According to the requirements of the State Planning Commission's document No. Jizong [1990] 160, the "Standard for Quality Inspection and Assessment of Steel Structure Engineering" jointly compiled by the Ministry of Metallurgical Industry and relevant departments has been reviewed by relevant departments and is now approved as a mandatory national standard for "Standard for Quality Inspection and Assessment of Steel Structure Engineering" GB50221-95, which will be implemented on October 1, 1995. The contents of the current national standard "Standard for Quality Inspection and Assessment of Construction Engineering" GBJ301-88 on the quality inspection and assessment of steel structure engineering will be abolished at the same time. This standard is managed by the Ministry of Metallurgical Industry, and its specific interpretation and other work is the responsibility of the Construction Research Institute of the Ministry of Metallurgical Industry. The publication and distribution is organized by the Standard and Quota Research Institute of the Ministry of Construction.

1 This standard is formulated to unify the quality inspection and evaluation methods of steel structure projects, promote enterprises to strengthen management, and ensure project quality. 1.0.1
|This standard is applicable to the quality inspection and evaluation of single-layer, multi-layer, high-rise, light and grid steel structure projects of industrial and civil buildings and general structures. 1.0.3 This standard is implemented in conjunction with the current national standards "Steel Structure Engineering Construction and Acceptance Code" and "Cold-bent Thin-walled Steel Structure Technical Code". 1.0.4 When adopting this standard, steel structure projects with special requirements should also comply with the provisions of the current relevant national standards.

2 Basic Provisions
2.1 Division of Steel Structure Engineering Projects
2.1.1 The quality inspection and assessment of steel structure projects shall be divided into steel structure installation projects and steel structure fabrication projects.
The quality inspection and assessment of steel structure installation projects shall be carried out according to sub-projects, sub-projects and unit projects;
The quality inspection and assessment of steel structure fabrication projects shall be carried out according to sub-projects, sub-projects and fabrication projects.
2.1.2 The division of steel structure projects shall comply with the following provisions: 2.1.2.1 Steel structure installation projects.
(1) Sub-projects. They shall be divided according to the main types of work and process projects such as steel structure welding, steel structure high-strength bolt connection, steel structure main structure installation, steel structure enclosure structure installation, steel platform steel ladder and guardrail installation, corrugated metal plate installation and steel structure painting.
Sub-projects shall be divided according to spatial stiffness units. (2)
(3) Unit projects shall be divided according to steel structure installation projects of independent buildings (structures) with a steel structure weight greater than or equal to 2000t and composed of a full range of steel structure components, or structurally independent process sections in large industrial steel structure projects. 2.1.2.2 Steel structure fabrication projects.
(1) Sub-projects. They shall be divided according to the main types of projects such as steel column welding, steel column fabrication, steel column painting, steel truss welding, steel truss fabrication, steel truss painting, steel truss assembly high-strength bolt connection, steel crane beam welding, steel crane beam fabrication, steel crane beam painting and corrugated metal sheet fabrication. (2) Sub-projects. It should be divided according to the types of components such as steel column production, crane beam production, truss production, wall frame connection system component production, steel platform steel ladder and guardrail production, corrugated roof panel production, corrugated wall panel production and corrugated floor slab production. (3) The production project should be divided according to the production of all components specified in the steel structure installation unit project or steel structure production contract. 2.2 Quality inspection and evaluation level
2.2.1 The quality inspection and evaluation of sub-projects, sub-projects and unit projects or production projects should be divided into two levels: "excellent" and "qualified". 2.2.2 The quality level of the sub-project shall comply with the following provisions: 2.2.2.1 Qualified:
(1) Guaranteed items shall comply with the provisions of this standard;(2) Basic items shall comply with the qualified provisions of this standard;(3) For items with allowable deviation, 80% or more of the measured values in the sampled points shall be within the allowable deviation range specified in this standard, and the remaining measured values shall also basically comply with the provisions of this standard.
2.2.2.2 Excellent:
(1) Guaranteed items shall comply with the provisions of this standard;(2) For basic items, 60% or more of the items shall be excellent items, and the remaining items shall meet the qualified provisions.
If 60% or more of the sampled parts (items) of a basic item meet the excellent provisions of this standard, and the remaining parts (items) meet the qualified provisions, the item shall be excellent. (3) For items with allowable deviation, 90% or more of the measured values in the sampled points shall be within the allowable deviation range specified in this standard, and the remaining measured values shall also basically comply with the provisions of this standard.
The quality level of the sub-projects shall meet the following requirements: 2.2.3.1 Qualified: The quality of all sub-projects included shall be qualified. 2.2.3.2 Excellent: Including the main structure sub-project, 60% or more of the sub-projects shall be excellent, and the remaining sub-projects shall all be qualified. 2.2.4 The quality level of unit projects or production projects shall meet the following requirements: 2.2.4.1 Qualified:

(1) The quality of all sub-projects included shall be qualified; (2)
Quality assurance materials shall be complete;
(3) The score rate of visual quality assessment shall reach 70% or above. 2.2.4.2 Excellent:
(1) The quality of the sub-projects included should be 60% or more excellent, and the remaining sub-projects should all be qualified;
(2) The quality assurance information should be complete;
(3) The assessment score rate of visual quality should reach 85% or more. 2.2.5 The quality assurance documents for steel structure projects shall include the following: 2.2.5.1 Unit projects of steel structure installation:
(1) Component factory acceptance certificate;
(2) Quality certificate or test report of steel materials for multi-section columns, main beams, crane beams and crane trusses, grids and large-span trusses;
(3) First- and second-level weld flaw detection reports for multi-section columns, main beams, crane beams and crane trusses, grids and large-span trusses before leaving the factory;
Welding procedure assessment report for steel materials and welding materials used for the first time before leaving the factory;
Anti-slip properties of friction surfaces of high-strength bolt connections before leaving the factory Test report on slip coefficient: Test report on components that are required to undergo strength tests in the design; (6)
Quality certificate of welding materials used for installation; First- and second-level installation weld flaw detection reports, quality certificate of high-strength bolt connection pairs, and re-inspection report on pre-tension or torque coefficient of high-strength bolt connection pairs before installation; (10)
Re-inspection report on the anti-slip coefficient of friction surface of high-strength bolt connection before installation; high-strength bolt installation connection inspection record; installation concealed project inspection record;
Quality certificate or re-inspection report of paint used for installation; (14)

(2) Welding material quality certificate;
(3) Quality certificate of high-strength bolt connection pair, re-inspection report of pre-tension or torque coefficient of high-strength bolt connection pair,

The inspection and assessment of the visual quality of steel structure projects shall comply with the following provisions: 2.2.6.1
The inspection and assessment of the visual quality of steel structure installation unit projects shall be carried out according to 10 items, including high-strength bolt connection, welding joint installation bolt connection, weld defects, welding slag splash, structural appearance, coating defects, coating appearance, marking reference points, metal corrugated plates, ladder railing platforms, etc. Its quality standards shall comply with the following provisions: (1) High-strength bolt connection: bolts, nuts and washers are installed correctly, in the same direction, and have been marked for final tightening. (2) Welded joint installation bolt connection: the installation bolts are complete or basically complete, and the holes without installation bolts have been processed according to regulations; (3) Weld defects: the welds have no fatal defects or serious defects; (4) Weld slag splash: the weld slag splash is cleaned and the surface defects have been processed according to regulations; (5) Structural appearance: the components are not deformed, and the on-site cutting edges are smooth; the component surface is free of weld scars, oil stains and adhesive sand, and the temporary facilities connected to the structure have been removed or processed; (6) Coating defects :The coating has no peeling and rusting, and there is no wrong coating or missing coating; Engineering Construction Standard Full Text Information System

(7) Coating appearance: The coating is evenly applied, with no obvious difference in color, no sag or wrinkles, and the paint film of the components that has been baked and deteriorated due to cutting and welding has been processed; (8) Marking reference points: Large and important steel structures should be set with settlement observation reference points; factory steel columns and steel structures have center marks; 9) Metal corrugated plates: The surface is flat and clean, without obvious bumps and concave, the eaves and ridges are parallel, the fixing bolts are firm and arranged neatly, and the sealing materials are well laid; (10) Ladders, railings, and platforms: The connection is firm, straight, and smooth. 2.2.6.2 The visual quality inspection and evaluation of steel structure production projects should be carried out according to 10 items such as cutting defects, cutting accuracy, drilling, weld defects, welding slag splashing, structural appearance, coating defects, coating appearance, high-strength bolt connection surface, and markings. The quality standards shall meet the following requirements: (1) Cutting defects: no cracks, interlayers or gaps exceeding the specified value on the cross section; (2) Cutting accuracy: the roughness, unevenness and upper edge melting shall meet the requirements; (3) Drilling: good forming and no burrs on the hole edge; (4) Weld defects: no fatal defects or serious defects on the weld; Weld slag splash: the weld slag splash shall be cleaned and the surface defects shall be handled as required; (5) (6) Structural appearance: no changes in the components; shape, no weld scars, oil stains, mud and sand on the surface of the components,
coating defects: no peeling and rusting of the coating, no wrong coating or missing coating; (8) coating appearance: evenly applied, no obvious difference in color, no sagging or wrinkling, and the paint film of the components that has been baked and deteriorated due to cutting and welding has been processed; (9) high-strength bolt connection surface: no iron oxide scale, burrs, weld scars, unnecessary paint and oil stains;Www.bzxZ.net
(10) marking: center, elevation, and hoisting marks are complete, accurate in position, and bright in color. 2.2.6.3 The visual quality should be jointly inspected and evaluated by 3 or more people. The inspectors should randomly select 10 locations (items) for each project for inspection, and should evaluate each location (item) separately according to the provisions of this standard.
2.2.6.4 The level of visual quality shall be evaluated according to the following five levels based on the inspection and evaluation summary results of the inspection personnel:

(1) When there are places (items) in the summary results that do not meet the qualified requirements of this standard, it shall be rated as Level 5.
(2) When all places (items) in the summary results meet the qualified requirements of this standard, it shall be rated as Level 4.
(3) When it reaches Level 4 and 20% to 49% of the places (items) in the summary results meet the excellent requirements of this standard, it shall be rated as Level 3. (4) When it reaches Level 4 and 50% to 79% of the places (items) in the summary results meet the excellent requirements of this standard, it shall be rated as Level 2. (5) When it reaches Level 4 and 80% or more of the places (items) in the summary results meet the excellent requirements of the standard, it shall be rated as Level 1. 2.2.7 When the quality of the project does not meet the requirements of this standard after inspection, it should be handled and its quality level should be determined according to the following provisions: 2.2.7.1 The quality level of rework can be re-evaluated; 2.2.7.2 If it can meet the design requirements after reinforcement or appraisal by the statutory inspection unit, its quality can only be rated as qualified;
2.2.7.3 If it does not meet the original design requirements after appraisal by the statutory inspection unit, but it can meet the structural safety and functional requirements after approval by the design unit, it does not need to be reinforced; or if the external dimensions are changed and permanent defects are caused after reinforcement, its quality can be determined as qualified, but the sub-projects and unit projects (production projects) should not be rated as excellent. 2.3 Quality inspection and evaluation procedures and organization
2.3.1. The quality inspection and assessment of sub-projects shall be conducted by the project leader and relevant personnel on the basis of the self-inspection of the construction team, and shall be inspected and verified by full-time quality inspectors. The quality inspection and assessment form of sub-projects shall adopt the format of Appendix C of this standard. 2.3.2 The quality inspection and assessment of sub-projects shall be conducted by the project leader and verified by full-time quality inspectors.
The quality assessment form of sub-projects shall adopt the format of Appendix D of this standard. 2.3.3 The quality inspection and assessment of unit projects or production projects shall be conducted by the technical leader of the enterprise and organized by relevant departments, and shall be confirmed by the design department and the construction unit or the supervision unit.
