This standard is the basic fire protection requirements that should be followed in shallow-water oil operations. This standard is proposed by China National Petroleum Corporation. This standard is approved by the Petroleum Industry Safety Professional Standardization Technical Committee. The main drafters of this standard are Zhang Laichun, Sang Xihuan and Dong Jisheng 1 Scope Petroleum and Natural Gas Industry Standard of the People's Republic of China Provisions for Fire Protection of Shallow Sca pctrolcum This standard specifies the requirements for fire fighting organization, system and data, training and drills, fire prevention, facilities and equipment, inspection, and fire accident management in shallow water oil operations. This standard applies to oil operations within the shallow waters of the People's Republic of China. 2 Referenced standards The provisions contained in the following standards constitute the provisions of this standard through reference in this standard. The versions shown are valid when this standard is published. All standards will be revised, and parties using this standard should explore the possibility of using the latest version of the following standardsSY 5747-1995 Safety rules for offshore oil construction projects SY6303-1998 Safety regulations for fire safety in shallow-water oil facilities SY6307-1997 Safety regulations for shallow-water drilling and lifting SY6321-1997 Safety regulations for oil extraction and underground operations SY6345-1998 Safety qualifications for shallow-water oil workers SY6433-1999 Requirements for the establishment of safety emergency plans for shallow-water oil operations Electrical safety management rules for mobile offshore drilling platforms and oil (gas) production facilities Office of Marine Safety of the Ministry of Energy of the People's Republic of China, July 1991 H 22nd Issued Offshore Oil Operation Accident Report and System Requirements Offshore Oil Operation Safety Office of the Ministry of Energy of the People's Republic of China Issued on November 30, 1992 3 Firefighting Organization 3.1 A firefighting leadership group or designated personnel responsible for firefighting work should be established on manned shallow-water oil storage facilities to supervise the implementation of firefighting systems, inspect firefighting work, organize firefighting emergency training and exercises, and implement firefighting emergency procedures in emergency situations. 3.2 Firefighting work on unmanned shallow-water oil storage facilities should be carried out in accordance with SY6321-199714.1,4 and 4.1.5. 4 System and Materials 4.1 System The fire prevention system that should be established on shallow-water oil facilities includes the following: a) Fire prevention responsibility system at all levels; b) Fire prevention responsibility system for production posts; c) Hundred-shift inspection system; d) Fire prevention system for the use of fire and electricity; r) Fire prevention system for flammable and explosive items; f) Fire publicity and education system; g) Fire inspection and hidden danger rectification system; h) Fire equipment and materials management system; Approved by the State Administration of Petroleum and Chemical Industry on September 14, 1999 and implemented on April 1, 2009 ) Fire prevention management system for outsiders; i) Fire drill system; k) Fire accident management system; 1) Fire protection work reward and punishment system. 4.2 Data SY 6429—1999 Shallow sea petroleum facilities [should establish a fire prevention file, compile, record and preserve the following fire prevention data: a) Fire organization network diagram; b) Personnel list and fire division of labor; c) Escape layout diagram; d) Plan of key firefighting areas; e) Layout of firefighting facilities and equipment; f) Firefighting facility operation record; h) Firefighting inspection and hidden danger rectification record; i) Firefighting training and education record; i) Firefighting meeting record; k) Fire operation record; 1) Fire accident record; m) Firefighting training and exercise record. 5 Training and Exercises 5.1 Training Fire protection training for shallow-water oil operations should be as follows: a) Shallow-water oil operators should hold certificates that meet the requirements of SY6345; b) Non-facility personnel who visit shallow-water oil facilities should receive fire protection knowledge education; 3) The fire protection leadership group should provide fire protection awareness education to the operators of the facility based on the fire-inducing factors and fire hazards existing in the facility. 5.2 Training and Training Workers at shallow-water oil facilities should conduct fire emergency training or drills once during each shift. 6 Fire Prevention Division of Hazardous Areas The division of hazardous areas at shallow-water oil facilities should comply with the provisions of SY5747. 6.2 Industrial Hot Work Requirementswww.bzxz.net Industrial hot work on non-certificate shallow-water facilities should comply with the provisions of SY6303. 6.3 Electrical fire prevention Electrical fire prevention shall comply with the "Electrical Safety Management Rules for Offshore Mobile Drilling Platforms for Oil (Gas) Production Facilities" and the provisions of Chapter 8 of SY6307-1997. 6.4 Fire prevention during drilling operations 6.4.1 Fire prevention during drilling operations shall comply with the requirements of SY6307. 6.4.2 Smoking and open flame operations are strictly prohibited in the danger zone. If open flames are really necessary, they shall be implemented in accordance with 6.2. 6.4.3 Communication equipment in the danger zone shall comply with the relevant regulations for explosion-hazardous places. 6.5 Fire prevention during oil and gas testing operations SY 6429—1999 6.5.1 In addition to implementing Chapter 10 of SY6321-1997, fire prevention during oil and gas testing operations shall also meet the following requirements: a) The outlet of the burning torch shall have reliable facilities for ignition, cooling and extinguishing; b) Before opening the well for combustion, the torch shall be burned at the downwind position of the half platform according to the wind direction at that time; c) Before oil and gas testing operations, the firefighting equipment and cooling system on the platform shall be checked, and blowout prevention and firefighting drills shall be carried out immediately. 5.2 Fire prevention during well repair operations shall be implemented in accordance with 6.4 and SY 632I. 6.6 Fire prevention in oil production operations In addition to implementing 6.4 and SY6321, fire prevention in oil production operations shall also meet the following requirements: a) Workers entering the oil production process system site shall correctly wear anti-static labor protection equipment; b) The power distribution system shall be located in a separate room and use positive pressure ventilation; when entering the closed space, fire prevention measures shall be formulated. 6.7 Fire prevention in oil storage and oil transportation operations In addition to implementing the requirements of 6.6, fire prevention in oil storage and oil transportation operations shall also be carried out. The following points should be noted: a) Static electricity should be eliminated before workers go up to the crude oil tank (tank); b) Portable explosion-proof lighting fixtures should be used on the top of the tank (tank); c) Firefighting equipment should be prepared and grounded before oil transfer operations; d) Before starting to load oil and during the transfer operation, a comprehensive inspection of the firefighting situation should be carried out; e) During the oil loading operation, the concentration of oil and gas mixture in the area should be tested regularly with a combustible gas tester: operations should be stopped in thunderstorms; f) During the operation, there should be a guard ship guarding the vicinity of the tanker. 6.8 Fire prevention on helicopter platform 6.8.1 Passageway The passageway from the accommodation to the helicopter platform should be kept unobstructed. 6.8.2 Emergency supplies box An "emergency supplies box" should be set up on or near the helicopter platform. The box should be equipped with at least two fire axes, two emergency knives, one pliers, one bolt cutter, one steel wire, one hacksaw (with spare saw blades), one hammer, one crowbar, one screwdriver, two hand lamps (electrical), and two fireproof asbestos coats. 6.8.3 Take-off and landing When the helicopter takes off and lands, firefighters should be assigned to make emergency preparations. 6.9 Fire prevention of inflammable and explosive items Fire prevention of inflammable and explosive items on shallow-water oil facilities shall meet the following requirements: a) Inflammable and explosive items shall be classified and stored in a light-proof, well-ventilated place; b) Inflammable and explosive items shall be transported and used in daily life in accordance with the relevant operating procedures or the precautions in the product manual to prevent leakage; c) Inflammable and explosive items such as lacquer, scented water, rosin water, acetone, thinners, etc. must be stored in a special warehouse, equipped with fire-fighting equipment and a clear sign of "No Fireworks"; d) Oxygen cylinders and acetylene cylinders shall comply with relevant fire prevention requirements during storage, transportation and use. 6.10 Fire emergency procedures The formulation of fire emergency procedures shall comply with the provisions of SY 64.33 7 Facilities and equipment 7.1 The fire and flammable gas alarm and fire extinguishing system facilities and the allocation of fire fighting equipment on shallow-water oil facilities shall comply with SY5747. 7.2 The fire fighting facilities and equipment selected for shallow-water oil facilities shall be approved by the certification and inspection agency. 7.3 The fire fighting facilities and equipment installed on shallow-water oil facilities shall be inspected, tested and maintained regularly in accordance with regulations. 3 8 Inspection 8.1 Inspection Fire inspection shall include the following contents: a) Fire responsibilities: b) Fire organization; c) Fire system: d) Fire facilities and equipment; e) Fire prevention in production process: f) Electrical fire prevention; g) Chemical hazardous substances: h) Fire source, heat source, gas source: i) Fire publicity, education and training; |) Fire emergency procedures; k) Correction of fire hazards; 1) Fire focus; 1) Fire awareness and fire skills of operators 8.2 Risk rectification SY 6429—1999 Fire hazards found during inspection shall be registered and rectified. Major hazards shall be reported to the competent department in a timely manner. 9 Fire accident management 9.1 When a fire accident occurs, the fire emergency procedures shall be fully implemented, and all necessary measures shall be taken to control the expansion of the accident, protect the accident site, and investigate and identify the cause of the fire, determine the fire loss, and find out the responsibility for the fire accident. 9.2 After any accident occurs, it shall be reported to the superior main arm department and the national offshore oil operation competent department step by step. 9.
