This standard specifies the format and filling method of the handover certificate for archives. This standard applies to archives and archives rooms. The handover of archives between the agency and its subordinate units or between the internal institutions of the agency should also be used as a reference.
2 Terminology

3.1 The handover certificate for archives is a document that is formed in the process of changing the custodian or owner of the archives and has legal effect. The handover certificate for archives should be kept in duplicate by the transferring unit and the receiving unit respectively. 3.2 The archive handover document consists of three parts
3.2.1 The first part is: confirming the legal identity of the handover unit or individual, the nature and scope of the handover. 3.2.2 The second part is: the types and quantities of the handed-over archives, data and related materials. 3.2.3 The third part is: removal instructions and receiving opinions. 3.3 The specifications of the archive handover document are 297mm×210mm (see the figure below for details). Approved by the State Bureau of Technical Supervision on December 17, 1992, and implemented on July 1, 1993

4 How to fill in the document of file transfer
4.1 How to fill in the first part

4.1.1 The column for confirming the legal identity of the transfer unit or individual should be filled in by both parties. The full name or standardized common abbreviation should be filled in the column of unit name: the former name is prohibited. a.
The leader column should be signed by the current leader with legal person status or the head of the department in the unit who can assume the responsibility.
The person in charge column should be signed by the person who is directly responsible for the handover of the archives. c
The date of removal and receipt should be the same.
After filling in the above columns, the unit seal should be affixed. e.
The owner of the archives owned by individuals should sign in the column of the unit from which the archives are transferred. f.
4.1.2 The nature of the handover column should be filled in by both parties. 4.1.3 The nature of the handover is divided into four types: transfer, deposit, requisition or acquisition, and donation. Transfer: The handover of archives between institutions, groups, enterprises, institutions and other groups and archives, between archives and archives buildings, and within the unit is a transfer.
b. Deposit: Collective and individual archives are handed over to archives (rooms) for safekeeping. During the safekeeping period, the ownership of the archives still belongs to the original owner. c. Procurement or purchase: The state collects collective and individual archives according to law. After the handover, the archives belong to the state. d. Donation: The state donates collective or individual archives for free. After the handover, the archives belong to the state. 4.1.4 The year column of the archive should be filled in by the unit that transferred the archives. The earliest and latest time of the formation of the various types of archives should be filled in according to the security. 4.2 How to fill in the second part
4.2.1 The columns of the second part should be filled in by the unit that transferred out and verified by the receiving unit. 4.2.2 The archive category column should be classified according to different categories of archives, different carriers, and files and materials. One category, one item, and fill in order. 4.2.3 The number of archives should generally be counted or measured in meters. Zero-rescue files can be measured in meters. The units of measurement for audio-visual archives are sheets and disks.
4.2.4 The column of types of retrieval and reference tools should be filled with the relevant materials transferred with the archives according to regulations: the case directory, data directory, Jinzong guide and catalog cards should be transferred with the archives. 4.2.5 The quantity unit of retrieval and reference tools is volume (set). 4.3 How to fill in the third part
4.3.1 The column of removal instructions should be filled in by the removing unit: 4.3.2 The column of removal instructions should be filled in with matters related to the archive handover or matters that need to be explained. a. Whether the archives are damaged, moth-eaten, rat-bitten, paper deteriorated, blurred handwriting, etc. b.
Whether the contents of the archives involve state secrets, the scope of restricted or prohibited use when the archives are used, whether there are other documents generated in the archive handover, d. Other matters that need to be explained.
4.3.3 The column of receiving opinions should be filled in by the receiving unit. 4.3.4 The receiving opinion column should be filled with the handover process and acceptance opinions. a. Are there any items that need to be recorded during the handover process? b. Whether the items filled in by the transferor are true. c. Evaluate the received archives in accordance with the Archives Law and the relevant regulations of the archives administrative authority. 1.3.5 If the columns in Part III are not filled in, they can be written on a separate sheet of paper.
