This standard is formulated on the basis of the experience gained in the two-year implementation of WB/T1009-1997 "Technical conditions for opening and market behavior requirements for agricultural machinery distribution enterprises", combined with the relevant provisions of the newly promulgated "Product Quality Law of the People's Republic of China" and the contents of the document "Regulations on the Responsibility for Repair, Replacement and Return of Agricultural Machinery Products" No. 123 of the State Economic and Trade Quality [1998]. The relevant contents of the standard should be coordinated with WB/T1014--2000 "Regulations on Service Quality of Agricultural Machinery Marketing Enterprises". The main difference between this standard and WB/T1009--1997 is that the business site clause is deleted in Chapter 4 of the opening conditions, and Chapter 2 of the referenced standards and Chapter 5 of the grade classification are added.

This standard adopts the following definitions.
3.1 Agricultural machineryagriculturalmachineryMachinery used in agricultural, forestry, animal husbandry, sideline, fishery production, processing, transportation and farmland water conservancy infrastructure construction. 3.2 Agricultural machinery marketing enterprisesagriculturalmachinerycirculationenterprisesEnterprises engaged in the sale and service of agricultural machinery and its accessories. 4 Opening conditions
Enterprises that market agricultural machinery products should meet the following conditions. 4.1 Personnel quality
4.1.1 Basic requirements
a) Have full civil capacity and obtain the job certificate for the position in accordance with relevant national regulations, and abide by the relevant laws and regulations such as the "Product Quality Law of the People's Republic of China", "Consumer Protection Law of the People's Republic of China", and "Anti-Unfair Competition Law of the People's Republic of China"; b) Internal personnel of the enterprise may work part-time appropriately, but they should have the corresponding qualifications for the position. The number of employees in the enterprise should be commensurate with the scale of business, and the personnel composition can meet the requirements of this chapter;

c) Abide by laws and regulations, and have a professional ethics of being polite and honest (see WB/T1014). 4.1.2 Legal representative
a) Comply with the laws, regulations and provisions of the state and competent authorities on the operation of agricultural machinery, and operate and manage the enterprise in accordance with the law; b) Have professional knowledge of agricultural machinery and be familiar with the business of agricultural machinery operation; c) Have business management experience and organizational leadership ability. 4.1.3 Financial and statistical personnel
a) Have a job certificate for financial personnel and statistical personnel; b) Know and comply with the relevant laws and regulations of the state on finance, taxation, statistics and prices; c) Comply with and implement financial, business flow and statistical requirements. 4.1.4 Business personnel
a) Have professional knowledge of agricultural machinery, be familiar with the performance, structure, vulnerable parts and parts of the agricultural machinery products they operate, be able to identify the quality and authenticity of agricultural machinery products, be familiar with the interchangeability and substitution of the main accessories of each model, and have certain maintenance knowledge; b) Be familiar with the laws and regulations of the state on economic contracts, product quality, etc., perform the product quality responsibilities and obligations of the seller, understand the state's financial, taxation and price policies, and have the ability to install and debug. 4.1.5 Quality management and inspection personnel

In accordance with the "Regulations on the Repair, Replacement and Return of Agricultural Machinery Products" No. 123 of the State Economic and Trade Quality [1998], they can make correct judgments on the failures of the products sold, determine the quality responsibility, and be responsible for repairing the products and restoring the technical performance of the products. 4.1.7 Warehouse management personnel
a) Be familiar with the main business procedures such as receiving, shipping, storage, maintenance and maintenance in warehouse management, and can strictly perform actual operations according to the specifications;
b) Understand the common sense of storage and maintenance of inventory products, and can reasonably store and timely maintain the products they keep; c) Master the warehouse fire prevention, moisture prevention and safety operation procedures, and can effectively remedy low-level fires. 4.2 Site facilities
4.2.1 Site
Agricultural machinery marketing enterprises should have sites that are suitable for their business scope and scale (see Chapter 5). 4.2.2 Marketing facilities
a) Agricultural machinery marketing enterprises that operate complete machines should have equipment for inspecting, repairing and maintaining products, including general measuring tools, disassembly and assembly tools, instruments and technical data.
b) Agricultural machinery marketing enterprises that operate accessories should have general hardness and tolerance testing instruments. 5 Grading
5.1 Principles of grading
Based on the principle of being able to comprehensively and systematically reflect the comprehensive capabilities of enterprises, agricultural machinery marketing enterprises are divided into three levels, namely, level one, level two and level three. The highest level is the highest, and the levels are lower in order.
5.2 Basis of grading
The grading of agricultural machinery marketing enterprises is based on the assets (funds), sites, facilities and equipment, technical strength, management and service level, reputation, business scale and capabilities of the enterprises. The specific assessment shall be carried out in accordance with the corresponding assessment methods. 5.3 Conditions for classification

5.3.1.1 General

A first-level agricultural machinery marketing enterprise should be an enterprise with a high reputation among its domestic peers, good credit, a large business scale, complete facilities and equipment, first-class service level, and standardized management. 5.3.1.2 Funds and site facilities
a) Total assets shall not be less than RMB 35 million, and net assets shall not be less than RMB 3.5 million; b) The business and storage area shall be more than 1,500 m2, with independent sales offices, warehouses, maintenance workshops, negotiation rooms, financial offices, etc.; c) Facilities and equipment shall meet the requirements of WB/T1014. 5.3.1.3 Technical Strength
a) More than 50% of the management personnel above the deputy general manager level should have a college degree or above; b) More than 30% of the business personnel should be technical personnel with relevant professional knowledge; c) After-sales service personnel should have received professional training, and more than 50% of the personnel should have professional technical titles. 5.3.1.4 Management and service level
a) Have an effective set of management systems and operating standards that are suitable for the operation of the enterprise, and have inspection, supervision and treatment measures; b) The service quality should meet the requirements of WB/T1014 standards. 5.3.1.5 Business scale and reputation
a) Annual sales of more than 80 million yuan, and a relatively complete range of business products; b) Have the ability to sell and provide after-sales services for large agricultural machinery and engineering machinery; c) Strictly implement commodity procurement and sales contracts, and have a credit rating of AA or above in major opening banks. 5.3.2 Secondary agricultural machinery marketing enterprises
5.3.2.1 General provisions
Secondary agricultural machinery marketing enterprises should have a certain business foundation and quality assurance capabilities, and their funds, site facilities, and technical strength can meet the needs of operating agricultural machinery hosts and accessories, and have a good reputation and standardized services and management. 5.3.2.2 Funds and site facilities
a) Total assets not less than 20 million yuan, net assets not less than 2 million yuan; b) Business and storage area not less than 1000m2 with independent sales department, warehouse, finance office, etc. c) Facilities and equipment should basically meet the requirements of WB/T1014. 5.3.2.3 Technical strength
Technical strength should meet the requirements of WB/T1014. 5.3.2.4 Management and service level
a) Enterprise management is standardized, and various rules and regulations are sound; b) Service quality should meet the requirements of WB/T1014. 5.3.2.5 Business scale and reputation
a) Annual sales of more than 30 million yuan, with a relatively complete range of business products; b) Have the ability to sell and provide after-sales services for general agricultural machinery hosts and accessories; c) The enterprise strictly implements contracts in procurement and sales activities, and has a reputation of A or above in major opening banks. 5.3.3 Level 3 agricultural machinery marketing enterprises
5.3.3.1 General
Level 3 agricultural machinery marketing enterprises should be enterprises with certain assets, business scale and quality assurance capabilities, and relatively standardized services and management. 5.3.3.2 Assets and site facilities
a) Total assets shall not be less than 5 million yuan, and net assets shall not be less than 500,000 yuan; b) Business and storage areas shall be more than 200m2, with independent sales offices, warehouses, and financial offices; c) Have general hardness and tolerance testing instruments. 5.3.3.3 Technical strength
a) The legal person of the enterprise shall have a college degree (or equivalent to a college degree) or above;3

b) There shall be professional and technical personnel in relevant majors among the business personnel. 5.3.3.4 Management and service level
a) The enterprise management is relatively standardized, and the main rules and regulations are sound; b) The service quality can basically meet the requirements of WB/T1014. 5.3.3.5 Business scale and reputation
a) Annual sales are more than 6 million yuan;
b) After-sales service capabilities can meet the "Regulations on the Responsibility of Repair, Replacement and Return of Agricultural Machinery Products" c) The enterprise has a good reputation.
6 Market behavior requirements
Market behavior requirements are the basic requirements that agricultural machinery marketing enterprises should meet in terms of business management. 6.1 Commodity procurement requirements
6.1.1 Legitimate suppliers with quality assurance capabilities should be selected. 6.1.2 The purchased goods should have the factory name, factory address, product quality standards and product certificates. Products that do not meet the above conditions shall not be purchased and operated.
6.1.3 A commodity purchase contract and after-sales service agreement should be signed with the supplier, and its rights and obligations should be fulfilled conscientiously. 6.2 Requirements for commodity acceptance
6.2.1 Agricultural machinery marketing enterprises should establish and implement a system for inspection and acceptance of incoming goods. 6.2.2 Commodity quality inspection
Inspect the packaging, rust prevention, appearance, and quantity of the goods in the warehouse, verify whether the factory name, factory address, product name, specification model, factory date, and certificate of conformity, logo, standard number, and instruction manual are complete, and conduct necessary routine inspections. 6.3 Requirements for warehouse management
6.3.1 The inventory goods should be classified and placed according to their characteristics, in accordance with the "scientific, orderly, and neat" storage requirements, and be well registered to keep the accounts and goods consistent. 6.3.2 Check the quality of inventory goods in a timely manner, start, refuel, operate or turn over on time: Goods that need maintenance should be maintained in a timely manner according to scientific methods to ensure that the inventory goods are error-free, rust-free, deteriorated, not lost, and safe and intact. 6.3.3 Ensure the safety of the warehouse, do a good job in fire prevention, theft prevention, and anti-destruction work, regularly check and update fire-fighting equipment, frequently conduct fire-fighting education for warehouse personnel, raise vigilance, and eliminate hidden dangers in a timely manner. 6.4 Sales service requirements
6.4.1 Product sales personnel should truthfully introduce the manufacturer, specifications, technical performance, quality grade and other relevant technical quality information of the product to users, and recommend high-quality products to users. 6.4.2 Product sales personnel should truthfully introduce to users the precautions for the use, maintenance, and care of the product, as well as the after-sales service methods and repair units, and provide valid invoices and after-sales service certificates. 6.4.3 When selling complete agricultural machinery, bring users all the random tools, spare parts, accessories, certificates of conformity, instruction manuals and other technical information according to the manufacturer's packing list, and help users install and debug. 6.4.4 When selling accessories, explain to users clearly that the parts are applicable to general interchangeable models, answer users' questions, and actively help find parts that users urgently need.
6.4.5 When selling used agricultural machinery and disposing of goods, the principle of explicitness and voluntariness must be followed, and users must not be cheated. 6.4.6 Goods that have been explicitly eliminated by the state or that are harmful to the personal and property safety of users must not be sold or discounted. 6.5 After-sales service requirements

6 Market behavior requirements
