This standard is formulated to implement the Environmental Protection Law of the People's Republic of China, the Water Pollution Prevention and Control Law of the People's Republic of China, the Marine Environmental Protection Law of the People's Republic of China, the Air Pollution Prevention and Control Law of the People's Republic of China, the Solid Waste Pollution Law of the People's Republic of China, strengthen the emission control of pollutants from the citric acid industry, protect human health, and maintain ecological balance.
This standard has the following features: 1. It is applicable to the management of water pollutants, air pollutants, noise pollution control and solid waste treatment and disposal of citric acid industrial enterprises; 2. Based on the clean production process and treatment technology of citric acid industry, the standard values ​​of water pollutants discharged by citric acid industrial enterprises are determined; 3. Existing emission sources shall implement water pollutant discharge standards in stages; 4. The water pollutant discharge standards in this standard are not classified. From the date of implementation, this standard replaces the water pollutant discharge standard of citric acid industry in GB8978-1996 "Comprehensive Wastewater Discharge Standard".

1 Scope
Discharge standard of pollutantsfor citric acid industry
This standard specifies the emission standard values ​​of water pollutants and odor pollutants for citric acid industrial enterprises, and clarifies the emission standards of air pollutants, noise control standards at factory boundaries and solid waste treatment and disposal standards implemented by citric acid industrial enterprises. The emission standard values ​​of water pollutants specify the maximum allowable daily emission concentration of water pollutants, the pollutant emission per ton of product and the maximum daily discharge per ton of product by year.
This standard applies to the emission management of water pollutants and air pollutants, noise pollution control at factory boundaries and solid waste treatment and disposal management of citric acid industrial enterprises, as well as the environmental impact assessment of citric acid construction projects, the design of environmental protection facilities for construction projects, the acceptance of completion and the pollutant emission management after commissioning. 2 Normative references

4.1 Water Pollutant Emission Standards
4.1.1 Wastewater from citric acid industrial enterprises discharged into Class III waters (except water protection areas) in GB3838, Class V and Class V waters, and Class II, III and IV sea areas in GB3097 shall comply with the standard values ​​specified in this standard. 4.1.2 Wastewater from citric acid industrial enterprises discharged into urban drainage systems with secondary sewage treatment plants shall meet the emission requirements approved by the environmental protection administrative department responsible for approving the environmental impact assessment report of the sewage treatment plant. 4.1.3 Wastewater from citric acid industrial enterprises discharged into urban drainage systems without secondary sewage treatment plants shall comply with the provisions of 4.1.13

4.1.4 Standard value
4.1.4.1 For citric acid industrial enterprises built before December 31, 2003, the discharge of water pollutants shall be in accordance with the provisions of Table 1 from the date of implementation of this standard, and from January 1, 2006, the discharge of water pollutants shall be in accordance with the provisions of Table 2. 4.1.4.2 For citric acid enterprises built (including renovation and expansion) from January 1, 2004, the discharge of water pollutants shall be in accordance with the provisions of Table 2 from the date of implementation of this standard. 4.1.4.3 The construction time of the construction project (including renovation and expansion) shall be based on the approval date of the environmental impact assessment report (table).

Sampling point is set at the enterprise wastewater discharge outlet. Permanent discharge outlet signs, sewage flow continuous metering devices and sewage ratio sampling devices must be set at the discharge outlet. Enterprises must install online monitoring devices for chemical oxygen demand. 4.1.5.2 Sampling frequency
The sampling frequency is determined according to the production cycle. If the production cycle is within 8 hours, the sampling is performed every 2 hours; if the production cycle is greater than 8 hours, the sampling is performed every 4 hours, and the emission concentration is taken as the daily average. 4.1.5.3 Statistics of product output
The product output shall be based on the statutory monthly report or annual report. According to the actual normal production days of the enterprise, the average daily output of the product shall be calculated.
4.1.5.4 Determination

4.2.1 For citric acid enterprises with self-provided boilers, their air pollutant emissions shall comply with the "Boiler Air Pollutant Emission Standard" (GB13271)
For citric acid enterprises with self-provided thermal power plants, their air pollutant emissions shall comply with the "Flame Power Plant Air Pollutant Emission Standard" (GB13223).
4.2.2 Odor pollutant emission standards
4.2.2.1 Standard classification
Based on the air environment quality requirements and air pollutant control technology and facility conditions in the areas where citric acid enterprises are located, the standards are divided into three levels.
4.2.2.1.1All enterprises (including existing and newly built, rebuilt and expanded) located in Class I areas of GB3095 shall implement Class I standards from the date of implementation of this standard.
4.2.2.1.2Citrate acid enterprises located in Class II and Class III areas of GB3095 shall implement Class II and Class III standards respectively. For citric acid projects constructed (including reconstruction and expansion) before December 31, 2003, the implementation date of the standards is January 1, 2007: for citric acid projects newly constructed (including reconstruction and expansion) from January 1, 2004, the implementation date shall be January 1, 2007.
4.2.2.2 Standard value

4.2.2.3.1 The monitoring point for hydrogen sulfide and odor concentration is located at the highest concentration point at the edge of the protection zone of the citric acid enterprise. 4.2.2.3.2 The layout method and sampling method of the monitoring point shall be implemented in accordance with the relevant provisions of Appendix C of GB16297 and HJ/T55. 4.2.2.3.3 Sampling frequency: sampling once every two hours, a total of 4 times, and the maximum measured value is taken. 4.2.2.3.4 Monitoring and analysis methods shall be carried out in accordance with Table 5. 5.1 The environmental protection administrative departments of the people's governments at or above the county level shall be responsible for supervising the implementation of this standard. 5.2 When the people's governments of provinces, autonomous regions, and municipalities directly under the central government cannot ensure that the environmental function requirements are met by implementing the national pollutant emission standards, they may formulate local pollutant emission standards that are stricter than the national pollutant emission standards and report them to the national environmental protection administrative departments for record.
