With the development of the national economy, more and more units and individuals are developing and utilizing marine resources. In order to strengthen the management of marine resources, protect the national marine ownership and the legitimate rights and interests of sea area users, and promote the rational development and sustainable use of sea areas, my country has formulated and developed the Sea Area Utilization Theory of the People's Republic of China. The Sea Area Utilization Area Measurement Specification is formulated to standardize the method of sea area utilization, which is helpful to the implementation of the Sea Area Utilization Management Law of the People's Republic of China. This standard is based on the summary of domestic sea area dynamic measurement experience for many years, the relevant documents and the relevant standards issued by the relevant departments, and is compiled according to the actual situation of the sea environment.
