discharge of sewage and waste, and drying of clothes should not be set up in lawns, flower beds and other green areas. 6.3.2 It is forbidden to step on green land, climb and break branches, pick flowers and fruits, take seedlings, steal grass flowers and potted flowers, take soil and pile soil, etc. 6.4 Strengthen the environmental protection of commercial streets to prevent various environmental pollution behaviors. Air conditioners, cooling, air treatment and other facilities should not be installed at will in violation of regulations. 6.5 Strengthen the management of public order in commercial streets to make commercial streets safe and orderly 6.5.1 There should be institutional regulations to limit various behaviors that damage the public order of commercial streets, affect the appearance of commercial streets, and disrupt the public safety of commercial streets.
6.5.2 Standardize the management regulations for holding various activities in commercial streets, and establish a complete process and system for declaration, approval, and filing. 6.5.3 There should be no behaviors that affect the overall appearance of commercial streets in commercial streets: a) It is forbidden to control the construction, expansion, and reconstruction of buildings, and to decorate the facades of buildings facing the street; b) It is forbidden to set up landscape lighting facilities without authorization; c) It is forbidden to set up outdoor advertisements at will, or set up public welfare signs (bars) and slogans. 6.6 Collaboration in traffic management
6.6.1 The commercial street management agency shall assist the traffic management department in doing a good job in traffic management of the road section to ensure orderly traffic in the commercial street and surrounding areas.
6.6.2 All vehicles and pedestrians entering and leaving the commercial street shall abide by the road traffic safety laws and regulations and the relevant provisions of the commercial street traffic management plan.
6.7 Daily management and maintenance of public facilities in the commercial street 6.7.1 The commercial street management agency shall assist the relevant departments and units in doing a good job in daily management and maintenance of public facilities. If public facilities are found to be damaged, they shall promptly urge the relevant departments and units to repair them. 6.7.2 The commercial street management agency is responsible for the monthly maintenance of sculptures, landscape sketches, etc. in the commercial street to keep them clean and tidy to achieve the purpose of beautification and convenience.
6.7.3 The management agency shall implement unified management of the landscape lighting facilities in the commercial street, the facade lighting of each store, the lighting facilities near the windows in the building, and the advertising facilities, etc., to ensure effective control of the lighting system. 6.7.4 Public facilities in the commercial street shall not be moved or altered at will; if they really need to be moved or altered, the approval of the relevant management department shall be obtained in accordance with the law. 6.8 Management of business activities in the commercial street
6.8.1 The management agency of the commercial street shall actively publicize and promote the commercial street, organize and support merchants to carry out themed commercial cultural activities, and improve the popularity and attractiveness of the commercial street.
6.8.2 The management agency of the commercial street shall assist the administrative departments such as commerce and industry and commerce in the development planning, market research, business layout and industry guidance, and business order management of the commercial street. 6.8.3 The management agency of the commercial street shall organize and guide the merchants in the commercial street to formulate the commercial business management convention of the commercial street, guide the merchants to participate in a

or form relevant industry associations: implement self-discipline management, and safeguard the legitimate rights and interests of owners and merchants. 6.8.4 The commercial street management agency shall establish and improve consumer complaint channels, mediate disputes between merchants and consumers in a timely manner, protect the legitimate rights and interests of consumers, and maintain a good business order in the commercial street. 6.8.5 Units and individuals engaged in commercial operations within the commercial area shall operate in accordance with the law, compete fairly, conduct business in a civilized manner, provide honest services, maintain the business format positioning of the commercial street, and create business characteristics and service brands. 6.9 Commercial Street Service Management
6.9.1 Commercial streets with conditions should set up service desks and sign maps. 6.9.2 The service desk shall be staffed with a dedicated person to provide convenient inquiry services for consumers. 6.9.3 Various types of directional signs or explanatory signs set up in the commercial street shall be reasonable and clear, and use public information graphic symbols and multilingual signs that conform to international standards.
