In order to improve ambient air quality, prevent ecological damage, create a clean and suitable environment, and protect Human health, this standard is specially formulated. This standard will be implemented from October 1, 1996, and will replace GB3095-82. This standard has changed in the following contents and chapters: Standard name, -~3.1~~3.14 (definitions of 14 terms added); -4.1→4.2 adjusted the relevant content of partitioning and classification); -5 (Added and adjusted pollutant items, value time and concentration limits); -7 (Added validity provisions for data statistics). This standard was proposed by the Science and Technology Standards Department of the National Environmental Protection Administration. The National Environmental Protection Administration is responsible for interpreting this standard. September average: refers to the arithmetic mean of the daily average concentration in any month. 3.10-day average: refers to the average concentration on any day. 3.11 Hourly average: refers to the average concentration at any hour. 3.12 Plant growing season average: refers to the arithmetic mean of the monthly average concentration in any plant growing season. 3.13 Ambient air: refers to the outdoor air to which people, plants, animals and buildings are exposed. 3.14 Standard state: refers to the state when the temperature is 273K and the pressure is 101.325kPa. 4 Classification and standard classification of ambient air quality functional areas 4.1 Classification of ambient air quality functional areas Class I areas include nature reserves, scenic spots and other areas that require special protection. The second-category areas are residential areas, commercial, traffic and residential mixed areas, cultural areas, general industrial areas and rural areas determined in urban planning, while the third-category areas are specific industrial areas. 4.2 Ambient air quality standard classification Ambient air quality standards are divided into three levels. -Category area implements the first-level standard The second-category area implements the second-level standard The third-category area implements the third-level standard 5 concentration limit This standard stipulates the concentration limits that are not allowed to be exceeded for various pollutants, see Table 1. 2 Pollutant name Sulfur dioxide SO.
