GB/T17306—2008/IS0/IECGUIDE41:2003 Foreword
This standard is equivalent to ISO/1EC Guide 41:2003 (Consumer's needs for packaging) (English version). This standard replaces GB/T17306-1998 (Consumer's needs for packaging). Compared with GB/T17306-1998, the main changes of this standard are as follows: the name of the standard is changed from the original "Packaging Standard Consumer Demand" to "Packaging Consumer Demand"; in Chapter 1, the purpose of standard formulation is added; the definition of "consumer product" is modified according to GB5296.1-1997 General Principles for Instructions for Use of Consumer Products; in Chapter 2, the title "Safety of People and the Environment" is changed to "Safety of Packaging Materials and People and the Environment"; in 2.1, part of the content is deleted; in 2.2, part of the content in 2.2.1 is modified, and it is added that "Packaging that prevents children from contact should refer to the provisions of ISO8317"; in 2.3, 2.3.3 is deleted; in Chapter 3, the title "Applicability" is changed to "Practicality", and the original 3.2 content is adjusted to 3.3, and some modifications are made. ; Added 3.2 Safe Opening: adjusted the content of 3.3 to 3.4, and changed the title to "Packaging", and changed "The size and shape of the packaging should not mislead consumers about the content of its contents" to "The size and shape of the packaging should be consistent with the content of the contents and should not mislead consumers".

This standard was proposed by the National Service Standardization Technical Committee and is under the jurisdiction of the drafting units of this standard: China National Institute of Standardization and Beijing Institute of Light Industry. The main drafters of this standard: Cao Liju, Liu Chengyang, Lu Lili, Li Han, Zheng Baizhe, and Zhu Yan. The previous versions of the standards replaced by this standard are: GB/T17396-1998.
GB/T17306-2008/ISO/ IECGUIDE41:2003 Introduction
Packaging is of concern to consumers, and its cost is indirectly borne by consumers. Therefore, packaging standardization should emphasize the factors of safety, hygiene, comfort, convenience, reliability, as well as the needs of environmental protection and resource conservation. The purpose of formulating this standard is to provide guidance to the following organizations and personnel: individuals or groups that formulate standards to meet consumer requirements for packaging; committees that formulate product or service standards; product designers, producers and other personnel related to packaging; other supervisory and management organizations

1 Scope
GB/T17306-2008/ISO/IECGUIDE41.2003 Consumer needs of packaging
This standard specifies the requirements of consumers. This standard is applicable to the formulation of standards related to consumer product packaging. The purpose of this standard is to enable consumers to benefit as much as possible by removing unnecessary packaging to reduce product prices and reduce waste caused by unnecessary packaging; ensuring that consumers receive products in good condition; protecting consumers from potential damage caused by the contents; and enabling consumers to understand the hazards of storing products to the environment. This standard is not applicable to manufacturers and retailers. Note: "Consumer products" are packaging used to meet social costs. 2.1 Purchase and store packaging materials and the safety of people and the environment. Properly store, handle or recycle packaging to minimize the risk of packaging waste.
Products have hazards of falling into the environment:
The packaging materials must not release substances that may be harmful to human health due to the following reasons
b) The contents are contaminated by the packaging
The problems caused by the combination of packaging materials and contents 2.1.2 The contents, especially the harmful contents, must not be separated and sealed due to the following reasons
b) The packaging is damaged due to the influence of the external environment such as temperature, light or oral

2.2.1 For harmful contents:
This type of packaging should be clearly distinguished from the packaging of food or beverages. If necessary, different colors, shapes or other methods can be used to distinguish them to avoid misunderstanding;
Relevant safety warnings and instructions for use should be marked on the packaging; if conditions permit, relevant safety warnings and instructions for use should also be marked on the inner packaging, such as "keep out of reach of children". Packaging that prevents children from reaching should refer to the provisions of ISO8317. 2.2.2
If there is a possibility of endangering safety when opening the package or taking out the contentsa)
The method of opening the package should be clearly marked in an obvious place; the method of opening the package should be suitable for the contents, packaging and users; Example: In some cases, different users have different or even contradictory requirements for the opening method. Special attention should be paid to the different requirements of vulnerable groups (such as children and people with disabilities). For example, on pharmaceutical packaging that children may come into contact with, a safety locking device should be installed, which should make it difficult for children to open and at the same time easy for people with disabilities to open (or with the help of auxiliary tools)1

2.3.1 The packaging material should be used as little as possible, and reusable, recyclable and/or biodegradable packaging materials should be used first. For more detailed information, please refer to See GB/T20877-20C7 and GB/T20000.5-2004. In some cases, taking into account ecological, economic factors and the existing waste management system, using easily collected resources as packaging materials is the most reasonable solution. Encourage the use of reusable packaging
2.3.2 When conventional treatment methods are not applicable, special handling instructions for packaging and/or contents should be given. 3 Practicality
3.1 Protection
Packaging should protect the contents, The performance and reliability of the package should not be affected by the following factors during transportation and storage, and within the foreseeable life of the package: a) external mechanical factors such as shock or vibration; b) environmental substances such as water or air; e) climatic conditions, such as extreme temperatures; d) radiation, such as ultraviolet rays, unless the package is designed to degrade after a certain period of time. 3.2 Safe opening
When designing the package, it should be safe for consumers to open, such as: it should not cause personal injury or ingestion of the contents, 3.3 Storage
When designing packaging, it should be convenient for:
a) transportation, storage and use of the product from purchase to packaging and handling; b) protection of the product before use and in subsequent storage; opening, keep it open when needed, so that the user can easily and safely access the contents; e

For reusable packaging, the contents should not be damaged when removing them from the packaging; remove the contents completely:
h) When reusable packaging is filled, the manufacturer should provide refill bags. 3.4 Packaging
The size and shape of the packaging should be consistent with the content of the contents and should not cause misunderstandings to consumers. If the contents are likely to precipitate, this information should be clearly marked on the outside of the packaging.
Each product series should maintain a minimum number of packaging specifications. Each specification should be a simple multiple of the previous specification (e.g. 25g, 50g, 10g, 20g).
4 Resource conservation and economy
4.1 General
Before designing packaging, the packaging cost should be considered to avoid wasting resources. 2
4.2 Resource conservation
GB/T17306—2008/ISO/IECGUIDE41:2003Packaging should be designed from the perspective of resource conservation as much as possible, and should especially meet the following requirements: use common materials;

The packaging costs added to the product price should be minimized. When designing packaging, attention should be paid to minimizing the transportation and storage costs, avoiding overly sophisticated packaging, and using the most affordable materials without violating other requirements. 2 Social costs
