Introduction to standards:

This standard is formulated to unify the classification names and meanings of urban water use in China, ensure the correct statistics and reliable summary of various types of water in cities across the country, and provide relatively accurate data for urban planning, planning, design and water supply industry, so as to promote the rational application and conservation of urban drinking water resources, scientifically formulate the urban water supply price system, and strengthen the enterprise management of water supply enterprises to adapt to the development of urban economy. This standard is based on the "Urban Water Supply Regulations" (Order No. 158 of the State Council of the People's Republic of China), quotes the "National Economic Industry Classification and Code" (GB/T 4754-1994) and classifies according to their different water use properties. This standard specifies the category names and scope of urban water classification. This standard applies to urban public water supply enterprises and self-built facility water supply enterprises. Other relevant planning, planning, design, water-saving management agencies and engineering construction units can refer to it for implementation. CJ/T3070—1999
This standard is formulated to unify the classification names and meanings of urban water use throughout the country, ensure the correct statistics and reliable summary of various types of water volume in cities across the country, provide relatively accurate data for urban planning, design and water supply industry, promote the rational application and economical use of urban drinkable water resources, scientifically formulate the urban water supply price system, strengthen the enterprise management of water supply enterprises, and adapt to the development of urban economy. This standard is based on the "Urban Water Supply Regulations" (Order No. 158 of the State Council of the People's Republic of China), and uses the "National Economic Industry Classification and Code" (GB/T4754-1994) to classify according to different water use properties. In the formulation of this standard, the following three situations have been taken into consideration: With the gradual deepening of reform and opening up, the social economic structure and industry combination have undergone major changes, and the proportion of each industrial structure has undergone major changes. The original water use classification methods of different cities have been difficult to adapt to the new situation after this change. 1. With the development of the socialist market economy, the gradual formation of the urban water supply price mechanism, and the computerization of user accounting work in the water supply industry, it is required to make corresponding adjustments to the urban water use classification closely related to the water price system. 1. In view of the fact that my country's urban water supply industry has accumulated a wealth of historical statistical basic data, in order to maintain its comparability, the classification of this standard must pay attention to its more convenient conversion possibility. Due to the vast territory of my country, the different social and economic structures of different regions, the great differences in industries, and the different water use characteristics and water price requirements, this standard only sets up the first and second level categories applicable to the unified cities across the country, and the categories below the third level are set by each region, so as to achieve both centralized and unified national summary categories and sufficient room for local flexible subdivision. Appendix A of this standard is a prompt appendix.
This standard is proposed by the Standard and Quota Research Institute of the Ministry of Construction. This standard is under the jurisdiction of the Urban Construction Research Institute of the Ministry of Construction, the technical unit responsible for urban construction standards of the Ministry of Construction. This standard is drafted by Shanghai Water Supply Company and the Planning, Statistics and Information Center of the China Urban Water Supply Association.
