Introduction to standards:

This standard specifies the terminology, compilation requirements, composition, structural type, representation format and standard code of the enterprise standard system table. This standard also specifies the standard system of the sequence structure model with "quality ring" as the sequence for the quality assurance system. This standard is mainly applicable to the compilation of the standard system table of industrial enterprises (including institutions). Enterprises (or institutions) in other industries can also refer to it for implementation. GB/T13017—1995
This standard is a revision of GB/T13017--1991 "Guidelines for the Preparation of Enterprise Standard System Tables". In order to closely integrate and implement the GB/T19000 series of standards and based on the implementation experience of the past three years, the following changes are made: (1) The "sequence nodes" and their order in the original sequence structure diagram are modified according to the arrangement of the "quality ring elements" in GB/T19004 and coordinated with GB/T15497-1995 "The Composition and Requirements of the Technical Standard System of the Enterprise Standard System". (2) The name of the subsystem in the original Appendix C "Basic Composition Table of the Technical Standard System" is changed to the name of "Quality Ring Elements"; the standard composition in each "Quality Ring Element" box fully reflects the requirements of the GB/T19000 series of standards for technical standards, and at the same time tries to coordinate with the corresponding composition content of GB/T15497--1995 "The Composition and Requirements of the Technical Standard System of the Enterprise Standard System". (3) The names of the subsystems in the original Appendix D "Basic Composition Table of Management Standard System" were changed to "Quality Circle Elements". The standard composition in each subsystem box fully reflects the requirements of GB/T'19000 series standards for management standards, and at the same time, it is coordinated with GB/T15498-1995 "Composition and Requirements of Work Standards for Enterprise Standard System Management Standards". The original Appendix E "Basic Composition Table of Work Standard System" was changed to be consistent with the corresponding content of GB/T15498-1995. (4) The definitions of management standards and work standards were modified to be coordinated with the corresponding definitions of GB/T15498-1995. (5) In the introduction, the concept of "neutral representation mode of standard system table" was introduced. (6) The hierarchical structure diagram of the technical standard system was added (the original standard only proposed to quote Figure 2 of GB/T13016, but Figure 2 was not shown), and the hierarchical structure diagrams of the technical standard system for producing products of one industry and producing products of two industries were shown in Figures 2 and 3 respectively. (7) The original "5.2 Structural type of enterprise standard system table and format of standard detailed table" are modified as follows: a) Change the original \5.2.1 Hierarchical structure of enterprise standard system" to \5.2.1 The first structure of enterprise standard system - hierarchical structure"; b) Change the original \5.2.1.2 Basic structure diagram of enterprise standard system (second structure)" to "5.2.2 The second structure of enterprise standard system - functional structure";
c) Change the original "5.2.2 Sequence structure of enterprise standard system" to "5.2.3 The third structure of enterprise standard system - sequence structure". (8) Add "Computer Integrated Production System (CIMS)" to the basic standard level of Appendix C. ) standard system" and added CA-X (Computer Aided-X) standards to the relevant quality elements. The enterprise standard system table is the basis for promoting the scientific, complete and orderly standard composition of enterprises or institutions; it is a comprehensive blueprint including existing and to-be-developed standards; it is a standardized guiding technical document for promoting enterprise product development, improving product and service quality, optimizing production and operation management, accelerating technological progress and improving economic benefits. Researching and compiling the enterprise standard system table is a basic scientific research work for enterprise standardization and the beginning of establishing and improving the enterprise standard system. Planned and active The purpose of compiling the enterprise standard system diagram is to formulate and implement all the items in the enterprise standard system diagram and achieve practical results, and truly establish the enterprise standard system. The hierarchical standard system diagram specified in this standard is a neutral representation model that is neutral to the nature, scale and application of the enterprise. It is based on the needs of the enterprise itself, and selects general resources (referring to the national general comprehensive basic standard system diagram) and special resources (referring to the standard system diagram of each industry) for self-compilation of the standard system diagram and supplements the self-defined enterprise standards, so that the model has universal applicability. 100

3 Definitions
This standard adopts the following definitions.
3.1 Enterprise Standard Systementerprise standard systemThe standards within an enterprise are a scientific and organic whole formed by their internal connections. 3.2 Diagram of enterprise standard system systemApproved by the State Administration of Technical Supervision on June 16, 1995, and implemented on October 1, 1995

A table in which the standards in the enterprise standard system are arranged in a fixed form. 3.3Management standardManagement standardStandards formulated for management matters that need to be coordinated and unified in the field of enterprise standardization. Note: "Management matters" mainly refer to the repetitive things and concepts related to the implementation of technical standards in production and operation management, such as marketing, design, procurement, production, inspection, safety, health, environmental protection, standardization, operation, labor organization, etc. 3.4Duty standardDuty standardStandards formulated for work matters that need to be coordinated and unified in the field of enterprise standardization. Note: "Work matters" mainly refer to the repetitive things and concepts related to the responsibilities, work content, requirements and methods of the job position, basic skills of the job position, inspection and assessment, etc. when implementing the corresponding management standards and technical standards. 4Requirements for the preparation of enterprise standard system tables
4.1Should comply with the provisions of GB/T13016.
4.2 Enterprises should fully adopt and implement the relevant standards in the national standard system according to specific circumstances and include them in the enterprise standard system table. The national standard system table consists of general standards in the national and industry models. For details, see Appendix A (Appendix to the standard). For the standard details of the national first-level standard system table, see the "National General Comprehensive Basic Standard System Table": For the industry general standard details, see the industry standard system table formulated by the standardization management department of each industry.
4.3 Enterprises should actively list and formulate upper-level vacant standards in the enterprise standard system table according to actual needs, so that the enterprise standard system becomes the basis for developing and supplementing the national standard system. 4.4 Enterprises should compile the enterprise standard system table in accordance with the requirements of the G/T19000 series of standards. 5 Composition of the enterprise standard system
5.1 Composition of the enterprise standard system
The enterprise standard system is based on technical standards, including management standards and work standards, as shown in Figure 1. The composition standards of the enterprise standard system include the upper-level standards implemented and adopted by the enterprise and the enterprise standards formulated by the enterprise. All standards are formed under the guidance of superior standardization laws and regulations, the standardization regulations of the enterprise, the policies and objectives of the enterprise and various relevant national laws and regulations. 5.2 The structural type of the enterprise standard system table and the format of the standard period table The enterprise standard system table can be listed in the hierarchical structure, functional structure and sequence structure: the first two are suitable for comprehensive and global management, and the latter is suitable for product-centered, special or local work management. The first two are the basis, and the latter is a supplement to the first two. The working standards in Figure 1 must implement the corresponding provisions in the technical standards and management standards at the same time, and are the lower-level standards under the joint guidance and constraints of the technical standards and management standards.

Figure 2 produces a b) When an enterprise produces products from more than two industries, the hierarchical structure of the technical standard system is first listed in parallel, and then a national general comprehensive basic standard (selected by the enterprise according to needs) is added to the general standard level of each industry, as shown in Figure 3. 104

The management standards in Figure 1 can be divided into two levels: management standards common to the entire enterprise and management standards for each business. The work standards in Figure 1 can be divided into two levels: general work standards for management personnel and operators and job work standards for management personnel and operators.
The basic components of the standard system of technical standards, management standards and work standards in the figure are respectively represented by Appendix C, Appendix D and Appendix E (suggested Appendix). A standard list must be listed for each item in each appendix. The items listed in Appendix D and Appendix E that were originally rules and regulations should be formulated as management standards or work standards in accordance with the requirements, regulations and procedures of relevant standardization laws and standards. Items not included in the appendix are still rules and regulations. 5.2.2 The second structure of the enterprise standard system, the functional centralized structure, is shown in Figure 4.

1When an enterprise has more than two standard system tables with sequence structure, these standard system tables should be merged into a standard system table with a hierarchical structure or a functional structure that is convenient for comprehensive management of the enterprise.

Each box in Figure 2, Figure 3, Figure 4, Figure 5 and Figure 6 must list a standard detailed table. The code compilation regulations are shown in Appendix B (Standard Appendix). Code compilation examples are shown in Appendix C, D, E, and F (Suggested Appendix). The code can be composed of seven digits: the first four digits can be specified according to the decimal or hundred-digit classification method or the combination of the two systems and the affiliation (i.e., hierarchical relationship) between the previous and next code positions to specify the standard category (or standard level) name represented by each code number. The last three digits are the sequence number. The code can also be composed of five or six digits. The number of code positions depends on the number of standard classifications within the enterprise. The code should be unified within the industry (or only in small and medium-sized industries). 108
