In the standard, the normative reference document GB/T17392 Fabrics for national flags is added, and some technical requirements for the production and color fastness of regional flags are replaced.
This standard replaces GB16689-1996 from the date of implementation. Appendix A, Appendix B and Appendix C of this standard are normative appendices. This standard is proposed by the Hong Kong and Macao Affairs Office of the State Council. This standard is under the jurisdiction of the National Standards Promotion and Administration Commission. This standard is drafted by the Institute of Psychology of the Chinese Academy of Sciences, and Beijing Institute of Fashion Technology participated in the drafting. The main drafters of this standard are: Sun Xiuru, Han Buxin, Zhan Binghong, Qi Yaming. The previous versions replaced by this standard are: GB16689-1996. GB166892004
This standard has prepared normative Appendix A (Notes on the Design of the Flag of the Hong Kong Special Administrative Region of the People's Republic of China) in accordance with Article 10 of the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China and the relevant provisions of the "Explanation on the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China (Draft)" and its related documents.
This standard has formulated the technical requirements for the shape, design, standard size, plate-making positioning and other technical requirements of the flag of the Hong Kong Special Administrative Region of the People's Republic of China in accordance with Annex 1 (Notes on the Production of the Flag of the Hong Kong Special Administrative Region of the People's Republic of China) of the "Interim Measures for the Use of the Flag and Emblem of the Hong Kong Special Administrative Region of the People's Republic of China" adopted at the Fourth Plenary Session of the Hong Kong Special Administrative Region Preparatory Committee of the National People's Congress on August 10, 1996, and has included this document as normative Appendix B. In this standard, some important technical parameters of the flag of the Hong Kong Special Administrative Region, such as the color value of the red color of the flag, the color difference of the flag, the color fastness of various fabrics used to make the flag, the size and allowable error of the flag, and the sewing of the flag, refer to the corresponding indicators in GB12982-2004 National Flag\. This standard applies to flags made of chemical fiber fabrics (excluding artificial fiber fabrics) and silk, and also applies to flags made of cotton, wool and linen fabrics. The appearance quality control of flags made of paper, plastic and other materials should also refer to this standard. 2 Normative references

3 Terms and definitions
The following terms and definitions apply to this standard. 3.1

4.1 Shape and pattern of the regional flag
The shape and pattern of the regional flag shall be in accordance with the relevant provisions of the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China and the Instructions for the Pattern of the Regional Flag of the Hong Kong Special Administrative Region of the People's Republic of China. See Appendix A and Figure 1. 4.2 Standard regional flag size, plate-making positioning and allowable error 4.2.1 The standard regional flag size and plate-making positioning shall be in accordance with the relevant provisions of the Instructions for the Production of the Regional Flag of the Hong Kong Special Administrative Region of the People's Republic of China. See Appendix B.
4.2.2 The standard regional flag size and allowable error are shown in Table 1 and Figure 2. 16689—2004

4.2. 3 For the analytical diagram of the production of standard flags, please see Appendix C. 4.2.4 When making non-standard size flags due to special needs, the standard size and allowable error shall be enlarged or reduced in proportion. 4.3: Fabrics for flags
Fabrics for flags must comply with the relevant provisions of GB/T 17392. 4.4 Flag colors and allowable errors
4.4.1 Red flag, five-star red, stamen red: The red color of flags made of chemical fiber fabrics and silk shall be based on the red color of the national flag standard sample of chemical fiber fabrics and silk in GB12983. When evaluated according to CB/T250: the color difference shall not be less than 3~-4 levels.
4.4.2 White Bauhinia petals: The stimulation value Y1 of the white Bauhinia petals of flags made of chemical fiber fabrics and silk shall not be less than 73. 4.4.3 The white flagpole cover shall be based on the white flagpole cover of the standard sample of the Chinese flag color in GB12983. When evaluating according to GB/T250, the color difference shall not be less than 3-4 levels.
4. 4. 4 Gold or plastic circles that match the color of the flag and the flagpole cover may be placed at appropriate positions on the upper and lower ends of the flagpole cover. The length of the flagpole cover may be appropriately longer than the height of the flag.
4.4.5 The red color of the flag made of cotton, wool and linen fabrics shall be based on the red color of the national flag standard sample of silk screen in GB12983. When evaluated according to GB/T 250, the color difference shall not be less than 3~4 levels. The Y1 value of the white Bauhinia petals shall be consistent with the provisions of 4.4.2 of this standard.
4.5 Color fastness of the flag
The color fastness of the flag is shown in Table 2.

The color fastness of district flags made of cotton, wool and linen fabrics shall not be lower than the requirements for district flags made of silk in Table 2. 4.6 Sewing of district flags
4.6.1 Standard district flags are not allowed to have splicing seams on the flag surface. 4.6.2 The stitching around the flags of No. 1 to No. 5 and the car flag shall be double-threaded, and no wool yarn shall be exposed at the seam edges. Bauhinia color

4.6.3 The number of stitches for the seams around the flag, the flagpole cover and the flag is 31~42 stitches per 1001m. The stitches are straight and wrinkle-free.
Flag appearance assessment
The flag appearance assessment of the regional flag is carried out on a per-flag basis. The assessment requirements are shown in Table 3. 3 Flag appearance assessment requirements

No obvious stains, color matching or color flow is allowed. The five-pointed star and stamens are not allowed to have obvious turbulence or stains. The purple petals are not allowed to have obvious unclear outlines. When evaluated according to GB/T 21, it should be no less than level 4. The flag surface is not allowed to have white edges, deep slant, or defects that obviously affect the appearance. It is not allowed to add decorations, text or other patterns on the flag surface (including both the front and back sides) and around the flag. 5 Test methods
5.1 The quality test method for fabrics used for regional flags shall be carried out in accordance with the provisions of GB/T17932. 5.2 The color difference evaluation method for the red color on the flag surface and the white color of the flagpole cover shall be carried out in accordance with GB/T250, GB16689-2004
5.3 The colorimetric measurement of the white stimulus value YL of the purple petals on the flag surface shall be carried out in accordance with the provisions of 3.3.2 in B/T3979-1998. The measurement results are expressed in accordance with the provisions of 5.1 of GB/T3979-1998, that is, the measured value is expressed by the value Y. 5.4 Test method for color fastness of regional flag
5.4.1 The color fastness to light test shall be carried out in accordance with the provisions of 6.2.3 of GB/T8427-1998. 5.4.2 The color fastness to weather test shall be carried out in accordance with the provisions of 6.4 of GB/T8430-1998. 5.4.3 The color fastness to washing of chemical fiber fabrics shall be carried out in accordance with the provisions of GB/T3921.3, and the color fastness to washing of silk shall be carried out in accordance with the provisions of GB/T 3921.1.
5.5 The measurement of the standard size and allowable error of regional flag shall be carried out with qualified measuring tools with an accuracy of not less than 0.5%. 5.6 The flag appearance assessment test should be conducted under bright natural light at a distance of 1 m to 1.2 m from the flag, and judged visually; when using light inspection, daylight fluorescent lamps should be used, and the illumination should not be less than 7501x. 6 Inspection and measurement
6.1 The shape, pattern and standard size of the flag, fabric quality, flag assessment, flag chain system, and color quality inspection are factory inspections. When the material, dye, or process changes, a type inspection should be carried out. 6.2 The number of samples for inspection of each batch of products shall be 2% of the total number of products in the batch, but shall not be less than 10 samples. 1 Samples shall be randomly selected. 6.3 In the inspection of each batch of products, if all the inspection items of each sample are qualified, the sample shall be judged as qualified: when all samples are qualified, the batch of products shall be judged as qualified products, otherwise they shall be unqualified products. Unqualified products shall not be shipped. 7 Marking, labeling and packaging
7.1 Each district flag should be packaged separately, and the packaging should indicate the product name, specifications, materials, name and address of the manufacturer, and the number of the national standard for the trademark.
7,2 The outer packaging of batches of district flags should ensure that the quality of the finished product is not damaged and is convenient for transportation. The outer packaging should indicate the product name, specifications, materials, quantity, name and address of the manufacturer, trademark, external dimensions, weight, and safe transportation mark. 7.3 Each district flag should be accompanied by the manufacturer's trademark and placed at the bottom of the flagpole cover. The dimensions of the logo in each direction shall not be greater than the width of the flagpole cover. The logo of car flags, school flags, and table flags can be printed on the inside of the bottom of the flagpole cover or on the lower right side of the single-sided packaging bag. 5

Description of the design of the regional flag of the Hong Kong Special Administrative Region of the People's Republic of China
The regional flag of the Hong Kong Special Administrative Region is a red flag with a bauhinia flower with five black stamens. (Quoted from the Tenth Case of the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China) The regional flag is a red flag with a dynamic bauhinia flower pattern with five stars in the middle. The red flag represents the motherland, and the bauhinia flower represents Hong Kong, implying that Hong Kong is an inseparable part of China and prospers in the embrace of the motherland. The five stars on the pistil symbolize the love of the motherland in the hearts of Hong Kong compatriots, and the red and white colors embody the spirit of "one country, two systems." Instructions for the Production of the Regional Flag of the Hong Kong Special Administrative Region of the People's Republic of China

The shape of the regional flag is the same color on both sides, and the bauhinia flowers on the flag are opposite to each other. For convenience, this part only uses the side with the flagpole on the left as the reference for illustration. For the side with the flag support on the right, the flag should be made accordingly. 1. The flag is painted red, and its chromaticity value is based on the red color of the national flag of the People's Republic of China. The flag is rectangular, and its length and width are in a ratio of three to two: a colorful dynamic bauhinia flower is painted in the middle of the flag, and its outer diameter is three-fifths of the height of the flag. The flowers are arranged evenly clockwise around the center of the flag. There is a red star and a red stamen in each petal. The center of the bauhinia flower is located in the center of the flag, and the flagpole is red. The regional flag pattern is shown in Figure B.1

No obvious stains, color matching, color flow or stripes are allowed. The five-pointed star and the stamens are not allowed to have obvious rims, no obvious stains or color moles. The purple flower petals are not allowed to have obvious outlines. When evaluated according to GB/T 21, it should not be lower than level 4. It is not allowed to have white edges, deep rims, or defects that obviously affect the appearance of the flag. It is not allowed to add decorations, text or other patterns on the flag (including the front and back sides) and around the flag. 5 Test methods
5.1 The quality test method of fabrics used for regional flags shall be carried out in accordance with the provisions of GB/T17932. 5.2 The color difference evaluation method of the red color on the flag and the white color of the flagpole cover shall be carried out in accordance with GB/T250, GB16689-2004
5.3 The colorimetric measurement of the white stimulus value YL of the purple flower petals on the flag shall be carried out in accordance with the provisions of 3.3.2 of B/T3979-1998. The measurement results are expressed in accordance with the provisions of 5.1 of GB/T3979-1998, that is, the measured value is expressed by the value Y. 5.4 Test method for color fastness of regional flag
5.4.1 The color fastness to light test shall be carried out in accordance with the provisions of 6.2.3 of GB/T8427-1998. 5.4.2 The color fastness to weather test shall be carried out in accordance with the provisions of 6.4 of GB/T8430-1998. 5.4.3 The color fastness to washing of chemical fiber fabrics shall be carried out in accordance with the provisions of GB/T3921.3, and the color fastness to washing of silk shall be carried out in accordance with the provisions of GB/T 3921.1.
5.5 The measurement of the standard size and allowable error of regional flag shall be carried out with qualified measuring tools with an accuracy of not less than 0.5%. 5.6 The flag appearance assessment test should be conducted under bright natural light at a distance of 1 m to 1.2 m from the flag, and judged visually; when using light inspection, daylight fluorescent lamps should be used, and the illumination should not be less than 7501x. 6 Inspection and measurement

Flag appearance assessment

No obvious stains, color matching, color flow or stripes are allowed. The five-pointed star and the stamens are not allowed to have obvious rims, no obvious stains or color moles. It is not allowed to have white edges, deep rims, or defects that obviously affect the appearance of the flag. 5.1 The quality test method of fabrics used for regional flags shall be carried out in accordance with the provisions of GB/T17932. 5.2 The color difference evaluation method of the red color on the flag and the white color of the flagpole cover shall be carried out in accordance with GB/T250, GB16689-2004
5.3 The colorimetric measurement of the white stimulus value YL of the purple flower petals on the flag shall be carried out in accordance with the provisions of 3.3.2 of B/T3979-1998. The measurement results are expressed in accordance with the provisions of 5.1 of GB/T3979-1998, that is, the measured value is expressed by the value Y. 5.4 Test method for color fastness of regional flag
5.4.1 The color fastness to light test shall be carried out in accordance with the provisions of 6.2.3 of GB/T8427-1998. 5.4.2 The color fastness to weather test shall be carried out in accordance with the provisions of 6.4 of GB/T8430-1998. 5.4.3 The color fastness to washing of chemical fiber fabrics shall be carried out in accordance with the provisions of GB/T3921.3, and the color fastness to washing of silk shall be carried out in accordance with the provisions of GB/T 3921.1.
5.5 The measurement of the standard size and allowable error of regional flag shall be carried out with qualified measuring tools with an accuracy of not less than 0.5%. 5.6 The flag appearance assessment test should be conducted under bright natural light at a distance of 1 m to 1.2 m from the flag, and judged visually; when using light inspection, daylight fluorescent lamps should be used, and the illumination should not be less than 7501x. 6 Inspection and measurement
6.1 The shape, pattern and standard size of the flag, fabric quality, flag assessment, flag chain system, and color quality inspection are factory inspections. When the material, dye, or process changes, a type inspection should be carried out. 6.2 The number of samples for inspection of each batch of products shall be 2% of the total number of products in the batch, but shall not be less than 10 samples. 1 Samples shall be randomly selected. 6.3 In the inspection of each batch of products, if all the inspection items of each sample are qualified, the sample shall be judged as qualified: when all samples are qualified, the batch of products shall be judged as qualified products, otherwise they shall be unqualified products. 7.1 Each district flag should be packaged separately, and the packaging should indicate the product name, specifications, materials, name and address of the manufacturer, and the number of the national standard for the trademark.
7,2 The outer packaging of batches of district flags should ensure that the quality of the finished product is not damaged and is convenient for transportation. The outer packaging should indicate the product name, specifications, materials, quantity, name and address of the manufacturer, trademark, external dimensions, weight, and safe transportation mark. 7.3 Each district flag should be accompanied by the manufacturer's trademark and placed at the bottom of the flagpole cover. The dimensions of the logo in each direction shall not be greater than the width of the flagpole cover.
