This standard specifies the basic safety requirements for the design, manufacture, installation, filling, use, inspection, testing and management of gas cylinders.
This standard applies to the safety management of steel seamless gas cylinders (hereinafter referred to as gas cylinders) with a nominal working pressure of 19.6 to 21.7 MPa and a volume of 50 to 90 L, which are installed on vehicles and contain natural gas as automobile fuel. The permissible temperature in the area where the gas cylinders of this standard are used should be: -50 to +60°C. This standard does not apply to other gas cylinders. 2 Reference standards

3 Terms
3.1 Nominal working pressure
Refers to the limited filling pressure of the gas cylinder when the reference temperature is 20'C. 3.2 Maximum working pressure
Refers to the maximum pressure allowed to be reached by the gas cylinder during filling and use. 3.3 Compressed natural gas for vehicles
Refers to the high-pressure natural gas supplied by oil and gas outlets and purified. The methane content is more than 92%, the water content is lower than 1×10-", the components above C are less than 1%, and the H2S content is lower than 50×10-6. 4 General
4.1 The outer surface of the gas cylinder is brown with a light yellow ring and the word "natural gas" is marked. The specific style shall be implemented in accordance with the relevant provisions of GB7144.
4.2 Gas cylinders are not allowed to contain gases and liquids other than natural gas. 4.3 The property unit of the gas cylinder shall report the specifications, quantity and safe use of the gas cylinders owned by the unit to the bureau-level safety department in accordance with this standard.
4.4 The property unit of the gas cylinder shall establish a gas cylinder file, which shall include: certificate of conformity, product quality certificate, installation record, inspection record, etc. The file shall be kept until the gas cylinder is scrapped. 4.5 Design, manufacture, installation, use, inspection and All management departments shall comply with this standard, and safety departments at all levels of the petroleum system shall be responsible for supervision and inspection.

5 Materials

5.1 The materials used to manufacture gas cylinders shall comply with the provisions of my country's national standards or industry standards for general gas cylinder products, and shall have a quality certificate. www.bzxz.net
5.2 The material of the gas cylinder must be killed steel smelted in an open hearth, electric furnace or oxygen-blown alkaline converter. The raw material shall be suitable for manual pressure punching and drawing processing, and have good low-temperature impact resistance.
5.3 Gas cylinders made of foreign materials shall comply with the following provisions a. The material grade shall be the grade listed in the foreign gas cylinder standards: the steel shall be supplied in the annealed state, the best The maximum Brinell hardness is 210b.
c. The chemical composition is stable, and the sulfur and phosphorus content should be less than 0.03%. d. Other technical requirements and performance data of the material are generally not lower than the provisions of the corresponding national standards or industry standards for gas cylinders in my country. 5.4 Gas cylinder manufacturing units must conduct chemical composition verification and analysis on the materials used to manufacture gas cylinders according to the furnace and tank numbers, conduct mechanical property verification inspections according to the batch numbers, and conduct nondestructive testing, macrostructure and other verification inspections according to the provisions of the corresponding standards. 6 Design
6.1 The design unit of the gas cylinder must be selected from the gas cylinder design units approved by the provincial and ministerial authorities and the Boiler and Pressure Vessel Safety Supervision Bureau of the Ministry of Labor.
6.2 The design principles of gas cylinders should meet the requirements of safety, reliability, and economic rationality, and be easy to manufacture, use, maintain and inspect. 6.3 Design of gas cylinders The document shall be approved by the competent department at the provincial and ministerial level, referring to the provisions of the (79) Labor General No. 18 "Regulations on Safety Supervision of Gas Cylinders". The design document that has been approved shall be stamped with the approval mark by the approval department on the general drawing. 6.4 The gas cylinder design unit must provide the gas cylinder design approval agency with complete design documents, including the following items: a. Design task book; b. Design drawings: 6. Design calculation book, which should include volume calculation, strength calculation, necessary stiffness verification, selection of design wall thickness, etc.; design instructions, which should include the selection and basis of design parameters, material selection, accessory selection, main production process requirements, inspection requirements, etc. e. Standardization review report: f. Instructions for use, which should include the installation and use of gas cylinders and key points for safe operation. 6.5 The body of the gas cylinder must adopt a seamless structure. 6.6 The strength of the steel used in the design calculation shall not exceed 75% of the tensile strength for normalized or normalized and tempered materials, and shall not exceed 85% of the tensile strength for tempered and tempered materials. 7 Manufacturing
7.1 The manufacturing unit of the gas cylinder shall be selected from the gas cylinder manufacturing units that have sufficient processing equipment, technical strength and testing means and are approved by the provincial and ministerial competent departments and the Boiler and Pressure Vessel Safety Inspection Bureau of the Ministry of Labor. 7.2 Before mass production, the gas cylinder must be trial-produced and tested. The trial-produced products must be qualified by the relevant departments and units organized by the provincial and ministerial competent departments before they can be mass-produced.
7.3 The gas cylinder must be made of solid steel materials, stamped, stretched, hot-pressed and sealed. There shall be no welding marks on the body of the gas cylinder, and no metal shall be added during the production process. 7.4 The gas cylinders shall be batched according to the same design, the same furnace and tank number materials, the same manufacturing process and the same heat treatment specifications for continuous treatment. The batch shall not exceed 1000 pieces.
7.5 The inspection and inspection items of gas cylinder manufacturing shall comply with the relevant provisions of GB5099. 7.6 The technical conditions of gas cylinders shall comply with the contents and requirements of gas cylinder identification in the "Gas Cylinder Safety Supervision Regulations". 2

7.7 The steel stamp marks of gas cylinders shall comply with the provisions of GB5D99. 7.8 When gas cylinders leave the factory, the manufacturer shall issue product certificates for each piece and batch inspection quality certificates for each batch. The contents shall comply with the provisions of GB5099, and the license number of the manufacturing unit shall be indicated on the product certificate. 1. 8 Gas cylinder accessories
8.1 The manufacturing unit of the cylinder valve must hold a production license issued by the competent department of the Ministry of Transport. 8.2 The cylinder valve shall meet the following requirements
a. The cylinder valve material shall not react chemically with the natural gas in the cylinder, nor affect the quality of the gas: b. The thread connected to the gas cylinder on the bottle valve must match the internal thread of the bottle mouth and comply with the provisions of the relevant standards. The material strength of the valve body should not be lower than the corresponding content of GB 10877:
C. The handwheel material of the bottle valve should be flame retardant: d. The bottle valve should be equipped with an acid explosion piece, and its explosion pressure should be slightly higher than the maximum working pressure of the gas cylinder: e. The weight tolerance of the bottle valve of the same specification and model shall not exceed 5% f. When the bottle valve leaves the factory, only a certificate of conformity should be issued. 8.3 The pressure bearing capacity of the pipeline connected to the gas cylinder should be slightly higher than the working pressure of the gas cylinder. 8.4 The inflation joint and the pressure reducer are all in accordance with the relevant standards. 9 Management of imported gas cylinders
9.1 After the arrival of imported gas cylinders, they must be inspected by the State Administration for Commodity Inspection, and the safety performance inspection shall be inspected by professional inspection units. Gas cylinders that have not been inspected shall not be installed and used.
9.2 Foreign trade operators and receiving and using units shall be responsible for the advancement, rationality and reliability of gas cylinders. When signing a contract, foreign trade units should select personnel familiar with the gas cylinder business to participate in the negotiation. The following items must be indicated in the contract: a. Specifications and standards for design, manufacturing, installation and inspection; b. Random documents of the product, including product drawings, strength calculation sheet, product quality certificate, instruction manual and bursting disc displacement calculation sheet:
℃. Claim period, guarantee period.
9.3 After the contract is finalized, it should be reported to the bureau-level safety department for filing. 9.4 The safety performance inspection items of imported gas cylinders include: a. Verification of the technical documents accompanying the cylinder:
b Full performance inspection of the product, the specific inspection items and quantity are determined by the inspection unit and approved by the bureau-level safety department: C. Other safety performance items that need to be inspected in the contract. 9.5 After the safety performance inspection of the gas cylinder, the inspection unit shall issue an inspection report, which shall be filed with the bureau-level safety department and submitted to the receiving and using unit. If a claim is required, the receiving and using unit shall make a claim based on the inspection report, and after review by the commodity inspection agency, a commodity inspection certificate shall be issued. 10Installation and commissioning
10.1 The installation of gas cylinders refers to fastening gas cylinders to the appropriate position of the car by means of fixing fixtures, and reasonably arranging other accessories related to gas cylinders. Including gas cylinder stop valves, pipelines, inflation valve pressure reducers, ignition control systems, etc. 10.2 Before installing gas cylinders and their accessories, the factory inspection certificate or quality certificate must be checked, otherwise they cannot be used. 10.3 Before assembling gas cylinders and their accessories, performance inspections or tests must be carried out separately, and they can only be installed after passing the test. After installation, the system pipeline air tightness test must be carried out. The test pressure is 1.1 times the nominal working pressure of the gas cylinder. The safest and most reliable protective measures should be taken during the test. For specific requirements, see GB12137.
10.4 The installation of gas cylinders should be undertaken by professional units approved by the bureau-level (including bureau-level) safety department. The installers should undergo special technical training, and the commissioning personnel should also be familiar with the principles and structure of the car and be able to drive various types of vehicles skillfully. 8

10.5 Cars equipped with gas cylinders must undergo system pipeline air tightness tests, natural gas filling tests, ignition tests and operation tests, and can only be handed over to users after passing the tests.
10.6 Gas cylinders should be registered when they are installed and shipped out of the factory. The contents include the model, vehicle number, vehicle condition, vehicle unit, factory inspection mark of gas cylinders, installation and commissioning of gas cylinders, etc. See Appendix A (Supplement) for details. 10,7 The property owner of the gas cylinder should choose a vehicle with good condition, strong practicality, easy installation and filling for modification. Select drivers with good skills and strong sense of responsibility to participate in safety and technical training. After passing the assessment, the bureau-level safety department will issue a driving license for driving a car equipped with gas cylinders.
10.8 Gas cylinders should not be installed in various types of buses, and gas cylinders are not allowed to be installed in bus compartments and closed luggage compartments. 10.9 In order to prevent the gas cylinder from strong collision and avoid sun exposure, a tubular guardrail with certain rigidity and easy disassembly should be installed under the car trough and beside the beam: a plate-type sunshade should be installed in the car trough, and a red and white safety sign should be painted.
10.10 The suspended gas cylinder must be safe and reliable. 10.11 The switch at the interface between the gas cylinder and the connecting pipe should be easy to operate. 10.12 The gas cylinder and the whole system should be equipped with at least one output meter that has been calibrated regularly according to the measurement regulations. The accuracy level of the pressure gauge should not be lower than 1.5. The scale limit value of the dial should be about 2 times the nominal working pressure of the gas cylinder. 10.13 The hose connection between the pressure reducer and the carburetor must be tight and leak-free. 10.14 If the distance between the gas cylinder and the system pipeline and the exhaust pipe of the car is less than 100mm, an insulation board filled with aluminum silicate fiber should be installed in the middle.
10.15 Cars carrying gas cylinders should be equipped with at least one 4kg or 8kg dry powder fire extinguisher according to the model. 11 Filling
11.1 To set up a gas cylinder filling station, a written application for registration should be submitted to the provincial and ministerial safety departments. After review, if it is confirmed that the conditions are met, the provincial and ministerial safety departments will issue a registration certificate. Those who have not completed the registration are not allowed to engage in filling work. 11.2 Gas cylinder filling stations should meet the following conditions: a. There is a management system and various management systems and safety measures to ensure filling safety; b. There are managers who are familiar with gas cylinder filling safety technology and operators who have received professional training and obtained operating certificates issued by bureau-level safety departments;
C. There are appropriate sites, facilities, equipment and detection methods: d. The filling station should have a full-time safety officer who is responsible for daily filling safety work. 11.3 Before filling the gas cylinders, the filling station shall have a dedicated person to inspect the gas cylinders. The filling station shall refuse to fill the gas cylinders manufactured by units without manufacturing licenses and imported gas cylinders that have not been approved by the bureau-level safety department. 11.4 If any of the following conditions are met, proper treatment must be carried out, otherwise filling is strictly prohibited. The steel stamp mark and color mark do not meet the regulations: a.
Accessories are incomplete, damaged or do not meet the regulations. There is no residual pressure in the bottle
Exceeded the inspection period
The appearance inspection shows obvious damage to the bottle body, which cannot guarantee safe use. e.
First filling, without replacement or vacuuming in advance; the vehicle is not equipped with fire extinguishing equipment as required: g.
The driver does not carry a driving license.
11.5 During filling, the vehicle with gas cylinders should be parked at the designated location, braked by hand, and the engine turned off. If there is a possibility of sliding when parking, the vehicle should be fixed with blocks.
11.6 During filling, the connection between the gas check valve and the charging valve must be firm and tight. 4

11.7 During filling, the driver shall not leave the scene or start the vehicle at will. 11.8 The filling force shall not exceed the nominal working pressure of the gas cylinder. : 11.9 After filling, the record shall be carefully filled in, and the content shall include: the user unit, vehicle model, vehicle number, filling pressure, and the signature of the filler and driver. See Appendix B (Supplement) for details.
11.10 The filling unit shall conscientiously implement the "Fire Protection Regulations of the People's Republic of China". 12 Use and Maintenance
12.1 The driver shall frequently check the gas cylinder, pipeline, pressure reducer and other accessories, especially the hose connection part, which shall be checked with soapy water every week. If any problem is found, it shall be dealt with immediately. If it cannot be dealt with, the gas cylinder stop valve shall be closed immediately and the fault shall be removed at the designated department.
12.2 When using gas cylinders, it is strictly forbidden to use open flames to detect leaks, and it is strictly forbidden to heat gas cylinders. 12.3 The gas in the gas cylinder must not be used up, and there should be at least 0.5MPa of residual pressure. 12.4 The unit using gas cylinders should have a dedicated person responsible for the safety of gas cylinders, and there should be a complete management system and emergency measures for accidents, and the inspection of gas cylinders and safety education for drivers should be postponed. 12.5 The unit using gas cylinders shall not disassemble and install the accessories of gas cylinders. 12.6 The unit using gas cylinders should regularly report the use of gas cylinders to the superior safety department. The content should include:/The number of gas cylinders installed, the number of fillings, and the effect of use. Existing problems and changes in drivers. 12.7 During the test, installation, use, repair, and inspection of gas cylinders, if there is a bottle rupture, combustion or explosion accident, it must be reported to the superior safety department and labor department in a timely manner. Other general accidents should be recorded and kept for inspection. 13 Inspection
13.1 The inspection unit of gas cylinders shall meet the requirements of CB12135 and obtain the approval of provincial and ministerial safety departments. The inspection station shall have a full-time or part-time safety officer responsible for inspection safety work. 13.2
13.3 The main work scope of the gas cylinder inspection station includes: inspecting and evaluating the safety technical performance of gas cylinders, and issuing corresponding inspection reports; a.
b Repairing or replacing damaged gas cylinder accessories: spraying the outer surface paint color, sample and color ring of gas cylinders: c.
d Avoid destructive treatment of scrapped gas cylinders and issue a "Gas Cylinder Scrapping Notice"; e, timely report the inspection and evaluation of gas cylinders and the safety status of gas cylinders to the bureau-level safety department in writing. 13.4 Gas cylinders are inspected once every three years, and the inspection items include: appearance inspection: sound inspection, internal inspection: bottle mouth thread inspection, weight, volume and wall thickness measurement, water pressure test, bottle inspection and gas test. In special cases, it can be inspected in advance. 13.5 Before inspecting the gas cylinder, the following work should be done before the inspection: 8. Check whether the manufacturing steel stamp and the inspection steel stamp meet the requirements of relevant laws and technical standards. For gas cylinders with unclear original marks and no traceable evidence, they shall not be inspected and handled in time upon receipt; b. For gas cylinders sent for inspection in advance, they should be checked first. 1. Drain the original gas: Under the conditions of ensuring safety and not polluting the environment, exhaust the residual gas in the bottle and confirm that the pressure in the bottle is the same as the atmospheric pressure. c.
d. Clean the dirt, corrosion and loose paint film on the surface of the gas cylinder: For gas cylinders that are only tested for air tightness, they should be replaced with nitrogen first, and then they can be inspected after passing the test. 13.6 Gas cylinders should be inspected one by one, especially water pressure tests, which are not allowed to be carried out in series or parallel. 13.7 Gas cylinders that pass the inspection shall be stamped with inspection marks and painted with inspection color codes in accordance with the provisions of the "Regulations on Safety Supervision of Gas Cylinders". Gas cylinders that do not meet the requirements of the standards shall be scrapped.
13.8 The scrapping of gas cylinders shall include:

a. The gas cylinder inspector shall fill in the "Gas Cylinder Scrapping Notice", see Appendix C (Supplementary Document). b.
