This standard specifies the principles of national economic industry classification and the basic units for industry classification, coding methods and codes. This standard is applicable to enterprises, institutions, state organs and social groups for industry classification. In the work of planning, statistics, financial accounting, taxation, industrial and commercial administration, national macro-management, departmental management, etc., industry classification data shall be processed and relevant analysis and research work shall be carried out in accordance with the provisions of this standard.
2 Classification principles
2.1 The principles for statistical unit classification in the new national economic accounting system shall be used as the basic principles for industry classification, and the distinction between primary, secondary and lower industries shall be noted in the classification.
2.2 Based on the principle of classification according to the same nature of economic activities. That is, the industry classification is mainly based on the production and operation activities or other social and economic activities engaged in by enterprises, institutions, government agencies and individual employees, and is classified according to the administrative system to which they belong. In essence, an industry refers to the combination of all units engaged in one activity. 2.3 Actively learn from the experience of industry classification standards in various countries around the world, and try to get closer to the United Nations International Standard Industrial Classification (ISIC) in specific classifications to facilitate international data comparison. 3 Basic units for industry classification
3.1 Enterprises, institutions, state agencies and social groups and other organizations use industrial activity units as the basic units for dividing national economic industries. Industrial activity units refer to units that engage in one or more economic activities in one place. For most enterprises, administrative institutions, because the economic activities they engage in are relatively simple, they are industrial activity units. However, for large joint enterprises, group companies or units engaged in two or more economic activities, it is necessary to further divide industrial activity units according to economic activities.
An industrial activity unit shall meet one of the following conditions at the same time: a. It has a place and engages in one or mainly one economic activity; b. It independently organizes production, management or business activities; c. It has accounting data on income and expenditure. 3.2 For industrial, construction, wholesale and retail trade, transportation, culture, education and health units run by townships, towns and villages, if they meet the conditions of industrial activity units, their industries shall be classified according to the nature of their economic activities. Among them, units that can be classified as industrial business industries in township, town and village enterprises shall meet the following 40 conditions at the same time: a. Have fixed (or relatively fixed) production organizations, sites, production equipment and personnel engaged in industrial production; h. Engage in industrial production activities all year round or engage in seasonal production, with the annual start time of more than three months. 4 Coding method
4.1 The new industry classification adopts the linear classification method, dividing social and economic activities into four levels: categories, major categories, medium categories and small categories. Correspondingly, the coding of this system mainly adopts the hierarchical coding method. Categories are not closely related to humans in the system, and their coding is independent of the coding methods of major, medium and small categories.
Specifically, categories adopt the alphabetical coding method, that is, ABC.. is used to represent the major, medium and small categories in sequence according to the hierarchy and complete decimal system, forming a three-layer four-digit code industry category identification system. However, major categories are not included in the hierarchical coding. While coding, the document adopts the digital sequence coding method, that is, the first two digits of the code represent the major category, and the major category is coded in ascending order from the beginning according to the arrangement order of the classification system: the first three and the first four digits of the code represent the medium category and the small category respectively, and each layer of code starts from 1 and is arranged in ascending order, up to 9. For example, 82 represents the major category "information and consulting services", 822 represents the medium category "consulting services", and 8223 represents the small category "accounting, auditing, and statistical consulting services". 4.2 Since a collection category with the word "other" is established at each level of the classification, in order to be able to identify these categories, each level is represented by a special number. That is, when the human code is "99", it represents the collection category of the major category; when the last digit of the code of the medium category and the small category is "9", it represents the collection category of the medium category and the small category respectively.
