In recent years, with the deepening of economic system reform and the government's transformation of department management to industry management, it is necessary to convert the Ministry of Health standard "National Health Unit Name Code Compilation Rules" into a new health industry standard. In addition, the reform of government institutions, public institutions and the reform of the medical and health system have also led to changes in the names and classifications of health institutions. It is necessary to revise and improve the old classification of health institutions and formulate a new code system.
Before the implementation of this standard, the classification and codes of health institutions (except clinics, etc.) shall still adopt the Ministry of Health standard "National Health Unit Name Code Compilation Rules" promulgated in 1989 and its 18-digit code; the classification and codes of clinics, health centers, medical offices, health stations, and village clinics shall still adopt the "Supplementary Provisions on the Compilation Rules for Medical Institution Name Code Compilation Rules" promulgated in 1994 and its 12-digit code. After the implementation of this standard, the Ministry of Health standards "National Health Unit Name Code Compilation Rules" and "Supplementary Provisions on the Compilation Rules for Medical Institution Name Code Compilation Rules" shall be automatically abolished and replaced by this standard. The classification of health institutions (organizations) shall implement the new standard, and the health institution (organization) code shall adopt the new 22-digit code. Appendix A and Appendix B of this standard are normative appendices, and Appendix C is an informative appendix. This standard shall be implemented from May 1, 2002. This standard was jointly proposed by the Health Legislation and Supervision Department of the Ministry of Health and the Health Statistics Information Center. 3 Definition of Health Institutions (Organizations)
Health institutions (organizations) refer to health units and health social groups that have obtained a "Medical Institution Practice License" from the health administrative department, or a legal entity registration certificate from the civil affairs, industrial and commercial administration, and organization establishment management department, and provide medical care, disease control, health supervision and other services to the society or engage in medical research, medical education, etc. Health administrative agencies, Hong Kong and Macao Special Administrative Regions, and Taiwan's health institutions (organizations) are not included.
4 Classification Principles
4.1 Classification principles refer to GB/T4754 and other relevant national standards. 4.2 Institutional categories are divided according to the principle of homogeneity of economic and social activities commonly used in China. 4.3 Adapt to the current development status of health institutions in my country. 4.4 Classification of medical institutions Refer to the supporting document of the "Regulations on the Administration of Medical Institutions" issued by the State Council Order No. 149 in 1994 - "Basic Standards for Medical Institutions".
5 Classification of health institutions
Health institutions are classified according to four attributes: administrative divisions, economic types, categories of health institutions (organizations) and classification management of institutions. 5.1 Administrative divisions and economic types fully refer to national standards and general statistical classifications. 5.2 Categories of health institutions (organizations) are the main body of health institution classification. Health institutions (organizations) are divided into 16 major categories, including hospitals, community health service centers (stations), health centers, outpatient departments (clinics, medical offices, village clinics), emergency centers (stations), blood collection and supply institutions, maternal and child health hospitals (institutes, stations), specialized disease prevention and control hospitals (institutes, stations), disease prevention and control centers (epidemic prevention stations), health supervision institutes, health supervision inspection (monitoring, testing) institutes (stations), medical science research institutions, medical education institutions, health education institutes (stations), other health institutions and health social groups. The major categories are further divided into medium and small categories according to needs.

6.1 Code structure

The health institution (organization) code consists of 22 digits (or English letters), including a 9-digit organization code and a 13-digit institution attribute code. The institution attribute code consists of four parts: administrative division code (6 digits), economic type code (2 digits), health institution (organization) category code (4 digits) and institution classification management code (1 digit). 6.2 Coding Method
6.2.1 The organization code consists of an 8-digit main code, a hyphen and a 1-digit check code, and refers to GB/T11714. The organization code is the unchanging and unique legal code of each unit, and has no other meaning except representing a certain institution. The relevant departments also call the "organization code" the "legal person code".
6.2.1.1 The vast majority of health legal person units in the country have obtained the "National Organization Code Certificate". Health institutions that have not yet obtained the "National Organization Code Certificate" (except medical institutions that are not independent legal entities) should apply for this certificate from the local organization code management center based on the territorial principle to obtain the organization code of their unit. 6.2.1.2GB/T11714 stipulates that "PDY00001-PDY99999" is a custom area for various industries to compile internal organizational codes, and is not used as a basis for information exchange between industries. Therefore, the code of a practicing non-independent legal person medical institution is assigned by the health administrative department, and its coding rules are as follows:
a) The code structure is "PDY×××××-×". Among them, "PDY" is fixed and unchanged; "×××××" is a five-digit code from 00001 to 99999, and is uniformly numbered by the county (district) level health administrative department in accordance with the registration order of the medical institution's practice license; "×" is a check code, and the calculation method is consistent with the legal person code.
b) "Institution code" plus "administrative division code" are the unchanging and unique legal codes for this type of institution. The institution code that has been cancelled (revoked) should be abolished and shall not be reassigned to other institutions. 6.2.2 Institution attributes The code consists of 13 digits, including a 6-digit administrative division code, a 2-digit economic type code, a 4-digit health institution (organization) category code, and a 1-digit institution classification management code. 6.2.2.1 The administrative division code consists of 6 digits and fully refers to GB/T2260. 6.2.2.2 The economic type code consists of 2 digits and partially refers to GB/T12402. The reference principles are as follows: a) The economic type of the health industry is relatively simple, and this standard only refers to the two-digit codes for large and medium categories. b) At present, national policies do not allow the establishment of health institutions of the following economic types, so this standard does not use the corresponding codes for the time being, namely: "15 Limited Liability (Company)", "23 Hong Kong, Macao and Taiwan Wholly Foreign-Owned", "24 Hong Kong, Macao and Taiwan Investment Joint-Stock Limited (Company)", "29 Other Hong Kong, Macao and Taiwan Investment", "33 Foreign Investment", "34 Foreign Investment Joint-Stock Limited (Company)", "39 Other Foreign Investment". 6.2.2.3 The category code of health institutions (organizations) is the main code of this standard, which consists of 4 digits (or English letters) (see Appendix A). This standard adopts linear classification and hierarchical coding method to divide health institutions (organizations) into major categories, medium categories and minor categories according to their service nature. a) Major categories are coded with one English letter, that is, letters ABC are used to represent different major categories in sequence. In order to avoid confusion between the letter "I" and the number "1", the letter "I" is not used for major categories.
b) Medium categories and minor categories are represented by 2 layers of 3-digit Arabic numerals based on the hierarchy and complete decimal system. The medium category is represented by one digit, which is coded in ascending order from 1 to 9 at most. The minor category is represented by three digits, the first digit represents the medium category digit: the second and third digits are the minor category digits, which are coded in ascending order from 10. For example, "A" represents the major category "hospital", "A5" represents the medium category "specialized hospital", and "A511" represents the minor category "dental hospital". c) If the middle category is not further subdivided, the codes behind it will be supplemented with "o\ until the fourth digit. d) If the subcategory of individual health institutions is further subdivided, the code will be based on the subcategory and no "×××0 code" will be compiled. For example: All kinds of TCM specialty hospitals are not coded "A220", and codes should be selected from "A221-A229" according to their categories. e) Leave as many blank codes as possible for subcategories to accommodate the need to add or adjust categories in the future. 6.2.2.4 The institution classification management code consists of one digit (see Appendix B). 7 Classification code table
