1 This standard is formulated in order to scientifically formulate village and town planning, strengthen village and town construction and management, create a good working and living environment, and promote the coordinated development of urban and rural economy and society.
1.0.2 This standard applies to the planning of villages and towns throughout the country, and the planning of towns outside the county seat shall also be implemented in accordance with this standard.
In the preparation of village and town planning, in addition to implementing this standard, it shall also comply with the provisions of the current relevant national standards and specifications.

2.1 Village and Town Scale Classification
2.1.1 Villages and towns should be divided into four levels: grassroots villages, central villages, general towns, and central towns according to their status and functions in the village and town system. 2.1.2 The planning scale classification of villages and towns should be divided into three levels: large, medium, and small according to their different levels and the number of planned permanent residents, and should comply with the provisions of Table 2.1.2. 2.2.4 The mechanical growth of the population during the planning period of the town should be calculated according to the following methods. 2.2.4.1 If the construction project has not been implemented, the average growth method should be used to calculate the scale of population development. When calculating, the changes in the population in recent years should be analyzed to determine the annual population growth number or growth rate.
2.2.4.2 If the construction project has been implemented and the mechanical growth of the population is stable during the planning period, the population development scale should be calculated according to the voucher coefficient method. When calculating, the source, marriage, childbirth, settlement and other conditions of the practitioners, as well as the living environment and construction conditions of the villages and towns should be analyzed to determine the number of additional practitioners and the number of people they will bring with them. 3. When predicting the transfer of agricultural labor based on the land management situation, it is advisable to balance the land and labor in the geographical scope of the village and town according to the labor conversion method, calculate the number of surplus agricultural labor during the planning period, analyze factors such as the type of village and town, development level, local advantages, construction conditions and policy impact, and determine the proportion of labor and population entering the town. 2.2.4.4. When predicting the reasonable scale of development based on the environmental conditions of the village and town, it is advisable to comprehensively analyze the local development advantages, construction conditions, environmental and ecological conditions and other factors according to the environmental capacity method to calculate the appropriate population size of the village and town. 2.2.5 In village planning, when conducting current population statistics and planning forecasts, no classification is required. The population size should be calculated based on the natural growth of the population and the transfer factors of surplus agricultural labor.

There are 9 major categories and 28 minor categories of land use, including land for public buildings, land for production and construction, land for storage, land for general use with foreign affairs, land for roads and squares, land for public engineering facilities, land for green space, water areas and other land.
3.1.2 The categories of village and town land should adopt the code combining letters and numbers, which is applicable to the preparation of planning documents and the statistical work of village and town land.
