4.1 General requirements
4.1.1 Appearance requirements for intermediate bulk containers
4.1.1.1 The marks, signs and color labels of dangerous goods cast, printed or pasted on the intermediate bulk containers shall be accurate and clear and meet the relevant requirements of GB19434.12004. 4.1.1.2 The appearance of the intermediate bulk container shall be clean and no residue, pollution or leakage is allowed. 4.1.1.3 All intermediate bulk containers sealed with lead seals shall be sealed after inspection at the dangerous goods transportation site. 4.1.2 The intermediate bulk containers selected by the user shall be compatible with the nature of the dangerous goods contained therein, and their performance shall meet GB19431.3~GB 19434.8.2004 4.1.3 The packaging level of the intermediate bulk container shall be equal to or higher than the packaging level required for the goods to be contained. 4.1.4 In the following cases, a dangerous goods classification, grading and dangerous characteristics inspection report issued by an inspection agency recognized by the national quality supervision, inspection and quarantine department shall be provided: a) First transportation or production; b) First export: CB19434.2—2004 c) When the national quality inspection department deems it necessary. IYKAoNiKAca-4.1.5 Intermediate bulk containers with discharge valves at the bottom , must have the characteristics of tight closure, the cargo device is always intact, and can prevent any accidental opening.
4.1.6 For the first use of plastic medium bulk containers with inner (plated) layers, a report of qualified chemical compatibility test within one month should be provided. 4.1.7 When used to transport liquids with a flash point of 61°C or below, or for transporting powders prone to dust explosion, appropriate anti-static measures should be taken:
4.1.8 For general liquid dangerous goods, the volume of the medium bulk container should be less than 98% of the total volume. For liquid goods with a large expansion coefficient, the reserved volume of the container should be determined according to its expansion coefficient. Solid dangerous goods shall be filled to less than 95% of the volume of the intermediate bulk container, and the remaining space shall be filled or padded as required.
4.1.9 When liquid or inert gas is used to protect dangerous goods, the liquid or inert gas shall be able to effectively ensure the safety of dangerous goods: 4.1.10 Dangerous goods shall not leak between the surface of the intermediate bulk container and the inner and outer containers. 4.1.11 Dangerous goods and the intermediate bulk containers in contact with them shall not have any chemical reactions that affect the strength of the container and cause danger. 4.1.12 Adsorbent materials shall not react with the dangerous goods in a dangerous chemical reaction, and ensure that all dangerous goods can be completely adsorbed and retained when the inner container ruptures.
4.1.13 Shockproof and cushioning materials shall not react chemically with the dangerous goods in the container to reduce their shockproof performance. There shall be sufficient cushioning and filling materials to prevent the inner container from moving.
4.1.14 The closure of the intermediate bulk container shall fit tightly and be equipped with appropriate sealing patterns to ensure that there is no leakage of dangerous goods during transportation.
4.1.15 When wooden intermediate bulk containers and fiberboard intermediate packing containers are fastened with nails, they should be nailed firmly and the nail cap should not protrude. The nail tips that penetrate the container should be turned upside down and covered to prevent any chemical reaction or physical change with the contents. The seal should be flat and firm. 4.1.16 Requirements for sealing of intermediate bulk containers: Regardless of whether rope tying, bonding or other types of sealing are used, the contents should not leak out.
Tie and seal. There should be no gas in the bag. Wrap the bag mouth with a tight rope, tie it tightly and tie a knot. Then turn the bag mouth downward, wrap it with a tight rope twice, tie it tightly and tie a knot. If it is a double-layer bag, it should be tied layer by layer in this way. Close seal: There should be no gas in the bag, and the bag should be tightly closed and no gaps are allowed. 4.1.17 The following dangerous goods are not allowed to be shipped in intermediate bulk containers (classification is carried out in accordance with GB19434.1-2004): 8) Class 2, Class 6 and Class 7 dangerous goods tb) Class 2, Class 6 and Class 7 dangerous goods with secondary risk: c) Liquid dangerous goods with a vapor pressure exceeding 110kPa at 50℃ or exceeding 130kPa at 55℃: 4.2 Special requirements
4.2.1 Special requirements for metal intermediate bulk containers The following dangerous goods are not allowed to be shipped in metal intermediate bulk containers Transported in intermediate bulk containers: a) Class 1 (except 1.1D and 1.5D of packing classes) and 5.2 of Class 5 (except F-type organic peroxide); c) Class 4 dangerous goods with packing level I of 4.1 and 4.2 of Class 4; d) Dangerous goods with self-heating hazard of packing level I 4.2.2 Special requirements for flexible intermediate bulk containers 4.2.2.1 The following dangerous goods are not allowed to be transported in flexible intermediate sensitive containers: a) Class 1, 1.1 (except 1.1D and 1.5D of packing classes) and 5.2 of Class 5 (except F-type organic peroxide); c) Class 4 dangerous goods with packing level I of 4.1 and 4.2 of Class 4; d) Class 1 dangerous goods with self-heating hazard of packing level I 1D and 1.5D except) and Class 3 dangerous goods; b) dangerous goods with packing level 1; c) solid dangerous goods with a melting point equal to or lower than 45°C; d) dangerous goods that cannot be packed in containers as specified in the United Nations "Model Regulations on the Transport of Dangerous Goods (13th Revised Edition)"; e) solid dangerous goods with a vapor pressure exceeding 10 kPa at 50°C. 4.2.2.2 The sealing by rope, adhesive or other forms must not leak the contents. The rope or line used should not react chemically with the dangerous goods contained to reduce their strength.
4.2.3 Special requirements for rigid plastic medium-sized shielded containers 4.2.3.1 The following dangerous goods are not allowed to be transported in rigid plastic medium-sized shielded containers: a) Class 1 and Class 3 dangerous goods with a closed cup flash point below 0°C 1 b) Dangerous goods with packing level 1 and Class 4 solid dangerous goods with packing level I; c
d) Dangerous goods with self-heating hazard with packing level 1. e) Dangerous goods of Class 6, Item 6.1 with packing level I, and with flammable secondary hazard; f) Solid dangerous goods with packing level I and tear gas effect. 4.2.3.2 Rigid plastic medium-sized bulk containers shall have protective devices when packing dangerous goods. 4.2.4 Special requirements for composite intermediate bulk containers 4.2.4.1 The following dangerous goods are not allowed to be transported in composite intermediate bulk containers:) Class 1 (except for packing classes 1.1D and 1.5D) and Class 3 dangerous goods with a closed cup flash point below 0°C: 1) Dangerous goods with packing level 1, and Class 4 solid emergency goods with packing level I: d) Dangerous goods with Class G and Division 6.1 with packing level I, and with a flammable secondary hazard; e) Dangerous goods with packing level I and tear gas. 4.2.4.2 The following dangerous goods are not allowed to be transported in 31H72 composite intermediate bulk containers: a) Class 1, Class 3, Class 4 and Class 5 dangerous goods; b) Class 8, Class 9 and Class 6, 1 dangerous goods; c) Packing level I and II liquid dangerous goods. 4.2.5 Special requirements for fiberboard intermediate bulk containers The following dangerous goods are not allowed to be transported in hard fiberboard intermediate bulk containers: a) Class 1, Class 3 and Class 5, 5.2 (except type F organic peroxide); b) Packing level I; Dangerous goods; d) Dangerous goods with a melting point equal to or lower than 45°C; 4.2. 6 Special requirements for wooden intermediate bulk containers The following dangerous goods are not allowed to be transported in wooden intermediate bulk containers: a) dangerous goods of Class 1, Class 3 and Class 5, 5.2; b) dangerous goods with packing level 1; d) dangerous goods with a melting point equal to or lower than 45℃; dangerous goods with a vapor pressure exceeding 1) kPa at 50℃; d) solid dangerous goods of Class 4 and Class 5 with packing level I; e) dangerous goods with self-heating hazard of packing level I; solid dangerous goods with catalytic effect of packing level I. g) 5 Sampling 5.1 Identification batch The maximum batch size of each identification batch is 5,000 pieces GB19434.2-2004 5. 2 Sampling rules

6.2 According to the relevant provisions of GB 19434.1~GB 19434.8:-2001, check whether the selected intermediate bulk container is suitable for the nature of the dangerous goods; whether the packaging level of the container is equal to or higher than the level of the dangerous goods, and whether there is a performance test report.
6.3 For the dangerous goods intermediate bulk containers mentioned in 4.1.4 and 4.1.6, check whether they have the corresponding certificates and inspection reports. 6.4 Check whether the intermediate bulk containers for natural gases or solids meet the requirements of 4.1.8. 6.5 Extract the liquid protecting the dangerous goods and analyze to determine whether the protective liquid effectively ensures the safety of the dangerous goods. 6.6 Use a micro gas measuring instrument to detect the inert gas content to determine whether the inert gas effectively ensures the safety of dangerous goods. 6.7 Check whether the containers, adsorbent materials, protective and cushioning materials, ropes, lines and other container additional materials that come into contact with dangerous goods have chemical reactions that affect their performance.
6.B Check whether the seals and closures meet the requirements of 4.1.11, 1.1.15 and 4.1.16. 6.9 Check whether the types of dangerous goods contained in intermediate bulk containers meet the requirements of 4.1.17. 6.10

7.1 Enterprises using intermediate bulk containers shall ensure that the containers they use meet the requirements of this standard and shall be identified by the relevant inspection department in accordance with this standard. Users of intermediate bulk containers have the right to propose acceptance identification for the received products in accordance with the provisions of this standard. 7.2 Identification items: Identify item by item in accordance with the requirements of Chapter 1 and Chapter 6 of this standard. 7.3 Intermediate bulk containers shall be identified in batches based on the order quantity, with the maximum order quantity not exceeding 500 pieces. 7.4 Judgment rules: Identify item by item in accordance with the requirements of the standard. If one intermediate bulk container fails in each item, the item is judged to be unqualified. If one item fails, the batch of intermediate bulk containers is judged to be unqualified. 7.5 Handling of unqualified batches: The substandard intermediate bulk containers in the unqualified batches shall be defragmented and submitted for adjustment again.
