Chapter 1 General
Article 10.1 This code is formulated to implement the national policies, guidelines and regulations on production safety, ensure the safety of electricity use on construction sites, prevent electric shock accidents, and promote the development of the construction industry.
Article 1.0.2 This specification applies to the 380/220V three-phase four-wire low-voltage power system with a directly grounded neutral point in temporary power supply projects for industrial and civil construction sites of all people, collectives, and individual units. For high-voltage power distribution projects of 1kV and above, they should be implemented in accordance with relevant national standards and specifications.
Article 1.0.3 Other relevant technical issues in temporary power supply at construction sites should still comply with the current national standards, specifications or regulations. Engineering Construction Standard Full Text Information System

Chapter 2 Power Management
Section 1 Construction Organization Design for Temporary Power Supply Article 2.1.1 If there are 5 or more temporary power supply equipment or the total capacity of the equipment is 50kW or more, a temporary power supply construction organization design should be prepared. Article 2.1.2 Where there are less than 5 temporary power equipment and the total capacity of the equipment is less than 50kW, technical measures for safe power use and electrical fire prevention measures shall be formulated. Article 2.1.3 The contents and steps of the temporary power construction organization design shall include: 1. Site survey; 2. Determine the location and line direction of the power supply line, substation, distribution room, main distribution box, distribution box, etc.; 3. Carry out load calculation; 4. Select the transformer capacity, wire cross-section and type and specification of electrical appliances; 5. Draw electrical plan, elevation and wiring system diagram; 6. Formulate technical measures for safe power use and electrical fire prevention measures. Article 2.1.4 Temporary power engineering drawings must be drawn separately and serve as the basis for temporary power construction. Article 2.1.5 Temporary power construction organization design must be prepared by electrical engineering technicians, reviewed by the technical person in charge, and implemented after approval by the competent department. Article 2.1.6 When changing the temporary power supply construction organization design, the procedures specified in Article 2.1.5 must be followed, and relevant drawings and materials must be supplemented. Section 2 Professionals
Article 2.2.1 The installation, maintenance or removal of temporary power supply projects must be completed by electricians. The electrician level should be consistent with the difficulty and technical complexity of the project. Engineering Construction Standard Full Text Information System

Article 2.2.2 All types of power users should do the following: 1. Master the basic knowledge of safe power use and the performance of the equipment used; 2. Before using the equipment, they must wear and equip the corresponding labor protection articles as required; and check whether the electrical devices and protective facilities are intact. It is strictly forbidden to operate the equipment with "diseases"; 3. The equipment that is out of use must be powered off and the switch box must be locked; 4. Be responsible for protecting the load line, protective neutral line and switch box of the equipment used. If problems are found, they should be reported and solved in time;
5. When relocating or moving electrical equipment, the power supply must be cut off by the electrician and properly handled before it can be carried out.
Section 3 Safety and Technical Files
Article 2.3.1 A safety and technical file must be established for temporary power supply at the construction site, and its contents should include:
1. All information on the construction organization design for temporary power supply; 2. Information on modifying the construction organization design for temporary power supply; 3. Technical briefing information;
4. Inspection and acceptance form for temporary power supply projects;
5. Test and inspection vouchers and commissioning records for electrical equipment; 6. Ground resistance measurement record form;
7. Regular inspection (re-inspection) form;
8. Electrician maintenance work records.
Article 2.3.2 The safety and technical file shall be established and managed by the electrical technician in charge of the site. Among them, the "Electrician Maintenance Work Record" can be managed by an electrician and filed uniformly after the temporary power supply project is dismantled. Article 2.3.3 / Regular inspection time for temporary power supply projects: monthly for construction sites; quarterly for grassroots companies. When grassroots companies conduct inspections, they should review the grounding resistance value. Article 2.3.4 Inspection work should be carried out according to sub-sections and sub-projects. Unsafe factors must be dealt with in a timely manner, and review and acceptance procedures should be performed. Engineering Construction Standards Full Text Information System

Chapter 3)
Construction Site and Surrounding Environment
Section 1 Safety Distance between Construction in Progress and External Power Lines Article 3.1.Article 1 Construction projects under construction shall not be constructed under high and low voltage lines. Under high and low voltage lines, work sheds, living facilities, or stacking of components, rack materials and other sundries shall not be set up.
Article 3.1.2 A safe operating distance must be maintained between the outer edge of the construction project (including scaffolding) and the edge of the external power overhead line. The minimum safe operating distance should not be less than the values listed in Table 3.1.2.
Minimum safe operating distance between the outer edge of the construction project (including scaffolding) and the edge of the external power overhead line Table 3.1.2 External power line voltage
Minimum safe operating distance (m)
Below 1kV
35~110
Note: The ramps of the upper and lower scaffolding are strictly prohibited from being set up on the side with external power lines. 154~220330~500
When the motor vehicle lane at the construction site intersects with the external power overhead line, Article 3.1.3
The vertical distance between the lowest point of the overhead line and the road surface shall not be less than the values listed in Table 3.1.3.
Minimum vertical distance when the motor vehicle lane at the construction site intersects with the external power overhead line

Section 1 General Provisions
Article 4.1.1 The TN-S zero protection system must be used in the power line with direct neutral point grounding dedicated to the construction site. The metal casing of the electrical equipment must be connected to the dedicated protection zero line. The dedicated protection zero line (referred to as the protection zero line) should be drawn from the working grounding line, the zero line of the distribution room or the zero line on the power supply side of the first-level leakage protector. (For example, as shown in Figure 4.1.1.) Figure 4.1.1 Schematic diagram of a neutral point direct grounding system with a dedicated protective neutral line 1-working grounding; 2-repeated grounding; 3-exposed conductive parts of electrical equipment; L1, L2, L3-phase line: N-working neutral line: PE-protective neutral line Article 4.1.2 Electrical equipment at construction sites such as urban defense, civil defense, tunnels, etc. that are humid or have particularly harsh conditions must be grounded. Article 4.1.3 When the construction site shares the same power supply system with the external power line, the electrical equipment should be grounded or grounded according to local requirements. Part of the equipment shall not be grounded while the other part of the equipment shall be grounded. Engineering Construction Standard Full Text Information System
