1 General Provisions
1 This regulation is formulated to strengthen the equipment management, process management and water quality management of urban sewage treatment plants, ensure the safe and normal operation of sewage treatment plants, and achieve the purpose of purifying water quality, treating and disposing of sludge, and protecting the environment. 2 This regulation applies to urban sewage treatment plants. 2 General Requirements
2.1 Operation Management
2.1.1 Operation management personnel must be familiar with the operation requirements and technical indicators of the plant's treatment process and facilities and equipment.
2.1.2 Operators must understand the plant's treatment process and be familiar with the operation requirements and technical indicators of the facilities and equipment in their positions.
2.1.3 Each position should have a process system network diagram, safety operating procedures, etc., and they should be displayed in a conspicuous location.
2.1.4 Operation management personnel and operators should inspect the operation of structures, equipment, electrical appliances and instruments as required.
2.1.5 Urban sewage treatment plants must strengthen water quality and sludge management. 2.1.6 Urban sewage treatment plants should accurately measure various production indicators, energy and material consumption, and at least reach the national third-level measurement qualified units. 2.1.7 Operators at all positions should keep operation records on time. The data should be accurate.
When operators find abnormal operation, they should deal with it in time or report it to the competent department. Various mechanical equipment should be kept clean, without water leakage, air leakage, etc. The weirs and pool walls of water treatment structures should be kept clean and intact. 2.1.11 According to the requirements of different electromechanical equipment, regular inspections should be carried out, and lubricating oil or grease should be added or replaced.
There should be no water accumulation in various gate wells.
2.2 Safe operation
2.2.1 Operators and maintenance personnel in each position must undergo technical training and production practice, and pass the examination before they can take up their posts.
2.2.2 The equipment should be started after the start-up preparations are completed. 2.2.3 When the power supply voltage is greater than or less than 5% of the rated voltage, it is not appropriate to start the motor. 2.2.4 When the operator opens and closes the electrical switch, he should follow the electrician operation procedures. 2.2.5 Smoking and fireworks are strictly prohibited in sludge treatment areas, biogas blower rooms, biogas boiler rooms, etc., and illegal open fire operations are strictly prohibited.
2.2.6 When repairing various equipment, the power must be turned off, and the maintenance sign should be hung at the switch before operation.
2.2.7 In rainy or snowy weather, operators should pay attention to anti-slip when patrolling or operating on the structure.
2.2.8 When emptying, cleaning and repairing structures or containers with harmful or flammable gases, the methane content should be controlled below 5%, the H2S content, HCN and CO content should be controlled below 4.3%, 5.6% and 12.5% respectively, and the oxygen content should not be lower than 18%.
2.2.9 When cleaning electromechanical equipment and the surrounding environment, it is strictly forbidden to wipe the operating parts of the equipment, and the flushing water must not splash onto the cable head and the live parts and lubrication parts of the motor. 2.2.10 Operators at all positions should wear complete labor protection supplies and do a good job of safety precautions.
2.2.11 A dedicated person should be responsible for the operation of lifting equipment. It is strictly forbidden to stand under the hanging objects. Protective life-saving facilities and supplies should be installed in obvious positions of the structure. 2.2.12

2.3 Maintenance

2.3.12 When inspecting and maintaining various types of mechanical equipment, the coaxiality, static balance or dynamic balance and other technical requirements shall be guaranteed according to the requirements of the equipment. 2.3.13 The flammable gas alarm shall be inspected once a year. 2.3.14 Various process pipelines shall be painted with paint or coatings of different colors regularly as required.
