GB17264-1998 This standard is specially formulated to regulate the safety and technical conditions of permanent gas cylinder filling stations and ensure filling safety. Approved by the State Administration of Technical Supervision on March 20, 1998 Implementation on October 1, 1998 GB 17264—1998Www.bzxZ.net 4.3 The production equipment, buildings and safety facilities of the filling station must comply with the provisions of fire prevention, explosion prevention and environmental protection. 4.4 The filling station must establish a management system to ensure the quality and safety of filling, such as safety education, training, fire prevention and explosion prevention, storage and transportation, and equipment maintenance, and shall be equipped with technical data such as standards and specifications related to the filled gas and gas cylinders. 4.5 The filling station shall have facilities for replacing or treating flammable and harmful gases in the cylinders that meet the requirements of the environmental protection, public security, labor and other departments. 4.6 The filling station shall have workshops, sites, filling equipment, safety facilities, and laboratory and testing instruments and tools that are suitable for the type and output of the gas to be filled. 4.7 Based on the characteristics of the gas and in accordance with the specific provisions of GB2894, safety signs should be set up in conspicuous places indoors and outdoors at the filling station. 5 Personnel conditions of filling stations 5.1 The filling station should be equipped with a full-time technical person in charge with a technical title of engineer or above (including engineer). 5.2 The filling station should be equipped with a full-time safety officer who has a high school diploma or above and has passed professional technical training. 5.3 The filling station should be equipped with gas pre- and post-filling inspectors, product quality testers and gas cylinder managers who have junior high school diplomas or above and have passed professional technical training. 5.4 The filling station should be equipped with gas fillers who have junior high school diplomas or above, have received professional technical training and have passed the assessment of the local labor department, and there should be no less than two per work shift. 5.5 The personnel who load, unload, carry and send and receive gas cylinders at the filling station should master the relevant safety knowledge, regulations and standards of the gas to be filled and its cylinders. 6 Building and equipment conditions of filling stations 6.1 Building conditions of filling stations 6.1.1 The building of filling station shall comply with the relevant provisions of GBJ16. The fire resistance level of buildings for filling flammable gases shall not be lower than level 1, and the fire resistance level of buildings for filling other gases shall not be lower than level 2. 6.1.2 Flammable gas filling stations must be equipped with sufficient pressure relief area and pressure relief facilities suitable for the space of the filling station. The exhaust and pressure relief facilities of gas filling stations with a filling medium density less than that of air shall be opened on the top of their buildings. For gases with a filling medium density greater than or equal to that of air, the exhaust and pressure relief facilities shall be opened in a position close to the ground of their buildings. 6.1.3 Gas filling stations shall be equipped with ventilation, sunshade, lightning protection, and anti-static facilities that meet safety technical requirements. 6.1.4 The ground of flammable gas filling stations shall be paved with non-flammable materials. 6.1.5 An explosion-proof wall must be set up between the full bottle area and the empty bottle area of the oxygen filling station. Its thickness should not be less than 120mm and its height should not be less than 2000mm. The material should be reinforced concrete or other non-combustible materials with strength not less than that of reinforced concrete. 6.1.6 Bottle transportation channels and gas cylinder loading and unloading platforms should be set up outside the full, empty and filling areas in the filling station. 6.1.7 Fire passages and special fire hydrants as well as fire-fighting facilities and equipment for handling accidents in emergency situations must be set up in the filling station. The configuration of fire extinguishers should comply with the provisions of GBI140. 6.2 Equipment and pipeline conditions of filling stations 6.2.1 The design, manufacture, installation, inspection, use and management of pressure vessels must comply with the provisions of the "Regulations on Safety Technical Supervision of Pressure Vessels" and the "Registration and Management Rules for the Use of Pressure Vessels". 6.2.2 The installation and testing of gas transmission pipelines should comply with the provisions of GBJ235. 6.2.3 Filling equipment, pipelines, valves, connectors, etc. should not be made of materials that react chemically with the medium, especially materials that can cause combustion and explosion. 6.2.4 The type and size of the gas filling joint shall comply with the provisions of Appendix A of GB15383-94. 6.2.5 The diameter design of the gas pipeline, especially the diameter design of the pipeline for combustible and combustion-supporting gases, shall be selected according to the maximum flow, pressure and safe flow rate of the pipeline gas during operation. 6.2.6 Oxygen stations and hydrogen stations shall comply with the provisions of GB50030 and GB50177. 6.2.7 Toxic gas filling stations shall be equipped with equipment or devices for handling residual liquid or residual gas in the bottle. 6.2.8 Flame arresters shall be installed on the combustible gas transmission pipeline and the venting pipeline. 99 GB 17264-1998 6.2.9 The process pipelines of the filling station shall be painted with different colors according to the medium type and relevant standards. 6.3 Electrical instrumentation conditions at filling stations 6.3.1 The design, installation and acceptance of electrical equipment at flammable gas filling stations must comply with the provisions of GB50058 and GBJ232. 6.3.2 For hydrogen and oxygen filling stations produced by water electrolysis, an automatic analyzer for analyzing the hydrogen content in oxygen must be installed on the oxygen pipeline. An automatic analyzer for analyzing the oxygen content in hydrogen must be installed on the hydrogen pipeline. 6.3.3 The metering, weighing, monitoring and alarm instruments and meters belonging to the filling station should be complete, intact, sensitive and reliable, and should be calibrated regularly as required. 6.4 Other safety conditions at filling stations 6.4.1 The filling station should be equipped with a reliable lightning protection device, the grounding resistance of which shall not be greater than 10Q and shall be tested regularly by a qualified professional department. 6.4.2 The filling system pipelines, valves, storage containers, etc. of the flammable and combustion-supporting gas filling stations shall be equipped with reliable grounding devices to remove static electricity. The grounding resistance value shall not be greater than 10 and shall be regularly tested by qualified professional departments. 6.4.3 The pressure vessels and pipelines of the filling station shall be equipped with safety valves in accordance with the regulations and shall be calibrated regularly. 6.4.4 The gas vent pipe shall be led to the outdoors, and its specific location shall refer to the design specifications of different gases. For toxic gases, they shall be introduced into the recovery or treatment device. 6.4.5 Toxic gas and flammable gas filling stations shall be equipped with corresponding gas hazard concentration monitoring and alarm devices and shall be inspected regularly. 6.4.6 Toxic gas filling stations shall be equipped with corresponding protective equipment, such as gas masks and first aid medicines, which shall be stored in designated locations and shall be regularly drilled and inspected; damaged supplies and expired medicines shall be replaced in time. 6.4.7 Motor vehicles passing through flammable gas filling stations shall be equipped with flame arresters. 6.5 Permanent gas anti-misinstallation filling joints shall comply with the provisions of GB15383.
