National Standard of the People's Republic of China Instructions for use of products of consumer interest-General labeling of cosmetics Subject content and scope of application GB5296.3-1995 Replaces GB5296.387 This standard specifies the basic principles, labeling content and labeling requirements for general labeling of consumer interest cosmetics. This standard applies to the labels of cosmetics sales packages sold within the territory of the People's Republic of China. 2 Referenced standards GB79161 Hygiene standards for cosmetics 3 Terminology 3.1 Cosmetics A product that is applied to the human body surface (such as epidermis, hair, nails, lips, etc.) by sprinkling, spraying or other similar methods to clean, maintain, beautify or eliminate bad odors. The product can have a soothing effect on the area of use. 3.2 Labels Explanatory materials pasted, printed on or placed inside sales packaging. 3.3 Sales packaging Package that reaches consumers together with the contents for the main purpose of sales. 3.4 Contents Products contained in the packaging. 3.5 Shelf life Refers to the period during which the product quality is maintained under the conditions specified in the product standards. During this period, the product is fully suitable for sale and meets the quality specified in the product standards. 4 Label form 4.1 The following forms are adopted according to the characteristics of the product: 4.1.1 Labels directly printed or pasted on the product container. 4.1.2 Labels on small packages. 4.1.3 Explanatory materials placed in small packages. 5 Basic principles 5.1 All contents of the cosmetic label should be simple, easy to understand and scientifically correct. Approved by the State Bureau of Technical Supervision on July 7, 1995 and implemented on December 1, 1996 GB5296.3—1995 5.2 The label of cosmetics should truthfully introduce the product, should not contain exaggerated or false propaganda content, should not use medical terms, or terms that are easily confused with drugs. 6 Required content 6.1 Product name 6.1.1 The product name should comply with the name of national, industry, and enterprise product standards, or reflect the true attributes of the cosmetics, and be concise and easy to understand. 6.1.2 When using a newly created name, the name specified in the cosmetics classification must also be used to reflect the true attributes of the product. 6.1.3 The product name should be marked on the main viewing surface. 6.2 Name and address of the manufacturerwww.bzxz.net 6.2.1 The name and address of the manufacturer, packager, and distributor of the product that have been registered in accordance with the law should be indicated. 6.2.2 Imported cosmetics shall indicate the country of origin, region (Taiwan, Hong Kong, Macao), manufacturer’s name, address or the name and address of the distributor, importer, or agent in China registered in accordance with the law. 6.3 Contents The net content or net capacity of the product in the container shall be indicated. 6.4 Date marking 6.4.1 The marking must be in the following two ways. a. Production date and shelf life; b. Production batch number and expiration date. 6.4.2 Marking method Production date marking: marking in the order of year, month or year, month, day; expiration date marking: expiration date × years; expiration date × months. Production batch number marking: determined by the manufacturer. Expiration date: please use before ×X year XX month, etc. 6.4.3 Date marking shall be marked on the visible side of the product packaging (except the production batch number). 6.5 The production license number, health license number and product standard number of the manufacturer should be indicated. 6.6 Imported cosmetics should be marked with the approval number of the imported cosmetics health license. 6.7 Special-purpose cosmetics must also be marked with the special-purpose cosmetics health approval number. 6.8 Safety warnings and instructions for use should be indicated when necessary. 6.9 Storage conditions that meet shelf life and safety requirements should be indicated when necessary. 7 Others 7.1 For nude products that are small in size and have no small packaging and are not convenient to mark with explanatory content (such as lipsticks, makeup pencils, etc.), the product name and manufacturer's name should be marked. 7.2 The content required for certain specific raw materials should be indicated in accordance with the requirements of GB7916. 8 Basic requirements 8.1 Cosmetic labels should not become blurred or even fall off during the circulation process. 8.2 The text used on the cosmetics label should be standardized Chinese characters. Pinyin or foreign languages can be used at the same time, but they must be spelled correctly. 8.3 Imported cosmetics should use standardized Chinese characters to mark all contents. 8.4 The measurement units used on the label shall be based on the national legal measurement units. 4 Additional Notes: This standard is proposed by the China Light Industry General Association.
