Compared with the four standards it replaces, this standard has the following major changes:

This standard specifies the terminology, basic principles, working procedures and methods of comprehensive standardization. This standard applies to comprehensive standardization activities for various types of standardization objects. 2 Terms and definitions

Based on the needs of scientific and technological development and national economic construction, the comprehensive standardization objects shall be selected based on economic efficiency. We should start from the needs of national economic and social development, select objects with great technical and economic significance and obvious benefits, and their functions should be interrelated within a certain range. Only through vertical and horizontal cooperation can we quickly solve the coordination and optimization combination of related parameter indicators. 5.2 Research
The research includes the following contents:
a) The current status of the comprehensive standardization object and the level of similar products at home and abroad; b) The overview of domestic and foreign standards;
c) The basic situation and opinions of all relevant parties of the comprehensive standardization object. 5.3 Feasibility Analysis
According to the needs and possibilities, conduct a feasibility analysis on the selected object, the required human, material and financial resources, and whether the expected technical, economic and social benefits can be obtained. 5.4 Establish a coordination organization
Based on the determined comprehensive standardization object, an authoritative coordination organization composed of personnel from all relevant parties shall be responsible for the coordination and organization and implementation of the establishment of the standard complex.
The coordination organization shall establish a strict work system and clarify responsibilities and division of labor. 6 Planning stage
6.1 Determine the goal
Collect data related to the comprehensive standardization object, and accurately grasp its domestic and international status and development trend through analysis and comparison. 6.2.1 Nature of the standard complex plan
The standard complex plan is a guiding and planning document, which is valid until the predetermined goals are achieved; it is a guide for establishing a standard complex, preparing standard formulation and revision plans, and determining related scientific research projects; it is the basis for coordinating and solving cross-departmental comprehensive standardization work. 6.2.2 Contents of the standard complex plan
The standard complex plan includes the following contents: comprehensive standardization objects and their related elements; - All standards that need to be formulated and revised; - Technical requirements for the final target value and related elements; - Necessary scientific research projects;

6.2.3 Basic principles for preparing standard complex planning GB/T12366—2009
The standard complex planning should be jointly prepared by all relevant departments and should be combined with the specific work and planned tasks of each department. The required material resources, labor resources and funds should be considered when preparing the standard complex planning. The standard complex planning should be accompanied by a preparation manual and an implementation outline.
6.2.4 Procedure for preparing standard complex planning
6.2.4.1 Determine the object system
Put forward the overall goal of the object system, and decompose the determined goal into specific target values ​​based on the internal connection or functional requirements of the comprehensive standardization object and its related elements.
The decomposed target value should be able to ensure the realization of the determined goal, and pay attention to the inheritance of the work process. The target value should generally be quantified and verifiable. A full demonstration should be made on various possible target decomposition schemes to select the best one. 6.2.4.2 Conduct system analysis
By analyzing the data, conduct a system analysis of the comprehensive standardization object, find out the various related factors that affect the determined goals, and clarify the internal connections and functional requirements between the comprehensive standardization object and the related factors and the related factors. Reasonably determine the scope of the comprehensive standardization object and its related factors. And draw a diagram of the related factors of the comprehensive standardization object or give a text description to clarify its system relationship. The diagram and text should meet the following requirements:

6.2.4.4 Determine standard projects
Sort out the relationship, and classify the standardization, projects and topics according to the nature and level of the element systems contained in the complex according to the relevant element diagram. 7 Formulation stage
7.1 Formulation of work plan
