Compared with the three standards it replaces, this standard has the following main changes: ·Introduces the concept of inter-face entity objects instead of topographic map objects, and the topographic elements of all scales are considered uniformly, and the element classification and the same element name in the original three standards are unified. The classification of elements and the element code are unique; a pair of elements are re-encoded with six digits. Appendix A and Appendix B of this standard are normative appendices: This standard is proposed by the State Administration of Surveying, Mapping and Geoinformation. This standard is under the jurisdiction of the National Technical Committee for Geographic Information Standardization. The drafting unit of this standard is the National Institute of Surveying, Mapping and Standardization. The main drafters of this standard are Zhang Kun, Xiao Xuenian, Yin Yi, Ma Xiaoping, Duan Yihong and Xia Xia. The previous versions of the standards replaced by this standard are: GB/T13923—1992 -GB14804—1993. -GB/T15660—1995. GB/T13923-2006 This standard is based on the existing 1:5001:1000 in my country 1:2000,1150001*100001:250001:500001:100000,1:2500001:500000 ) 1:1000000 terrain diagrams and their related terrain element classification and codes, and adopts a scientific classification system to systematically and comprehensively organize, classify and supplement geographic information elements from the perspective of basic geographic information. Through the classification and coding of elements, the code structure with clear categories and levels is determined, and finally a unified and coordinated standard text of basic geographic information element classification code is formed in my country to meet the current needs of my country's large, medium and small scale basic geographic information data collection, database construction, data exchange and application. 1 Scope Classification and code of basic geographic information elements GB/I 13923--2006 This standard specifies the classification and code of basic geographic information elements, which are used to identify the types of basic geographic information elements in digital form. This standard is applicable to the collection, update, management, distribution services and product development of basic geographic information data, including the construction and use of basic geographic information databases with a scale of 1:500 to 1:100000, the construction of basic geographic information public platforms for various professional information systems, the exchange and sharing of basic geographic information between different systems, digital mapping, map compilation and map update, etc. 2 Terms and definitions The following terms and definitions apply to this standard. 2.1 Basic geographic information Fundamental geographic information Fundamental geographic information refers to the geographical elements, soil, place names and location information described by basic geographic information. 3 Element type Element type Graphigraph A type of real-world phenomenon with a common meaning. 3 Classification and coding principles 3.1 Scientificity Classification should be based on modern data and database technology to form a systematic element. 3.2 System consistency --Elements in 1: b 3.3 Stability : 10002 rmation ground and facilities ment, pipelines, borders, political regions, landforms, and energy 2R and management information, according to the characteristics or attributes of the basic information, the basic geographic classification system selects the most characteristic and completeness and scalability of each element in the database. The classification system covers the existing multi-scale basic geographic information element types, which not only reflects the type characteristics of the elements, but also reflects the relationship between the elements, and has integrity. The code structure leaves room for adaptation. 3.5 Applicability The classification system fully considers the connection with the original system, and the element names try to use the customary names. 4.1 The element classification adopts the linear classification method. The element types are divided into four levels according to the subordinate relationship: major category, medium category, minor category and subcategory. 4.2 Human beings include 8 categories: positioning basis, water survey, settlements and facilities, transportation, pipelines, boundaries and political regions, landforms, soil quality and vegetation; the medium category is divided into 46 categories based on the above major categories, see Appendix A. Place name elements are specifically reflected in the minor category in a special coding method as an implicit category. GB/T13923—2006 4.3 Minor categories and subcategories are classified according to the three scales of 1:5001110001:20001:5000~1:100000 and 1250000~1:1000000, see Appendix 13, 4.4 Human beings and medium categories shall not be redefined or expanded. Minor categories and subcategories shall not be redefined, but can be expanded as needed. 5.1 Code structure The classification code adopts 6 decimal digits, which are the major category, medium category, minor category and subcategory codes arranged in numerical order. The specific structure is as follows: (1) The first digit from the left is the major category code; (2) The second digit from the left is the medium category code, which is the feature class formed by the major category: xx (3) The third and fourth digits from the left are the minor category code, which is the feature class formed by the subdivision on the minor category basis; (4) The fifth and second digits from the left are the subcategory code, which is the feature class formed by the subdivision on the minor category basis. 5.2 Feature code The classification and code of basic geographic information elements at all scales are shown in Appendix B. 6 Principles of classification and code expansion 6.1 When the feature types provided in Appendix B still cannot meet the classification needs, they shall be expanded according to the principles of 6.2 and 3.3, but the code position shall not be expanded. 6.2 The small and sub-classes of elements should be expanded on the classification of the same level. The expanded small and sub-classes should be classified into the corresponding middle and small classes and explained in the relevant data. 6.3 The expanded types and codes should comply with the provisions of Chapter 5.
