The following documents are essential for the application of this document. For all dated references, only the dated version applies to this document. For all undated references, the latest version (including all amendments) applies to this document. GB13690 General Rules for Classification and Hazard Communication of Chemicals United Nations "Globally Harmonized System of Classification and Labelling of Chemicals" (Fourth Revised Edition) United Nations "Recommendations on the Transport of Dangerous Goods Model Regulations" (Seventeenth Revised Edition) International Convention on the Protection of the Ozone Layer "Montreal Protocol on Substances that Deplete the Ozone Layer" 3 Terms and Definitions
GB13690 defines and the following terms and definitions apply to this document. 3.1
Ozone depletion potential; ODp The ratio of the differential emissions of a certain compound to the comprehensive disturbance to the entire ozone layer relative to the same mass of trichlorofluoromethane. 4 Classification criteria
Substances and mixtures are classified as Category 1 according to Table 1. Table 1 Classification of substances and mixtures that are hazardous to the ozone layer
5 Decision logic
Any regulated substance listed in the Annex to the Montreal Protocol on Substances that Deplete the Ozone Layer (hereinafter referred to as the Montreal Protocol); or
Any mixture containing at least one component listed in the Annex to the Montreal Protocol (see Appendix A) in a concentration of not less than 0.1% The decision logic is for reference only. See Appendix B for the decision logic. It is particularly recommended that the person responsible for classification study Chapter 4 of GB30000.29—2013 before and during the use of the decision logic.
6 Labelling
6.1 Overview
6.1.1 For labels that are hazardous to the ozone layer, the hazard categories are listed in the order of the designated pictogram, signal word and hazard statement. The hazard classes or categories covered by the United Nations "Recommendations on the Transport of Dangerous Goods Model Regulations" (hereinafter referred to as the "Model Regulations") should list the designated corresponding graphic symbol for each category on the label. The allocation of ozone layer hazard label elements is shown in Appendix C. 6.1.2 The classification criteria and label elements for substances and mixtures that are hazardous to the ozone layer are shown in Appendix D. 6.1.3 The information required on the label includes hazard pictograms, signal rooms, hazard statements, precautionary statements, product identifiers and supplier logos. 6.2 Hazard pictograms
Hazard pictograms should be black with a white background and the red frame should be wide enough to be visible: 6.3 Signal words
Signal words are words used on the label to indicate the relative severity of the hazard and to alert the reader to potential hazards. The signal words are "Danger" and "Warning". For hazards to the ozone layer, only the signal word "Warning" is used. 6.4 Hazard statements
Hazard statements are words assigned to hazard classes and categories. They are used to describe the hazardous nature of a hazardous product used by GHS and, where appropriate, its degree of hazard. Hazard statements and precautionary statements for hazards to the ozone layer are shown in Table D.1 and in Appendix E. 6.5 Precautionary statements
Precautionary statements A statement is a word (and or pictogram) used to summarize the recommended actions to minimize or prevent further exposure to the hazardous product or the adverse effects of improper storage or handling of the hazardous product. To achieve this, there are three types of precautionary statements: general, prevention, emergency, storage and disposal. For precautionary statements, see Appendix 6.6 Product identification. 6.6.1 The product identifier should be used on the label and should be consistent with the product identifier used on the Material Safety Data Sheet. If a substance or mixture is listed in the Model Regulations, the correct UN shipping name should also be used on the packaging. 6.6.2 The label should include the chemical name of the substance. The competent authority may require that the chemical names of all components that may cause the mixture to be hazardous be listed on the label.
6.7 Supplier identification
The name, address and telephone number of the manufacturer or supplier of the substance or mixture shall be provided on the label. 6.8 Label examples
For examples of labels for ozone layer hazards, see Appendix F. Appendix A
