National Environmental Protection Administration approved on 1996-07-29 and implemented on 1996-08-01 4 control standards and requirements GB16487.7—1996 4.1 It is prohibited to mix imported scrap non-ferrous metals The concentration of harmful substances in the leachate exceeds the identification standard value in GB5085.3-1996. 4.2 It is prohibited to mix waste with polychlorinated biphenyl content exceeding the control standard value in GB13015-91 into the incoming non-ferrous metals. 4.3 Imported nonferrous metal scraps are prohibited from being mixed with entrained waste whose leachate pH value is equal to or greater than 12.5 and equal to or less than 2. 4.4 Radioactive waste is prohibited from being included in imported non-ferrous metal scrap. 4.5 The radioactive material pollution control indicators in imported scrap non-ferrous metals should comply with the requirements of GB8703-88 regarding the control level of radioactive material pollution on the surface of objects. 4.6 The total weight of the following wastes contained in imported non-ferrous metal scrap shall not exceed one-quarter of the weight of imported non-ferrous metal scrap: a) pharmaceutical waste; b) pesticide and herbicide waste; || tt||c) Waste containing wood preservatives; d) Containing waste emulsifier; e) Refined (steamed) distillation residue; Photosensitive material waste ; flammable and explosive waste; g) h) asbestos waste; plating, octavalent chromium, arsenic, selenium, cadmium, antimony, tellurium , wastes of mercury, thallium, lead and their compounds, wastes containing fluorine, cyanide and phenolic compounds; i Various liquid wastes: k) Clinical waste: 1) Kitchen waste and bathroom waste; m) closed containers, etc. 4.7 In addition to the wastes listed in the above items, other entrained wastes (such as waste wood, waste paper, waste plastics, waste glass, waste slag) that cannot be directly used as raw materials in the process of processing and utilization of imported non-ferrous metals The total weight of imported non-ferrous metal scrap shall not exceed four percent of the total weight of imported non-ferrous metal scrap. 4.8 Pipes, containers and waste fragments that once contained liquid and semi-solid chemical substances must be cleaned before import. The import unit must provide the inspection agency with the name of the chemical substances that have been magnetically packed. 4.9 The moisture content of imported deposited copper (mud copper) shall not exceed 25%. 5 Inspection 5.1 The inspections in Articles 4.1 and 4.3 of this standard shall be carried out in accordance with the provisions of GB/T15555.1~15555.12--1995. 5.2 The inspection in Article 4.2 of this standard shall be carried out in accordance with the provisions of GB13015-91. 5.3 The inspections in Articles 4.4 and 4.5 of this standard shall be carried out in accordance with the provisions of SN0570-1996. 5.4 The inspection of other provisions of this standard shall be carried out in accordance with the provisions of SN0571.1-1996 and SN0571.2-1996. 6. The environmental protection control standards for other imported mixed scrap metals shall be implemented with reference to this standard.
