CB/T 27024—2004/ISO/IEC 17024.2003 This standard is equivalent to ISO/IEC17024:2003 (Conformity Assessment - General Requirements for Personnel Certification Bodies) (English version). Appendix A of this standard is an informative appendix.
This standard was proposed and coordinated by the National Technical Committee for the Promotion of Certification and Accreditation Standards (SAC/TC261). This standard was drafted by the China National Accreditation Service for Conformity Assessment. The drafting units of this standard are China National Accreditation Service for Conformity Assessment, China Quality Certification Center, Fangyuan Mark Certification Center, and Zhonghuan United (Beijing) Certification Center.

The International Organization for Standardization (ISO) is a worldwide federation composed of national standardization bodies (ISO member bodies). The work of formulating international standards is usually completed by ISO technical committees. If each member body is interested in a project established by a technical committee, it has the right to participate in the work of the committee. International organizations (official or unofficial) that maintain contact with ISO can also participate in the relevant work. In terms of electrotechnical standardization, ISO maintains a close cooperative relationship with the International Electrotechnical Commission (IEC). International standards are drafted in accordance with the rules of ISO/IEC Directives, Part 2. The main task of the technical committee is to formulate international standards. The draft international standard adopted by the technical committee is submitted to the member bodies for voting. Only when it obtains the consent of at least 75% of the member bodies participating in the voting can it be officially released as an international standard. Some of the contents of this standard may involve some patent rights issues, which should be noted. ISO is not responsible for identifying any such patent rights issues.
ISO/IEC17024 was developed by the ISO/CASCO Qualification Assessment Committee. The first edition of ISO/IEC17024 is based on EN45013:1989. Introduction
GB/T27024—2004/ISO/IEC17024:2003 This standard aims to establish and promote a globally recognized benchmark for personnel certification bodies. Personnel certification is a method of providing assurance that certified personnel meet the requirements of the certification system. The use of a globally recognized process of assessing the competence of certified personnel, followed by monitoring and periodic reassessment, can give confidence to the certification system concerned. However, it is necessary to distinguish between two different situations, in some cases personnel certification systems are appropriate, while in other cases other personnel qualification confirmation methods are more appropriate. Due to the continuous and rapid technological innovation and the increasing specialization of personnel, the development of new personnel certification systems can make up for differences in education and training, thereby promoting the development of the global job market. For positions related to public service, official or government operations, other methods other than certification may still be necessary. In contrast to other types of conformity assessment bodies (e.g. management systems certification bodies), a typical function of personnel certification bodies is to assess personnel using objective competence criteria and scoring standards. While in general, carefully planned and designed assessments by personnel certification bodies will generally ensure operational impartiality and reduce the risk of conflicts of interest, this International Standard includes the corresponding requirements. In order to be easily accepted nationally and internationally, personnel certification bodies and their certification schemes should use this International Standard as the basis for their recognition. Only a coordinated system for developing and maintaining personnel certification schemes can create an environment for mutual recognition and enable global exchange of personnel. The requirements specified in this International Standard ensure that personnel certification bodies operate in a coordinated, comparable and reliable manner. The requirements in this International Standard are only general to personnel certification bodies and should be supplemented by more proven market needs and expectations (e.g. professional improvement) or specific government requirements (e.g. public protection). 1 Scope

This standard specifies requirements for bodies that carry out personnel certification in accordance with specific requirements (including the development and maintenance of personnel certification systems). Note: Bodies that verify the compliance of personnel competence with specified requirements are referred to as certification bodies in some countries, registration bodies in some countries, and assessment and registration bodies in others. 4. 1 Certification bodieswww.bzxz.net
4.1.1 The policies and procedures of the certification body and their management shall be related to the criteria for the implementation of certification, shall be fair and impartial to all candidates, and shall comply with all applicable laws and regulations. Except as provided in this standard, the certification body shall not use procedures to prevent or restrict the application of applicants and candidates. 4.1.2 The certification body shall establish policies and procedures for the approval, maintenance, renewal, expansion, reduction of the scope of certification, and suspension and withdrawal of certification.
4.1.3 The certification body shall limit its requirements and evaluation of certification decisions to matters that are clearly related to the scope of certification. 4.2 Organizational structure
4.2.1 The certification body shall have an organizational structure that provides confidence to its stakeholders in its competence, impartiality and integrity. In particular, the certification body: a) shall be independent and impartial in its relations with applicants, candidates and persons to be certified (including their employers and clients) and shall take all possible measures to ensure that it operates in a proper manner; b) shall be responsible for its decisions regarding the granting, maintenance, renewal, extension, reduction of scope, suspension and withdrawal of certification; and shall identify management (collectively or individually) who has overall responsibility for: 1) the evaluation, certification and monitoring activities specified in this International Standard, the applicable competence standards and other relevant documents; the establishment of the body's operating policy regarding the certification of personnel; 2) certification decisions; the implementation of policies and procedures; the finances of the certification body; 3) the authorization of committees or individuals to undertake specified activities on behalf of the body. 4.2.2 The certification body shall have a documented organizational structure to maintain its impartiality, including provisions to ensure the impartiality of the certification body's operations. The organizational structure should enable the participation of interested parties who have a significant relationship with the formulation of policies and principles for the content and functions of the certification system, and no special interest party should dominate. 2
GB/T27024—2004/ISO/1IEC17024:20034.2.3 The certification body shall appoint a certification system committee to be responsible for developing and maintaining the certification system for each type of certification to be carried out. The certification system committee should fairly and impartially represent the interests of all interested parties who are closely concerned with the certification system, and no special interest party should dominate. If an organization other than the certification body develops the certification system, the development organization should also abide by the same principles. 4.2.4 The certification body:
) should have the financial resources necessary for the operation of the certification system and be able to bear the corresponding responsibilities; b) should have policies and procedures to distinguish between personnel certification and any other activities; c) should ensure that the activities of its related bodies do not compromise the confidentiality and impartiality of certification. 4.2.5 The certification body shall not provide training, nor assist others in preparing for such services, unless it can be demonstrated that its training is not related to the assessment and certification of personnel, to ensure that confidentiality and impartiality are not compromised. 4.2.6 The certification body shall determine policies and procedures (e.g. codes of conduct) for the resolution of appeals and complaints from applicants, candidates, certified persons, their employers and other parties regarding the certification process and criteria, and regarding the performance of certified persons. These policies and procedures shall ensure that appeals and complaints are handled independently and in a non-discriminatory manner. 4.2.7 The certification body shall employ or maintain adequate personnel. These personnel shall have the necessary education, training, technical knowledge and experience and shall be supervised by competent personnel to carry out the appropriate type, format and amount of certification work. 4.3 Development and maintenance of certification systems
4.3.1 The certification body shall determine the methods and mechanisms for evaluating the competence of candidates and shall establish appropriate policies and procedures for the initial development and ongoing maintenance of these methods and mechanisms.
Note: Annex A provides guidance on the development and maintenance of certification systems. 4.3.2 The certification body shall determine the process for the development and maintenance of the certification system, which shall include the evaluation and confirmation of the certification system by the certification system committee.
4.3.3 Where applicable, the certification body shall provide appropriate notification to the representatives of the certification system committee of any changes to its certification requirements. The certification body shall take into account the comments made by the certification system committee before deciding on the exact form and effective date of the changes. After deciding and publishing the changed requirements, the certification body shall notify interested parties and certified persons in an appropriate manner, if practicable. The certification body shall verify that each certified person complies with the changed requirements within a reasonable period agreed with the certification system committee. 4.3.4 The basis for evaluating the competence of personnel shall be determined by the certification body in accordance with this standard and other relevant documents. When these documents apply to a specific certification system, if an interpretation is required, the interpretation shall be provided by the expert, agreed by the certification system committee, and issued by the certification body.
4.3.5 No undue financial or other restrictive conditions shall be imposed on certification, such as membership of an association or group. Successful completion of an approved training course may be a requirement of the certification system, but recognition or approval of a training course by a certification body should not compromise impartiality or reduce the requirements for evaluation and certification. 4.3.6 The certification body shall evaluate the methods used to assess candidates. Assessments should be fair, valid and reliable. Appropriate methods and procedures (such as collecting and maintaining statistical data) should be determined to reconfirm the fairness, validity, reliability and overall performance of each assessment at least once a year, and to reconfirm any problems that have been identified and corrected. 4.4 Management system
4.4.1 The certification body shall operate a documented management system that covers all the requirements of this standard and ensures the effective implementation of these requirements. In the past: A documented quality management system based on GB/T 19001, which addresses the requirements of this standard, may be one of the methods to meet the requirements of this clause. 4.4.2 The certification body shall ensure that:
a) a management system is established and maintained in accordance with this standard h) its management system is understood and implemented at all levels of the organization. 4.4.3 The certification body shall have a system of document control, internal audit and management review, as well as provisions for continual improvement, corrective and preventive actions.
4.5 Subcontracting
When the certification body decides to subcontract certification-related work (such as assessment) to an external organization or person, an appropriate documented agreement shall be established on the arrangements, including confidentiality and the prevention of conflicts of interest. Certification decisions shall not be subcontracted. 3

a) shall assume full responsibility for the subcontracted work and shall retain its authority to approve, maintain, renew, expand, reduce, suspend or revoke the certification:
shall ensure that the subcontractor is competent and complies with the relevant provisions of this standard and does not directly or indirectly participate in personnel training or certification qualification maintenance activities that may compromise confidentiality and impartiality:c) shall maintain a list of subcontractors and evaluate and monitor the performance of subcontractors in accordance with documented procedures. 4.6 Records
4.6.1 The certification body shall maintain a record system appropriate to its specific circumstances and in accordance with regulatory requirements, including a means of confirming the status of certified persons. Records shall demonstrate that the certification process has been effectively implemented, in particular application forms, evaluation reports, records of monitoring activities, and other documents related to the approval, maintenance, renewal, expansion, reduction, suspension or withdrawal of certification. 4.6.2 Records shall be identified, managed and handled in a manner that ensures the integrity of the process and the confidentiality of information. Records shall be retained for an appropriate period of time to demonstrate their continued credibility for at least one complete certification cycle or for the period required by the agreement, contract, legal or other provisions.
4.7 Confidentiality
The certification body shall maintain confidentiality of all information obtained in the course of its activities through a legally binding commitment. The commitment shall cover all persons working within the body, including members of the committee, as well as external bodies and persons working on its behalf. No information shall be disclosed to unauthorized parties without the written consent of the organization or person providing the information, unless the disclosure of such information is required by law or regulation. When the certification body discloses such information in accordance with legal or regulatory requirements, it shall notify the relevant organizations or individuals in advance of the information to be provided. 4.B Security
The certification body or its subcontractor shall maintain all assessment work and related matters in a secure environment to protect the confidentiality of these matters from beginning to end during the validity period.
5 Requirements for personnel employed or employed by the certification body 5.1 General
5.1.1 The certification body shall determine the competence requirements of the personnel employed or employed to participate in the certification process. 5.1.2 The certification body shall require the personnel employed or employed by it to sign a document promising to abide by the rules determined by the certification body, including the rules on confidentiality, the rules on independence from commercial interests and other interests, and the rules that there is no past and/or present relationship with the person being assessed that would compromise impartiality.
5.1.3 Personnel employed or employed shall have access to documented guidance documents that clearly describe their tasks and responsibilities. These guidance documents shall be kept up to date. All personnel involved in various certification activities shall have appropriate education, experience and expertise to meet the competence criteria specified for the identified tasks. They shall receive training for their specific job responsibilities and understand the significance of the certification work. 5.1.4 The certification body shall establish and maintain current and valid documents on the relevant qualifications of each person. Personnel employed or employed shall have access to relevant information, which shall include: name and address;
organizations participated in and positions held;
education and professional status;
experience and training experience in related fields;
specific duties and obligations in the certification body; e
performance evaluation:
date of the latest record;
5.2 Requirements for assessors
5.2.1 Assessors shall meet the requirements determined by the certification body based on applicable competency standards and other relevant documents. The selection process for assessors shall ensure that the assessors designated to undertake an assessment or part of an assessment are at least 4
familiar with the relevant certification system:
b) familiar with the relevant assessment methods and assessment documents: have appropriate competence in the field of assessment d) proficient in the assessment language both written and oral GB/T 27024-2004/ISO/IEC17024.2003 and free from any interest in making fair and non-discriminatory judgments (Assessment) 5.2.2 If there is a potential conflict of interest between the assessor and the candidate in relation to the assessment, the certification body shall take steps to ensure that the confidentiality and impartiality of the assessment are not compromised (see 4.2.5). These measures shall be documented. 6 Certification process
6.1 Application
6.1.1 The certification body shall provide upon request a current and valid detailed description of the certification process (including fees), documents containing certification requirements and applicants' rights, and documents (where applicable) concerning the obligations of certified persons, including codes of conduct (see 6.6.2).
6.1.2 The certification body shall require the certification applicant to complete and sign the application, which shall include: a) the scope of the certification requested; b) a personal statement agreeing to comply with the various certification requirements and providing any information required for the evaluation; d) basic information of the applicant, such as name, address and other information required for identification. 6.2 Evaluation
6.2.1 The certification body shall review the application to confirm that: the certification body is capable of providing the certification requested; the certification body understands and can meet the applicant's special needs within a reasonable range, such as language and disability assistance needs; b)
c) the applicant has the education, experience and training experience required by the certification system; 6.2.2 The certification body shall implement competency assessment in written, oral, practical, observational or other ways according to the requirements of the certification system.
6.2.3 The assessment shall be planned and designed to ensure that all requirements of the certification system are objectively and systematically verified and sufficient written evidence is formed to confirm the candidate's competency. 6.2.4 The certification body shall adopt reporting procedures to ensure that the implementation and results of evaluation (including assessment) are documented in an appropriate and understandable manner.
6.3 Certification decision
6.3.1 The decision on the certification of a candidate shall be made solely by the certification body based on the information collected during the certification process. The person making the certification decision shall not have participated in the assessment or training of the candidate. 6.3.2 The certification body shall issue a certificate to all certified persons. The certification body shall retain the sole ownership of the certificate. The certificate may be in the form of a letter, card or other medium and signed or approved by the person responsible for the certification body. 6.3.3 The certificate shall contain at least the following information: the name and unique certification number of the person who has obtained the certification; a)
the name of the certification body;
the competence standard or other relevant document on which the certification is based, including the version number; the scope of the certification, including the conditions and restrictions for effectiveness; d)
the effective date and expiration date of the certification.
6.4 Monitoring
6.4.1 The certification body shall establish an active monitoring process to monitor the compliance of certified persons with the relevant provisions of the certification system. 6.4.2 The certification body shall have procedures and conditions for maintaining certification qualifications consistent with the certification system. These conditions, including the frequency and content of monitoring activities, shall be agreed upon by the certification system committee. These conditions shall be sufficient to ensure that impartial evaluations are carried out to confirm that certified persons continue to maintain their competence.
6.5 Recertification
6.5.1 The certification body shall determine the requirements for recertification in accordance with the competence standards and other relevant documents to ensure that certified persons continue to meet the certification requirements currently in force.
6.5.2 The certification body shall have procedures and conditions for maintaining certification qualifications consistent with the certification system. These conditions, including the frequency and content of recertification activities, shall be agreed upon by the certification system committee. These conditions should be sufficient to ensure that an impartial evaluation is carried out to confirm that the certified person continues to maintain his or her competence.
6. 6 Use of certificates and logos and micro-logos
6.6.1 The certification body that provides the certification mark or logo should develop documents to clarify the conditions of its use and should appropriately manage its use rights and forms of expression.
6.6.2 The certification body should require the certified person to sign an agreement that includes the following: a) Comply with the relevant provisions of the certification system;
Disclose the certification qualifications only within the scope of the certification; do not use the certification qualifications in a manner that damages the reputation of the certification body, and make any unauthorized statements about the certification qualifications or make any statements that the certification body considers to be misleading;
d) Once the certification qualifications are suspended or revoked, no longer continue to exercise any rights related to the certification body or certification qualifications, and return the certificates issued by the certification body;
e) Do not use the certificate in a misleading manner. 6.6.3 For inappropriate references to certification qualifications in public publications, catalogs and other documents, or misleading use of certificates, logos or micro-logos, measures should be taken to correct them, such as suspension or revocation of certification qualifications, publicizing violations, and taking further legal measures when appropriate. GB/T27024-—2004/ISO/IEC 17024:2003 Development and maintenance of personnel certification systems
A, 1 Personnel certification systems should only be established for specific government requirements (such as public protection) or proven market needs and/or expectations (such as credibility, trust and professional improvement). A.2 The certification body or organization proposing to establish a certification system should consult with stakeholders on the following matters: 8) A description of the specific field in which personnel certification is to be carried out! b) A description of the requirements for qualifications and (or) competence and the requirements and procedures for evaluation (including the requirements and procedures for monitoring and recertification);
The degree of support for the certification system by stakeholders and evidence of their acceptance of the content of the certification system; c)
d) The organization, institution and personnel responsible for the development of the proposed certification system. A.3 Work and/or practice analysis should be conducted regularly (at least every 5 years) to develop or confirm: a description of the target candidate group, a statement of the purpose or expected results of the certification; b) a list of essential and key tasks to be undertaken by competent professional staff; a list of certification requirements, including the theoretical basis for each requirement and the selected evaluation mechanism; when the evaluation process includes a formal oral or written examination, the composition of the examination, including the scope, question types, question difficulty level, number of questions per topic, examination length, method for determining the pass level and scoring method; opinions on how the proposed certification system will obtain market clarity. A.4 All mechanisms should be developed by personnel who are fully familiar with the certification business and related difficulties and have the technical ability to develop these mechanisms. A.5 All assessments should comply with the assessment specifications and ensure consistency in implementation to avoid bias. A.6 The certification body should make provisions for how to control the replacement or revision of assessment content to maintain its objectivity and confidentiality.
