1 General
1.0.1 This regulation clarifies the design division of automatic control specialty with telecommunications, pumps and safety (fire protection) specialty, coordinates the work between specialties to improve design quality and ensure design progress 1.0.2 This regulation applies to the design division of automatic control specialty with telecommunications, pumps and fire protection (safety) specialty in engineering design.
When implementing this regulation, it should also comply with the provisions of the current relevant national standards. 1.0.3

2 Division of design between automatic control and telecommunication majors 2.0.1 When installing communication equipment and fire alarm equipment in the control room, the telecommunication major shall propose design conditions to the automatic control major, and after confirmation by the automatic control major, the automatic control major shall be responsible for the layout design of the control room and shall be responsible for proposing design conditions to the civil engineering major. The design, procurement and installation of communication equipment and fire alarm equipment shall be the responsibility of the telecommunication major. 2.0.2 When it is necessary to lay communication cables in the instrument cable tray, the telecommunication major shall propose design conditions to the automatic control major, and the automatic control major shall reserve space in the corresponding cable junction duct. The design, procurement and laying of communication cables shall be the responsibility of the telecommunication major.
2.0.3 The industrial television system used to monitor production operations and safety shall be designed by the automatic control major; the closed-circuit television system used for production scheduling and factory security tasks shall be designed by the telecommunication major. 2.0.4 The monitoring and control part of the Supervisory Control and Data Acquisition System (SCADA) shall be the responsibility of the automatic control major, and the wireless transmission part of the data shall be the responsibility of the telecommunications major. 2.0.5 The relevant communication requirements of the automatic control major shall be proposed to the telecommunications major, and the telecommunications major shall be responsible for the design. 52

3 Design division of the automatic control major and the pump major 3.0.1 During the inquiry stage of pump equipment, the automatic control major shall propose the overall control requirements and instrument selection opinions of the pump to the pump major, and the pump major shall propose the internal detection/control requirements of the pump to the automatic control major, including shaft vibration, shaft displacement, shaft temperature, speed, anti-surge, suction tank liquid level and various oil circuit systems and power systems. The automatic control major shall confirm the technical requirements of each measuring instrument and explain it in the engineering design regulations of the automatic control major. 3.0.2 The automatic control major is responsible for reviewing the technical documents related to the instrument part in the manufacturer's quotation and participating in the negotiation of the technical contract attachment.
3.0.3 According to the contract, the manufacturer is responsible for the design, supply, installation and commissioning of the detection/control instruments within the scope of the manufacturer's supply, including the on-site panels. The connection between the cables and the outside should be bounded by the junction box; the detection/control instruments outside the scope of the manufacturer's supply shall be designed by the automatic control specialty of the (engineering company)53

The safety specialty shall propose design conditions to the automatic control specialty.
4.0.2 If the control panel of the fire protection system is purchased as a complete set of equipment, it shall be the responsibility of the safety (fire protection) specialty. If necessary, the automatic control specialty may be asked to assist in the inquiry, technical evaluation and review of the manufacturer's technical documents. If the fire protection system equipment needs to be placed in the control room, the safety (fire protection) major needs to propose design conditions to the automatic control major. If the cables of the fire protection system need to be laid in the cable junction duct of the automatic control major, the design conditions need to be proposed to the automatic control major, and the automatic control major will reserve space in the corresponding cable junction duct. The automatic control major should propose fire protection requirements for the equipment in the control room to the safety (fire protection) major, and the safety (fire protection) major will be responsible for the design. The safety (fire protection) or process major is responsible for the installation requirements, quantity and layout of gas detectors.
