This standard equivalently adopts the international standard ISO3297:1998 "International Standard Serial Number (ISSN)", and revise GB/T9999—1988 "China Standard Serial Number".
Appendix A, Appendix B and Appendix C of this standard are the appendices of the standard. This standard replaces GB/T9999-1988 from the date of implementation. This standard is proposed by the National Information and Documentation Standardization Technical Committee Publication Format Technical Committee. This standard is drafted by the National Information and Documentation Standardization Technical Committee Publication Format Technical Committee. ISO Foreword
ISO (International Organization for Standardization) is a worldwide federation composed of national standardization bodies (ISO member bodies). The work of formulating international standards is usually completed by ISO's technical committees. If each member body is interested in a standard project established by a technical committee, it has the right to participate in the work of the committee. International organizations (official or unofficial) that maintain contact with ISO can also participate in the relevant work. ISO maintains a close cooperative relationship with the International Electrotechnical Commission (IEC) in the field of electrotechnical standardization. The draft international standard formally adopted by the technical committee shall be submitted to the member bodies for voting. 2 Referenced standards
The provisions contained in the following standards constitute the provisions of this standard through reference in this standard. When this standard is published, the versions shown are valid. This standard adopts the following definitions.
3.1 China Standard Serial Number China Standard Serial Numbering is the code identification of each serial publication published by a publisher registered and approved by the Chinese National Publishing Administration. It consists of two parts: the international standard serial number and the domestic unified serial number. 3.1.1 International Standard Serial Number International Standard Serial Number ISSN
International Standard Serial Number (replaced term)
Code identification of serial publications. It consists of the previous ISSN and 8 digits, and is assigned by the ISSN Center. 3.1.2 National Unified Serial Number CNSerial Number CN
National Unified Serial Number (replaced term)
Code assigned to serial publications by the national publishing administration. It has CN as the prefix, and consists of 6 digits and a classification number. CN is the country code for China.
3.2 Serial serial
Publications printed with numbers or year and month identification, updated regularly or continuously and planned to be published continuously indefinitely. 3.3 Identification title keytitle
ISSN Center assigns a unique name to a serial publication worldwide, which is inseparable from its ISSN.
4 Structure of China's Standard Serial Publication Number
China's Standard Serial Publication Number consists of two parts: an international standard serial publication number and a domestic unified serial publication number. It was approved by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China on November 14, 2001 and implemented on June 1, 2002.
Its structure format is:

The international standard serial publication number consists of the prefix ISSN and 8 digits. There is a half-character space between the ISSN and the 8-digit number. The 8-digit number is divided into two sections, each with 4 digits, separated by a half-character line "-". The last digit of the 8-digit number is a check code (see Appendix A). The international standard serial publication number does not reflect the language, country or publisher of the serial publication. 4.2 Domestic unified serial publication number
4.2.1 The front part of the domestic unified serial publication number consists of the front CN and 6 digits. The 6-digit number is allocated to serial publications by the national publishing administration department. There is a half-character space between the CN and the 6-digit number. The first 2 digits of the 6-digit number are separated from the last 4 digits by a half-character line "_".
a) The first 2 digits of the 6-digit number of the domestic unified serial publication number are the area code, which is given according to the first two digits of the digital code in GB/T2260 (see Appendix B).
In the Beijing area where there are many serial publications, when the area code "11\ is used up, the serial publications in the Beijing area use "10" as the extended code.
b) The last 4 digits of the 6-digit domestic unified serial publication number are the serial number of the regional serial publication. The serial number of domestic serial publications in all provinces, autonomous regions and municipalities directly under the central government shall range from 0001 to 9999, of which 0001 to 0999 are the serial numbers of newspapers, 1000 to 5999 are the serial numbers of printed serial publications, 6000 to 8999 are the serial numbers of online serial publications, and 9000 to 9999 are the serial numbers of tangible electronic serial publications (such as CDs, etc.).
4.2.2 The classification number of the domestic unified serial publication number is used to illustrate the main subject categories of the serial publication, so as to facilitate the classification, statistics, subscription, display and retrieval of the serial publication. The classification number of the journal is given according to the basic categories of the "Chinese Library Classification (4th Edition)" (see Appendix C), among which the cultural and educational category (G) and the industrial technology category (T) are given according to the secondary category. Newspapers are not classified for the time being. The classification number is placed after the 6-digit number of the domestic unified serial publication number, separated by a slash. 5 Printing format and position
The Chinese standard serial publication number should be printed in a prominent and fixed position in each issue of the serial publication. The International Standard Serial Publication Number (ISSN) and the domestic unified serial publication number (CN number) can be printed separately. 5.1 Printing on printed serial publications 5.1.1. Printing of China Standard Serial Number When the International Standard Serial Number (ISSN) and the National Unified Serial Number (CN) are printed together, the printing position of the China Standard Serial Number is in the upper right corner of the cover, copyright page (block) or table of contents page and the bottom of the front cover. 6 Principles for the allocation of serial publication numbers of China Standards6.1 One serial publication, one number
The serial publication number of China Standards adopts the basic principle that one number corresponds to one serial publication. From the date of allocation of the serial publication number of China Standards, it will be permanently associated with the registered name. Once a serial publication number of China Standards is allocated to a serial publication, this serial publication number of China Standards cannot be allocated to other serial publications under any circumstances. 6.2 Name and number change
If the title of a serial publication is changed, a new Chinese standard serial publication number should be assigned. 6.3 Different serial publication numbers for different media
If a serial publication is published on different media, regardless of whether the title is the same, different Chinese standard serial publication numbers should be assigned to the different media versions of the publication.
6.4If the title remains unchanged but the place of publication changes, the domestic unified serial publication number should be reallocated. If the title of a serial publication remains unchanged but the place of publication is transferred from one province, municipality directly under the Central Government or autonomous region to another province, municipality directly under the Central Government or autonomous region, a domestic unified serial publication number should be reallocated. ISSN Verification Code Calculation Method
Taking ISSN0317-8471 as an example, the verification code calculation method is shown in Table A1. Table AIISSN check code calculation method
Take the first 7 digits of the ISSN (the check digit is the 8th digit, i.e. the last digit)
Take the weighted value corresponding to each digit (8 to 2)Multiply each digit with its corresponding weighted value in turnAdd the products to get the sum
Divide the sum by the modulus 11 to get the remainder
Subtract the remainder from the modulus 11, and the difference is the check code value
Put the check code value to the rightmost of the basic digits that constitute the ISSN
120-11=10 remainder 10
