1 This standard specifies the requirements that professional standardization technical committees should follow when reviewing draft standards (drafts for approval). This standard applies to national standards, national military standards, and professional standards in electronic industry technical standards. 2 Before being submitted for approval, the drafts (drafts for approval) of national standards, national military standards, and professional standards must be reviewed by the professional standardization technical committee to which the standard belongs (except for those professions for which professional standardization technical committees have not yet been established). 3 The sponsor shall submit the draft standards of each stage and relevant materials to the secretariat of the professional standardization technical committee in accordance with the requirements of SJ1.4 "Relevant regulations and requirements for the revision of electronic industry technical standards, division of implementation stages and requirements for the preparation of electronic industry technical standards". 4 The secretariat of the professional standardization technical committee shall conduct a timely and careful review of the draft standards (drafts for approval), and focus on the following contents:
4.1 The advancement, scientificity and rationality of the technical content, the completeness and correctness of various provisions;
4.3 Coordination with other standards of the profession; 4.4 Evaluation of the level achieved by the draft standards (drafts for approval); 4.5 Evaluation of the degree of adoption of international and foreign advanced standards; 4.6 Whether the format of the draft standards (drafts for approval) complies with relevant regulations. 5 During the review, if the secretariat of the professional standardization technical committee has opinions on the draft standards (drafts for approval) and requires the sponsor to modify them, it shall put forward clear modification requirements in writing. The sponsor has the responsibility to complete the modification of the draft standards (drafts for approval) on schedule according to the modification requirements. If the sponsor has different opinions, it can send them to the Ministry's Standardization Research Institute, which will coordinate with the Ministry's Standards Research Institute and then report them to the Ministry's Standards Quality Department for a decision. 6 The review conclusion of the professional standardization technical committee shall be filled in the professional standardization technical committee standard draft (draft for approval) review form (format according to Appendix A (supplement)), and signed by the chairman of the sub-technical committee (when there is a corresponding sub-technical committee), the secretary-general of the technical committee, and the chairman (or vice chairman), and finally the secretariat shall affix the seal of the professional standardization technical committee.
7 The secretariat of the professional standardization technical committee shall complete the review procedures within half a month from the date of receipt of the draft standard (draft for approval) and related materials submitted by the sponsor. After the review is completed, the draft standard (draft for approval) review form and the draft standard (draft for approval) and related materials shall be returned to the sponsor in a timely manner. 8 The professional standardization technical committee has the responsibility to review the draft standard in accordance with the provisions of the committee's work brief and is responsible for the review conclusions.
