All technical contents of this standard are mandatory. This standard is a supporting standard of GA/T75-1994 "Security and Prevention Engineering Procedures and Requirements" and puts forward the rules that must be followed for the acceptance of security and prevention systems. This standard is proposed by the Science and Technology Bureau of the Ministry of Public Security of the People's Republic of China. This standard is under the jurisdiction of the National Security and Prevention Alarm System Standardization Technical Committee. This standard was jointly drafted by the Technical Prevention Office of the Shanghai Public Security Bureau, the Third Research Institute of the Ministry of Public Security, the Quality Supervision, Inspection and Testing Center of the Security and Prevention Alarm System Products of the Ministry of Public Security, Shanghai Sandun Security and Prevention System Company, and the Quality Inspection Center of Security and Police Electronic Products of the Ministry of Public Security. 1 Scope
This standard proposes basic requirements that must be followed for the quality acceptance of security systems in terms of design, construction, effects and technical services, and is the basis for the acceptance of security systems (projects).
This standard is applicable to the acceptance of level 1 and level 2 security systems (projects), and the acceptance of level 3 security systems (projects) can be appropriately simplified. 2 Referenced standards

This standard adopts the following definitions.
(1) Security technology prevention (referred to as technical prevention) refers to the activities of preventing and stopping crimes and major public security incidents and maintaining social public security by using technical prevention products and implementing technical prevention projects in combination with various relevant modern scientific and technological means (2) Security technology prevention products (referred to as technical prevention products) refer to special equipment used for anti-intrusion, anti-theft, anti-robbery, anti-destruction, anti-explosion and security inspection.
(3) Security and prevention system (project)
An electronic system or network composed of technical defense products and other related products, with the purpose of maintaining social public security and preventing and stopping major public security accidents. 4 Acceptance conditions
4.1 Preliminary design plan passed the demonstration
According to GA/T75-1994, the first and second level systems (projects) must pass the preliminary design plan demonstration, and the construction unit and the design and construction units shall jointly sign the rectification and implementation opinions based on the demonstration opinions.
4.2 The system trial operation meets the design requirements and is approved by the construction unit. 4.2.1 Trial operation: After the system is debugged and opened, it should be trial operated for at least one month, and the trial operation records should be kept (see Table 1)
4.2.2 Trial operation report: The construction unit shall submit a system trial operation report based on the trial operation records. The contents include: a) the date when the system started running and whether the trial operation was normal; b) the number of faults (including false alarms and missed alarms), the reasons and the date of troubleshooting; c) whether the system functions meet the design requirements and a comprehensive review.
4.2.3 During the trial operation, the design and construction units shall cooperate with the construction unit to establish a duty operation and maintenance management system for the system.
4.3 Technical training
Train relevant personnel in accordance with the relevant terms of the contract. The training provides technical information such as instructions and methods for equipment, system operation and daily maintenance. The training content shall be agreed by the construction unit. 4.4 System completion
4.4.1 The system is completed in accordance with the contents specified in the design task book, meets the design requirements after trial operation and is recognized by the construction unit, and is considered completed. A few non-major projects have not been completed in accordance with the regulations. After the construction unit negotiates with the design and construction units, there is a clear solution to the remaining problems. After the trial operation is recognized by the construction unit, it can also be considered completed. 4.4.2 After the system is completed, the design and construction units shall write a completion report. The completion report includes: project overview, main equipment installed, self-assessment of quality completed in accordance with the design task book or contract, and proposed maintenance service terms.
4.5 Initial inspection qualified
4.5.1 The construction unit (including the supervision unit) shall organize the design, and the construction unit shall conduct the initial inspection according to the design and use requirements proposed in the design task book or contract, and require the cooperation of the initial inspection and write the initial inspection report. The personnel participating in the initial inspection shall sign.
4.5.2 The initial inspection includes the following contents:
a Review of the system trial operation;
b Comparison with the design task requirements, system function test results and subjective comments on quality: C Comparison with the formal design plan, check the results of the number and model of installed equipment; d Initial inspection opinion on construction quality (including the acceptance form for concealed engineering, see Table 2) 4.6 System Inspection
4.6.1 Before the formal acceptance of the first and second level security systems (projects), the design and construction units must apply to the public security technical defense management department for the system inspection entrustment procedures, and the public security technical defense management department shall issue a test entrustment letter to the inspection agency. 4.6.2 The system inspection agency must be a ministerial-level or above inspection agency recognized by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China and the Ministry of Public Security, or a provincial-level inspection agency recognized by the local quality supervision, inspection and quarantine bureau of the province, autonomous region, or municipality directly under the central government and the provincial public security management department. 4.6.3 The following materials shall be submitted when applying for system inspection procedures: a. System trial operation report; b. System completion report; c. System initial inspection report. 4.6.4 The design and construction units shall send the inspection letter of entrustment to the inspection agency and attach the following drawings and materials: a) System initial inspection report; b) System principle block diagram, plane layout diagram, equipment and equipment list, etc. constructed according to the stop design scheme. 4.6.5 After receiving the inspection letter of entrustment and the above drawings and materials, the inspection agency shall promptly inspect the system and issue a system inspection report. 4.6.6 The inspection report shall be accurate, fair, complete, standardized, and focus on quantification. Before the formal acceptance of the first and second level security systems (projects), the design and construction units shall submit the following acceptance drawings and materials to the acceptance team (acceptance committee) (the full set of acceptance drawings and materials shall meet the needs of the acceptance agency personnel, and the acceptance drawings and materials for the third level project can be provided as a reference): a) Design task book;
b) Contract;
c) Preliminary design scheme demonstration opinion, with the name list of the demonstration meeting scheme review team (review committee);
d) After the preliminary design scheme passes the demonstration, the rectification and implementation opinions signed by the design, construction units and construction unit.
e) Formal design plan and related drawings (including system principle block diagram, plan layout diagram and equipment configuration table, cable duct and pipeline wiring diagram, system center control room layout diagram, equipment and equipment list, etc.), f) System trial operation report;
g) System completion report;
h) Initial inspection report (with hidden engineering acceptance form, see Table 2): i) Final settlement report;
j) System inspection report.
5 Organization and responsibilities of system acceptance
5.1 Acceptance organization
5.2 Acceptance participating units (personnel)
The units (personnel) attending the acceptance meeting include the superior business department of the construction unit, the construction unit (including the general contractor, the user, and the supervision unit), the design and construction units, the public security technical defense management department, the public security business department and a certain number of technical experts, and if necessary, representatives of the inspection agency should also participate. 5.3 Acceptance Organization
5.3.1 During the system acceptance, an acceptance team or acceptance committee shall be formed through consultation.5.3.2 The acceptance team (acceptance committee) shall be composed of the person in charge of the construction unit, the superior business department of the construction unit, the public security technical defense management department, the public security business department and technical experts not less than 40% of the total number of personnel of the acceptance agency, and shall elect the team leader and deputy team leader (director, deputy director). 5.4 Responsibilities and requirements of the acceptance agency
5.4.1 The acceptance agency shall make accurate, fair and objective acceptance conclusions for the system (project). Personnel who are not conducive to the fairness of the acceptance shall not participate in the acceptance team. 5.4.2 The acceptance of national and provincial key security systems (projects) and security systems (projects) of key units such as finance, culture and museums shall comply with the relevant standards and specifications of the state or public security industry and strictly control
5.4.3 During the acceptance, the design task book, contract or formal design plan shall be checked item by item in accordance with the provisions of Chapter 6. 6.1 Construction Acceptance
6.1.1 Basic Requirements
a) The construction acceptance shall be inspected and accepted by the construction acceptance group designated by the acceptance team (acceptance committee);
) The construction shall be carried out in accordance with the requirements of the design documents and relevant standards such as JGJ/T16, and shall be constructed according to the drawings and shall not be changed at will. If partial adjustment or change is really necessary according to the actual situation, it shall be approved according to the procedures, and a change review form (see Table 3) approved by the construction (user) unit and the design and construction unit shall be provided. The change review form can be proposed by the design and construction unit, and shall be reviewed by the person in charge of the unit and reported to the construction unit for approval. Major changes must be reported to the public security technical defense management department for record, and must be reviewed and approved when necessary;
c) Before construction acceptance, the design and construction units should provide the formal design documents of the project and relevant drawings and construction records.
6.1.2 Contents of construction acceptance
Construction acceptance mainly inspects the construction quality of the project, including the quality of equipment installation and pipeline laying. a) According to the items and requirements specified in Table 4, check the installation quality of the front-end equipment and terminal equipment respectively;
b) When conducting construction acceptance, review the inspection results of the on-site acceptance form (when laying pipelines, the project construction unit or supervision unit should jointly conduct on-site acceptance of the quality of pipeline laying with the design and construction units, and fill in the on-site acceptance form for concealed projects); c) Review the weak current system grounding resistance test data provided by the civil construction unit, which should comply with the requirements of GB50198 standard; check whether the grounding system is constructed according to the requirements of equipotential grounding and complies with the requirements of GB50057 standard.
d) Spot check the construction technology of exposed pipelines and exposed junction boxes, bridges, cable joints in pipe wells (video cables should be in place in one line and joints should be avoided as much as possible), and should comply with the requirements of relevant standards such as JGJ/T16;
6.2 Technical Acceptance
6.2.1 Basic requirements
a) The technical acceptance shall be inspected and accepted by the technical acceptance group designated by the acceptance team (acceptance committee);
b) Check the main functions and main technical indicators of the system against the original preliminary design argumentation opinions and rectification status and the system inspection report, which shall comply with the relevant national or public security industry standards, specifications and technical requirements of the design task book or contract;
a) Check the configuration of the system equipment (quantity: model and installation location) against the system completion report and the system initial inspection report, which shall comply with the requirements of the formal design plan;
d) Check the technical defense products used in the system, which shall comply with the relevant national or public security industry standards and management regulations;
e) Check the backup power supply in the system, which shall be able to switch automatically when the main power supply is cut off, ensuring that the system stops working normally within the specified time;
f) For security systems with integrated functions, they shall be inspected in accordance with the formal design plan and relevant standards;
g) According to the requirements of Table 5, conduct on-site functional spot checks and rechecks on the project according to each subsystem project, and keep records.
6.2.2 Spot check and acceptance of alarm system
a) According to the trial operation report, review the false and missed alarms; conduct walk test spot check on the installation position, angle and detection range of the intrusion detector; conduct anti-dismantling protection spot check; check whether there are blind spots in the warning range formed by the outdoor perimeter alarm detection device; b) In the areas where the system is deployed, disarmed, bypassed and alarm networked, check the conditions for direct or indirect networking of the system.
c) When there is a linkage requirement, spot check the corresponding lighting, camera, video recorder and other linkage functions; d) For areas where a regional security alarm network has been built, check the conditions for direct or indirect networking of the system.
6.2.3 Spot check and acceptance of TV monitoring systema) According to the system test report, the technical indicators of the system should meet GB 50198-1994, 2.1.6 requirements
o) Conformity of system structure and configuration with the formal design plan c) Subjective evaluation of surveillance images shall not be lower than level 4, and the playback quality of recorded images shall at least be able to identify people's facial features
d) Functional inspection of operation and control: such as image switching, whether the pan/tilt rotation is smooth, whether the aperture and zoom functions of the lens are normal, and avoidance of backlight effects, etc.; e) Identifiers of images such as shooting time, camera position and floor display in the elevator, whether the display is stable and normal; whether the installation position of the camera in the elevator (required to be installed in the upper left or right corner of the elevator door) can effectively monitor the elevator passengers; f) For financial system banking business premises, cultural and museum systems, whether they meet the relevant requirements of GB/T16676 and GB/T16571.
6.2.4 Spot check and acceptance of entrance and exit control systema) Whether the system works normally and meets the relevant functional requirements according to the formal design plan;b) The system stores relevant information of the passage target; whether it has an alarm function for abnormal passagec) Whether the electric anti-theft door of the building can work normally as an entrance and exit control system; whether the unlocking relay has a self-protection function; whether the image of the visual counter system can identify the visitor; d) Whether the networked alarm part of the entrance and exit control meets the relevant technical requirements, 6.2.5 Spot check and acceptance of patrol management systema) According to the formal design plan, check the system's display, archiving, query, printing and other functions of patrol time, location, personnel and sequence; b) Whether the online patrol system has an instant alarm function, 6.2.6 Inspection and acceptance of central control room

6.3 Document review
6.3.1 Basic requirements
a) The document review shall be conducted by the document review group designated by the project acceptance team (acceptance committee). b) When the project is formally accepted, the design and construction units shall provide a full set of acceptance drawings and documents in accordance with the requirements of 4.7.
c) The drawings and documents shall ensure quality, and be complete in content, correctly marked, clearly written, accurate in data, and consistent in drawings, texts and tables.
d) The drawing shall comply with the relevant provisions of GA/T74 and national standards. 6.3.2 Review content
a) Review the preparation quality (accuracy, standardization) of the acceptance drawings and documents provided by the design and construction units and their conformity with the actual project in accordance with the requirements of c) and d) in 6.3.1, and fill in Table 6. b) Review the completeness of the acceptance drawings and documents based on the scale of the project, including the terms for routine maintenance services, and fill in Table 6.
7 Acceptance conclusion and rectification
Acceptance team (acceptance committee) shall make acceptance conclusion carefully and truthfully according to the results of construction acceptance (Table 4), technical acceptance (Table 5) and data review (Table 6). For the basic security system (project) that has passed the acceptance, the design and construction units shall write a rectification plan approved by the construction unit according to the acceptance conclusion. The superior competent department of the construction unit, the public security technical defense management department and the public security business competent department shall supervise, coordinate and check the implementation of the rectification plan. 7.1 Acceptance judgment criteriabzxz.net

6.2 Technical Acceptance

a) According to the trial operation report, review the false and missed alarms; conduct walk test spot check on the installation position, angle and detection range of the intrusion detector; conduct anti-dismantling protection spot check; check whether there are blind spots in the warning range formed by the outdoor perimeter alarm detection device; b) In the areas where the system is deployed, disarmed, bypassed and alarm networked, check the conditions for direct or indirect networking of the system.

6.3 Document review

c) The drawings and documents shall ensure quality, and be complete in content, correctly marked, clearly written, accurate in data, and consistent in drawings, texts and tables.
d) The drawing shall comply with the relevant provisions of GA/T74 and national standards. 6.3.2 Review content
a) Review the preparation quality (accuracy, standardization) of the acceptance drawings and documents provided by the design and construction units and their conformity with the actual project in accordance with the requirements of c) and d) in 6.3.1, and fill in Table 6. b) Review the completeness of the acceptance drawings and documents based on the scale of the project, including the terms for routine maintenance services, and fill in Table 6.
7 Acceptance conclusion and rectification
Acceptance team (acceptance committee) shall make acceptance conclusion carefully and truthfully according to the results of construction acceptance (Table 4), technical acceptance (Table 5) and data review (Table 6). For the basic security system (project) that has passed the acceptance, the design and construction units shall write a rectification plan approved by the construction unit according to the acceptance conclusion.
