Announcement on the Issuance of the National Standard "Code for Construction and Acceptance of Water and Sewerage Pipeline Works"
The "Code for Construction and Acceptance of Water and Sewerage Pipeline Works" is now approved as a national standard, numbered GB50268-2008, and will be implemented on May 1, 2009. Among them, Articles 1.0.3, 3.1.9, 3.1.15, 3.2.8, 9.1.10 and 9.1.11 are mandatory provisions and must be strictly enforced. The original "Code for Construction and Acceptance of Water Supply and Drainage Pipeline Engineering" GB50268-97 and "Standard for Quality Inspection and Assessment of Municipal Drainage Pipeline Engineering" CJJ3-90 are abolished at the same time.
This code is published and distributed by China Building Industry Press organized by the Standard and Quota Research Institute of our Ministry.

This code is revised by Beijing Municipal Construction Group Co., Ltd. and relevant units in accordance with the requirements of the Ministry of Construction's "Notice on Issuing the "2004 National Standard Formulation and Revision Plan for Engineering Construction" (Jianbiao (2004) No. 67). During the revision process, the drafting team conducted in-depth investigations and research and special seminars, summarized the practical experience of water supply and drainage pipeline construction and quality acceptance in various parts of my country, adhered to the guiding principles of "separation of inspection and evaluation, strengthening acceptance, improving means, and process control", referred to relevant domestic and foreign specifications, and widely solicited opinions from relevant units in various forms, and finally finalized after review. The main contents of this specification are: general principles, terminology, basic regulations, earthwork and foundation treatment, main structure of pipelines with fine construction, main structure of pipelines without groove construction, main structure of immersed pipes and bridge pipes, pipeline ancillary structures, pipeline functional tests and appendices.
The provisions marked in bold in this specification are mandatory and must be strictly enforced. The Ministry of Housing and Urban-Rural Development is responsible for the management and interpretation of mandatory provisions of this specification, and Beijing Municipal Construction Group Co., Ltd. is responsible for the interpretation of specific technical contents. 1 General
1.0.1 This specification is formulated to strengthen the construction management of water supply and drainage (hereinafter referred to as water supply and drainage) pipeline projects, standardize construction technology, unify construction quality inspection and acceptance standards, and ensure project quality. 1.0.2 This specification is applicable to the construction and acceptance of outdoor water supply and drainage pipeline projects for newly built, expanded and renovated urban public facilities and industrial enterprises; it is not applicable to the construction and acceptance of water supply and drainage pipelines with special requirements in industrial enterprises. 1.0.3 The varieties, specifications and performance of raw materials, semi-finished products, finished products and other products used in water supply and drainage pipeline projects must comply with the provisions and design requirements of relevant national standards; products that come into contact with drinking water must meet relevant hygiene requirements. It is strictly prohibited to use products that have been explicitly eliminated or banned by the state.
1.0.4 The construction and acceptance of water supply and drainage pipeline projects shall comply with the provisions of relevant national standards in addition to the provisions of this specification.
2.0.1 Pressure pipeline pressurepipeline 2 Terms
This specification refers to water supply and drainage pipelines with a working pressure of 0.1MPa or above. 2.0.2 Nonpressure pipeline nonpressure pipeline This specification refers to water supply and drainage pipelines with a working pressure of less than 0.1MPa. 2.0.3 Rigid pipeline rigidpipeline
Pipes that mainly rely on the strength of the pipe body material to support external forces have little deformation under external loads, and the failure of the pipeline is due to the control of the strength of the pipe wall. This specification refers to reinforced concrete, prestressed (self-)stressed concrete pipes and prestressed steel cylinder concrete pipes. 2.0.4 Flexible pipeline flexiblepipeline Pipes that deform significantly under external loads. Most of the vertical loads are balanced by the elastic resistance generated by the soil on both sides of the pipe. The failure of the pipeline is usually caused by deformation rather than damage to the pipe wall. This specification mainly refers to steel pipes, chemical building material pipes and ductile iron pipes with flexible joints.
2.0.5 Rigid joints of pipelines Pipeline joints that cannot withstand a certain amount of axial displacement and relative angular displacement, such as pipe joints sealed with cement materials or connected with flanges.
2.0.6 Flexible joints of pipelines Pipeline joints that can withstand a certain amount of axial displacement and relative angular displacement, such as pipe joints sealed with rubber rings and other materials. 2.0.7 Chemical material pipes chemical material pipes This specification refers to the general term for glass fiber pipes or glass fiber reinforced thermosetting plastic pipes (referred to as FRP pipes), rigid polyvinyl chloride pipes (UPVC), polyethylene pipes (PE), polypropylene pipes (PP) and steel-plastic composite pipes. 2.0.8 Canal, ditch, channel refers to rectangular, arched and other special (non-circular) cross-section water delivery channels built with bricks, stones, concrete blocks, cast on-site with reinforced concrete or assembled with prefabricated reinforced concrete components. 2.0.9 Trench installation A construction method of excavating a trench from the surface and laying pipes (channels) in the trench. 2.0.10 Trenchless installation A construction method of laying or pouring pipes (channels) in a hole excavated under the ground along the pipeline, including jacking method, shield method, shallow buried dark excavation method, directional drilling method, ramming pipe method, etc. 2.o.11 Pipeline cross processing refers to the necessary construction treatment to ensure the safety of construction and the operation of existing pipelines when the construction pipeline intersects or is close to the existing pipeline.

3Basic provisions
Basic construction provisions
3.1.1Construction units engaged in water supply and drainage pipeline projects should have corresponding construction qualifications, and construction personnel should have corresponding qualifications. The construction and quality management of water supply and drainage pipeline projects should have corresponding construction technical standards. 3.1.2Construction units should establish and improve construction technology, quality, production safety and other management systems, formulate various construction management regulations, and implement them.
3.1.3Construction units should organize relevant construction technical management personnel to conduct in-depth investigations along the line in accordance with the contract documents, design documents and relevant specifications and standards, and according to the construction unit's underground pipelines and other structural (construction) data and engineering hydrogeological data within the construction boundary, to understand and grasp the actual situation on site and make good preparations for construction. 3.1.4Construction units should be familiar with and review construction drawings, and grasp the design intent and requirements. Implement the self-examination, joint review (briefing) and visa system; when questions or errors are found in the construction drawings, opinions and suggestions should be put forward in a timely manner: if the design needs to be changed, it should be submitted for review in accordance with the corresponding procedures, and implemented after being approved by the relevant units. 3.1.5 The construction unit should prepare a construction organization design before starting construction, and prepare special construction plans for key sub-items and sub-projects. The construction organization design and special construction plan must be approved and implemented according to the prescribed procedures, and the change approval must be handled when there is a change. 3.1.6 Temporary construction facilities should be reasonably set up according to the characteristics of the project, and there should be an overall layout plan. For projects that should not be interrupted, there should be backup power and equipment.
3.1.7 Construction measurement should be carried out under the review system of the construction unit and the re-measurement system of the supervision unit, and relevant records should be filled in and comply with the following provisions: Before construction, the construction unit should organize relevant units to hand over piles on site, and the construction unit should re-check and measure the handed-over piles: When the original measurement piles are lost or displaced, they should be promptly supplemented with piles for correction, and should be identified by the corresponding technical quality management departments and personnel: 2 The setting of temporary leveling points and pipeline axis control piles should be easy to observe, not easily disturbed and must be firm, and protective measures should be taken; the number of temporary leveling points along the line for trenching and laying pipelines should not be less than 1 for every 200m; 3 Temporary Temporary leveling points, pipeline axis control piles and elevation piles must be reviewed before use, and should be checked frequently: 4 Temporary leveling points and pipeline axis control piles for pipelines, immersed pipes, bridge pipes and other projects without trenching should be set according to the construction plan and checked in time;
5 The plane position and elevation of the connection between existing pipelines, structures (buildings) and the proposed project must be calibrated before construction begins. 3.1.8 The allowable deviation of construction measurement shall comply with the provisions of Table 3.1.8 and shall meet the relevant provisions of the current national standards "Engineering Survey Code" GB50026 and "Urban Survey Code" CJJ8: Special provisions shall also be observed for pipelines with specific requirements. 3.1.9 The pipes, pipeline accessories, components (accessories) and main raw materials used in the project must be inspected upon entry into the construction site and must be well kept. During the on-site acceptance, the ordering contract, quality certificate, performance test report, instruction manual, commodity inspection report and certificates of imported products of each batch of products shall be checked, and re-inspected according to relevant national standards. They can only be used after passing the acceptance. 3.1.10 The engineering materials such as concrete, mortar, anti-corrosion and waterproof coatings prepared on site shall be used after passing the inspection. 3.1.11 During the transportation, storage and construction process of the pipe joints, semi-finished products, components (accessories), etc., effective measures must be taken to prevent them from being damaged, rusted or deteriorated.
3.1.12 The construction unit must abide by the laws and regulations of the state and local governments on environmental protection, and take effective measures to control the pollution and harm to the environment caused by various dust, exhaust gas, waste, noise, vibration, etc. on the construction site. 3.1.13 The construction unit must obtain a safety production license, and shall abide by the laws and regulations on construction safety, labor protection, fire prevention, and poison prevention, establish a safety management system and a safety production responsibility system to ensure safe construction. For special operations such as construction without trenching, pipelines crossing rivers or deep foundation trenches, special construction plans should be formulated. 3.1.14 The measuring instruments and testing equipment used in quality inspection and acceptance must be qualified after metrological verification and calibration before use. The unit responsible for material and equipment testing should have the corresponding qualifications. 3.1.15 The following provisions shall be met in the quality control of water supply and drainage pipeline construction 1 Each sub-project shall be subject to quality control in accordance with the construction technical standards, and each sub-project must be inspected after completion; 2 Handover inspection must be carried out between related sub-projects, and all concealed sub-projects must be subject to concealed acceptance. The next sub-project shall not be carried out without inspection or acceptance failure 3.1.16 Before installing pipeline ancillary equipment, the location, elevation, and size of the relevant equipment foundation, pre-processed parts, and reserved holes shall be reviewed. 3.1.17 The construction unit shall control the quality of the project construction throughout the entire process in accordance with the corresponding construction technical standards, and the construction unit, survey unit, design unit, supervision unit and other parties shall manage the quality of the project in accordance with relevant regulations. 8 The project shall be put into use only after passing the final acceptance. 3.1.18
3.2 Basic provisions for quality acceptance
3.2.1 The quality acceptance of water supply and drainage pipeline construction shall be carried out on the basis of the self-inspection of the construction unit, in the order of acceptance batch, sub-project, section (sub-section) project, unit (sub-unit) project, and shall comply with the following provisions: 1 The quality of project construction shall comply with the provisions of this specification and relevant professional acceptance specifications; 2 The quality of project construction shall comply with the requirements of engineering survey and design documents; 3 All parties involved in the quality acceptance of project construction shall have corresponding qualifications; 4 The quality acceptance of project construction shall be based on the self-inspection and qualified evaluation of the construction unit. The construction unit shall notify the supervision unit and other units to conduct acceptance before concealment of concealed works, and form acceptance documents: 5
6 Test blocks, test pieces and on-site inspection items involving structural safety and use functions shall be subject to parallel inspection or witness sampling inspection as required;
The quality of the acceptance batch shall be inspected according to the main control items and general items; The number of inspections for each inspection item shall be fully inspected unless otherwise specified in the relevant 7
clauses of this specification; 8 Tests or inspections shall be conducted on sub-projects involving structural safety and use functions; 9 The unit responsible for the inspection shall have the corresponding qualifications; 10 The appearance quality shall be jointly confirmed by the quality acceptance personnel through on-site inspection. 3.2.2 The division of unit (sub-unit) engineering, sub-section (sub-sub-section) engineering, sub-project and acceptance batch can be determined before the construction of the project according to Appendix A of this specification, and the filling of quality acceptance records shall be filled in according to Appendix B of this specification. 3.2.3 The quality acceptance of the acceptance batch shall meet the following requirements: 1 The quality of the main control project shall be qualified after sampling inspection: 2 The qualified rate of sampling inspection of the measured (allowable deviation) items in general projects shall reach 80%, and the maximum deviation value of the over-difference point shall be within 1.5 times the allowable deviation value: 3 The on-site acceptance and re-inspection of the main engineering materials shall be qualified, and the test blocks and test pieces shall be qualified: 4 The quality assurance data of the main engineering materials and the relevant test and inspection data are complete and correct: There are complete construction operation basis and quality inspection records.
3.2.4 The quality acceptance of the sub-project shall meet the following requirements: 1 The quality acceptance of the acceptance batch contained in the sub-project is all qualified: 2 The quality acceptance records of the acceptance batch contained in the sub-project should be complete and correct: The relevant quality assurance data and test and inspection data should be complete and correct.
3.2.5 The quality acceptance of the section (sub-section) project shall comply with the following provisions: 1 The quality acceptance of all sub-projects included in the section (sub-section) project shall be qualified; 2 The quality control data shall be complete;
In the section (sub-section) project, the inspection and sampling test results of foundation treatment, pile foundation testing, concrete strength, concrete impermeability, pipeline interface 3
connection, pipeline location and elevation, metal pipeline anti-corrosion layer, water pressure test, pipeline equipment installation and commissioning, cathodic protection installation test, backfill compaction, etc. shall comply with the relevant provisions of this specification; 4 The appearance quality acceptance shall meet the requirements.
3.2.6 The quality acceptance of unit (sub-unit) projects shall comply with the following provisions: 1
The quality acceptance of all qualified quality control documents of the divisions (sub-divisions) included in the unit (sub-unit) project shall be complete;
The inspection data related to the safety and use function of the divisions (sub-divisions) included in the unit (sub-unit) project shall be complete: the test inspections and spot checks on the external anti-corrosion layer of metal pipes, steel pipe cathodic protection system, pipeline equipment operation, pipeline location and elevation, as well as pipeline use function tests shall comply with the provisions of this specification; 5 The appearance quality acceptance shall meet the requirements.
When the quality acceptance of water supply and drainage pipeline projects fails: it should be handled in accordance with the following provisions: 3.2.7
The acceptance batches that have been reworked or replaced with pipe joints, pipe fittings, pipeline equipment, etc. should be re-accepted: 1
2 The acceptance batches that can meet the design requirements after inspection and appraisal by a testing unit with corresponding qualifications should be accepted; 3 The acceptance batches that cannot meet the design requirements after inspection and appraisal by a testing unit with corresponding qualifications, but can meet the structural safety and functional requirements after verification and approval by the original design unit, can be accepted: 4 The sub-projects, divisions (sub-divisions) of the projects that have been repaired or reinforced, but the external dimensions have been changed but can still meet the structural safety and functional requirements, can be accepted according to the technical processing plan documents and negotiation documents, 3.2.8 The division (sub-division) projects and unit (sub-unit) projects that still cannot meet the structural safety or functional requirements after repair or reinforcement are strictly prohibited from acceptance.
3.2.9 The acceptance batch and sub-projects shall be inspected and accepted by the technical person in charge of the construction project (professional quality inspector) organized by the professional supervision engineer.
The section (sub-section) project shall be inspected and accepted by the person in charge of the construction project quality, etc. organized by the professional supervision engineer65 The quality acceptance of the section (sub-section) project shall comply with the following provisions: 1 The quality acceptance of all sub-projects contained in the section (sub-section) project shall be qualified; 2 The quality control data shall be complete; In the section (sub-section) project, the inspection and sampling test results of foundation treatment, pile foundation testing, concrete strength, concrete impermeability, pipeline interface 3
connection, pipeline location and elevation, metal pipeline anti-corrosion layer, water pressure test, pipeline equipment installation and commissioning, cathodic protection installation test, backfill compaction, etc. shall comply with the relevant provisions of this specification; 4 The appearance quality acceptance shall meet the requirements.
3.2.6 The quality acceptance of unit (sub-unit) projects shall comply with the following provisions: 1
The quality acceptance of all qualified quality control documents of the divisions (sub-divisions) included in the unit (sub-unit) project shall be complete;

The quality acceptance of all qualified quality control documents of the divisions (sub-divisions) included in the unit (sub-unit) project shall be complete;
The inspection data related to the safety and use function of the divisions (sub-divisions) included in the unit (sub-unit) project shall be complete: the test inspection and random inspection results of the external anti-corrosion layer of the metal pipeline, the steel pipe cathodic protection system, the operation of pipeline equipment, the pipeline position and elevation, and the pipeline use function test shall comply with the provisions of this specification; 5 The appearance quality acceptance shall meet the requirements.
When the quality acceptance of water supply and drainage pipeline projects fails: it should be handled in accordance with the following provisions: 3.2.7
The acceptance batches that have been reworked or replaced with pipe joints, pipe fittings, pipeline equipment, etc. should be re-accepted: 1
2 The acceptance batches that can meet the design requirements after inspection and appraisal by a testing unit with corresponding qualifications should be accepted; 3 The acceptance batches that cannot meet the design requirements after inspection and appraisal by a testing unit with corresponding qualifications, but can meet the structural safety and functional requirements after verification and approval by the original design unit, can be accepted: 4 The sub-projects, divisions (sub-divisions) of the projects that have been repaired or reinforced, but the external dimensions have been changed but can still meet the structural safety and functional requirements, can be accepted according to the technical processing plan documents and negotiation documents, 3.2.8 The division (sub-division) projects and unit (sub-unit) projects that still cannot meet the structural safety or functional requirements after repair or reinforcement are strictly prohibited from acceptance.
3.2.9 The acceptance batch and sub-projects shall be inspected and accepted by the technical person in charge of the construction project (professional quality inspector) organized by the professional supervision engineer.
