Most of my country's food processing enterprises have established product identification and traceability systems by various means, but at the front end of the processing chain, the quality control and traceability level of the agricultural product production chain needs to be improved. In this standard, reference is made to good agricultural practice, organic agriculture standards, export supervision requirements, etc., to guide agricultural product production enterprises to meet export supervision requirements and avoid export trade risks. The chain of custody evaluation requirements for export crop agricultural products (hereinafter referred to as "agricultural products") are a supplement to the currently formed food export management system. Its scope of application includes the process from the planting of agricultural products to the direct export or sale of agricultural products to export food processing plants after harvesting, but does not include the food processing process. This standard is an evaluation specification for manually verifying the traceability of the quality responsibilities of all parties in the entire process of agricultural products from production to sales.
1 Scope

This standard specifies the general principles, management system, field management, harvesting and post-harvest handling, storage, transportation, sales and labeling, traceability and recall processing, complaint handling, employee training, health, safety and welfare, and environmental protection requirements for the evaluation of the chain of custody of export crop agricultural products. This standard applies to crop production organizations that need to verify that agricultural products meet export requirements. 3 Terms and Definitions
The following terms and definitions apply to this document. 3.1

5 Subcontractor
Subcontractor

Post-harvest handling is the simple handling of agricultural products on or off the farm after harvest by agricultural producers and operators. Requirements for farm producers and operators (organizations) Farm producers and operators (organizations) that produce or operate export crop agricultural products shall be responsible for implementing and complying with the requirements and procedures of this standard. 4.2 Division of control points
This standard divides the quality control and traceability requirements of agricultural products into 8 parts: management system, field management, post-harvest processing storage, transportation, sales and labeling, traceability and recall handling complaint handling, employee training, health, safety and welfare, and environmental protection. They are divided into 3 levels according to their relevance to food safety hazard management and traceability assurance. The specific division principles are shown in Table 1. 5.1 Farmland and site management
5.1.1 The ownership and management rights of the farm should be clearly defined, and valid certification documents should be kept. (Level 1) 5.1.2 There should be a farm distribution map and detailed maps of each plot, which should include markings and descriptions of the planting area, roads, rivers and crop planting conditions of surrounding plots. (Level 1)
5.1.3 The production of export agricultural products should be carried out under suitable environmental conditions. The land is relatively fixed and has natural or artificial isolation belts (nets) around it, which meets the land area requirements determined by the local administrative department based on actual conditions. (Level 1) 5.1.4 The farm should meet the requirements of being away from industrial and mining plants, traffic arteries, industrial pollution sources, domestic garbage dumps and other pollution sources that affect the quality and safety of planting raw materials. 5.1.5 The soil environmental quality of the farm meets the secondary standard in GB15618, the water quality of farmland irrigation water meets the requirements of GB5084, and the ambient air quality meets the requirements of the secondary standard in GB3095. (Level 1) 5.1.6 The person in charge of farm production should have knowledge, technology and experience related to agricultural production, and keep relevant qualifications and training certificates. (Level 3) 5.1.7 The person in charge of farm production should establish various management systems for the farm, including at least: a) farm management organization establishment, planting operation specifications and operating instructions, harvesting and transportation management system, product traceability management system; (Level 1)
b) agricultural chemical use management system, epidemic monitoring and pest control system, toxic and hazardous substance detection system. (Level 2) 5.1.8 Full-time or part-time plant protection personnel with relevant knowledge of plant protection should be equipped to meet the production scale and receive relevant training regularly and have job qualification certificates or plant protection personnel certificates. (Level 1) 5.2 Subcontracting
If the farm manager (organization) subcontracts the activities described in Chapter 5 to Chapter 12, a subcontracting contract should be signed with the subcontractor: the subcontractor should operate in accordance with the requirements of the relevant chapters of this standard and be supervised by the farm manager (organization). (Level 1) 5.3 Preservation of documented information
5.3.1 The integrity and traceability of the relevant documented information in Chapter 12 should be ensured. (Level 1) 5.3.2 The farm manager (organization) should preserve the documented information required by this standard and update it in a timely manner. All documented information should be preserved for at least 3 years. (Level 1
5.4 Internal audit
5.4.1 The farm manager (organization) should follow Chapter 5 to Chapter 12 The company should conduct an internal audit every year. (Level 1) 5.4.2 Effective corrective measures should be taken for non-compliance found during internal audits, and relevant records should be kept. (Level 1) 6 Field management 6.1 Seed and seedling control 6.1.1 Plant species and varieties suitable for local soil and climatic conditions and resistant to diseases and insects should be selected. In the selection of varieties, full consideration should be given to protecting the genetic diversity of plants. (Level 3) 6.1.2 The purchase vouchers of seeds or other propagation materials, the supplier's relevant business qualifications, and the qualifications for the propagation of imported seeds and other documents should be kept, and the purchase time, variety purity, quality, quantity and supplier should be recorded. (Level 1) 6.1.3 If you breed or raise seedlings yourself, you should strictly control the breeding process and take effective breeding isolation measures to ensure the purity of the seed source. At the same time, you should keep relevant records, including the time, variety, and quantity of breeding or seedling raising. (Level 3) 6.1.4 If you process the purchased propagation materials, you should have corresponding processing records, including the name of the plant protection product used and its target [pests and (or) diseases]. (Level 2)
6.1.5 Keep records of sowing, including sowing date, variety, plot, sowing amount, and operator, etc. (Level 1) 6.2 Control of genetically modified crops (when applicable)
6.2.1 The planting of genetically modified crops should comply with relevant national laws and regulations. (Level 1) 6.2.2 Genetically modified crops should be approved by the state For approved varieties, the certification body and consumers should be informed of the genetically modified status of the product. (Level 1) 6.2.3 Risk assessments should be conducted on genetically modified materials, and management plans should be developed to minimize risks, such as accidental contamination control of adjacent non-genetically modified crops and maintenance of product purity. (Level 1) 6.2.4 Genetically modified products should be handled and stored separately from other products, and should be clearly labeled as "genetically modified products" during storage. (Level 1)

6.3 Soil and fertilizer management
6.3.1 Appropriate tillage and cultivation measures should be taken to prevent soil erosion and improve soil fertility; such as no-tillage, land fallow, surface cover, planting green manure and returning straw to the field to restore soil fertility. (Level 2) 6.3.2 There should be technical procedures for fertilization operations to ensure that fertilizers are used appropriately and to prevent excessive fertilization, which may lead to fertilizer loss and environmental pollution. (Level 2)
6.3.3 Fertilizer use records should be kept. Including: date of use, fertilizer name, content label, use technology (basal fertilizer, topdressing, foliar topdressing, etc.), application technology (broadcasting, pouring, hole application, strip application, spraying, etc.), use plot, use area, use amount per unit area, operator, etc. (Level 2)
6.3.4 Human feces and urine should not be applied to leafy vegetables, tubers and root plants; when it is needed for other plants, it should be fully decomposed and harmlessly treated, and it should not come into contact with the edible parts of the plants. Sludge and sewage should not be used as fertilizer or applied in combination with fertilizers. (Level 1) 6.3.5 Fertilizers should be stored separately from agricultural products and packaging materials to prevent contamination of agricultural products. (Level 1) 6.3.6 If fertilizers are purchased from outside, records of fertilizer purchases, inventory and purchase receipts should be kept. (Level 1) 6.4 Crop rotation
Annual plants should be rotated with more than three crops. Areas that grow multiple rice crops a year can adopt a rotation of two crops. Areas that are fallow in winter do not need to rotate crops. Rotational plants include but are not limited to leguminous plants, green manures, and mulch plants. (Level 3) 6.5 Irrigation
6.5.1 Reasonable irrigation methods (such as drip irrigation, sprinkler irrigation, and infiltration irrigation) should be formulated according to local conditions. (Level 3) 6.5.2 The use of irrigation water should be optimized to reduce losses and waste. Sewage should not be used for irrigation. (Level 2) 6.5 .3 Records of irrigation dates, water usage and irrigated plots should be kept. (Level 2) 6.6 Plant Protection
6.6.1 Records of the occurrence, detection and control of pests and diseases on the farm should be kept. (Level 1) 6.6.2 Pests and diseases should be controlled by agricultural, biological and physical measures such as the selection of disease-resistant and insect-resistant varieties, the use of lights and colors to lure pests, mechanical pest capture, mechanical or manual weeding, etc. (Level 2) 6.6.3 There should be technical regulations for the use of plant protection products to ensure that plant protection products are used correctly in accordance with national regulations. It is prohibited to use agricultural chemicals that are expressly prohibited for use in my country and importing countries. (Level 1) 6.6.4 It is advisable to use highly effective and low-toxic chemical pesticides and biological pesticides. (Level 2) 6.6.5 The safe storage of plant protection products should be ensured and kept away from Agricultural products and packaging materials should be stored separately to prevent contamination of agricultural products. (Level 1) 6.6.6 A sound record of the purchase, storage, entry and exit of plant protection products, and the use of such products should be established. (Level 1) 6.6.7 Records of the use of plant protection products should be kept, including: date of use, product name, dilution factor, target of prevention and control, safe interval, plot and crop of use, amount per unit area, use technology (spraying, broadcasting), area of use, name of the operator and other relevant information to ensure traceability. Personnel who handle or use plant protection products should hold a plant protection certificate or receive professional training. (Level 1) 6.6.8 The pesticide residues of agricultural products sold domestically should comply with the requirements of GB2763. The pesticide residues of agricultural products exported should comply with the requirements of GB 2763 and meet the requirements of pesticide residues in the importing country. The responsible person shall timely inquire about the pesticide residue standard limits of the importing country and the latest requirements of the national standards and the amendments and supplementary announcements, and provide relevant information and documents to the user department so that the user department can take calibration and effective control measures. 7.1 Sanitary control
7.1.1 Personnel, vehicles, equipment, containers, warehouses, etc. that come into contact with agricultural products during harvest and post-harvest processing should be cleaned, and measures to prevent cross contamination should be set up to ensure the safety and hygiene of agricultural products. (Level 1) 7.1.2 If cleaning agents or disinfectants are needed to clean equipment and facilities, contamination of the products should be avoided. (Level 1) 7.2 Quality control
7.2.1 When necessary, the agricultural product storage room should have temperature and humidity control measures to prevent product deterioration. (Level 2) 7.2.2 "Pest and rodent control" control measures should be set up in the post-harvest processing area. (Level 1) 7.3 Storage
7.3.1 Ensure that certified products and non-certified products are stored separately and marked to avoid confusion. (Level 1) 7.3.2 The storage room for agricultural products should be clean, free of insects, rodents and harmful substances. (Level 1) 7.4 Transportation

7.4.1 During transportation and loading and unloading, containers and packaging should have clear product labels and relevant instructions, and should avoid mixing with other products or contamination. (Level 1)
7.4.2 Before transporting certified products, the means of transport should be kept clean, inspected and accepted by a dedicated person, and relevant records should be kept. (Level 1)
7.5 Post-harvest processing records
7.5.1 Records of post-harvest and post-packaging processing of agricultural products should be kept, including the name of the agricultural product, the number of the harvesting plot, the batch guide, the quantity, the operator, etc. (Level)
7.5.2 The facilities and equipment used for post-harvest processing should be kept clean. 8 Sales and labeling
8.1 Sales
8.1.1 Necessary measures should be taken to prevent agricultural products from being contaminated by toxic and hazardous substances during sales. 8.1.2 Product sales records should be kept. (Level 1) 8.2 Labeling
8.2.1 For packaged agricultural products, the product name, place of origin, name of the producer or seller, and production date should be marked on the packaging or additionally labeled. (Level 1)
8.2.2 For unpackaged agricultural products, the product name, place of production, name of the producer or seller, etc. should be marked in the form of additional labels, sign plates, label belt instructions, etc. (Level 1) 8.2.3 If there are grading standards or additives are used, the product quality grade or the name of the additive should be indicated. (Level 1) 8.2.4 The text used in the labeling of agricultural products should be in standard Chinese. The content of the labeling should be accurate, clear and prominent. (Level 1) 8.2.5 For agricultural products that have obtained the right to use quality marks such as pollution-free agricultural products, green food, and organic agricultural products, the corresponding marks and issuing agencies should be marked. (Level 1)
9 Traceability and recall handling
To ensure the traceability of the entire process from agricultural product production to sales, at least the following four points should be achieved: The integrity and traceability of the relevant records mentioned in Chapters 5 to 8 should be guaranteed; (Level 1)a)
b) A traceability management system and product recall management system should be established, a product recall leadership group should be established, and product recall procedures, recall plans and product recall drill plans should be formulated; the division of responsibilities should be clarified, and the types of accidents leading to recalls, the person in charge of making product recall decisions, the mechanism for informing consumers and certification bodies, and the method of collecting inventory should be clarified; (Level 2) A recall simulation drill should be conducted once a year to verify the effectiveness of the recall procedure; (Level 2) c)
d) Recall and handling records should be kept. (Level 2) Complaint Handling
There should be a documented complaint handling procedure and related handling records, including the acceptance, registration, confirmation, investigation, follow-up and feedback of complaints. (Level 2)
11 Employee Training, Health, Safety and Welfare11.1
Employee Training
11.1.1 Employees should receive training on crop production technology. (Level 2)11.1.2 Employees should receive health and safety training, including but not limited to the handling of hazardous substances, dangerous substances and equipment with safety risks. (Level 2)
