The comprehensive implementation capability of innovative methods is divided into three levels, with level three being the highest. See Table 1 for the basis for the classification of levels. 2

Have strong ability to independently use innovative methods to solve practical problems, reach the level of innovative method application capability Level 3, and meet the relevant requirements (or standards) of GB/T317692015. Requirements for carrying out industry engineering practice:

Have solid basic knowledge of the sector industry and rich practical experience, be able to combine innovative methods with sector industry practice, and guide project undertakers to select and use innovative methods in specific work scenarios.
Can provide the professional knowledge and expert support required for the project, and help project undertakers identify, analyze and solve problems. Note: Refer to GB/T4754-2011. The national economic industry classification is based on 20 categories and 96 subcategories. Based on the application characteristics of innovative methods, the industries in the standard are divided into 6 sectors. That is: agriculture, forestry, animal husbandry, fishery, mining, manufacturing, electricity, heat, gas and water production and supply, construction and service industries.
c) Project comprehensive promotion ability requirements:
Can guide project undertakers to formulate specific project analysis and solution plans. Can timely discover the contradictions and risks between progress, cost, quality, and goals during the progress of the project, as well as teamwork, personal ability and other issues.
Can guide project undertakers to strive for resources, reasonably adjust plans, motivate teams, and improve personal abilities to ensure the progress of the project.
d) Ability background requirements:
Has reached the requirements of the third level of innovative method application ability. 1. The number of successful projects completed by the tutor is no less than 10, of which the solution is at least one technical problem at the third level of invention or a management problem of corresponding difficulty.

Be able to closely combine innovative methods with the practice of the sector industry to complete product optimization design, production optimization, engineering design, engineering construction, service improvement and other work.
In the business areas of operation, R&D, production, and support, be able to guide others to select and use innovative methods to solve problems. Possess deep expertise and expert network, and be able to quickly provide the expertise required for problem identification, analysis, and resolution. c) Project comprehensive promotion capability requirements:
Able to quickly identify the contradictions between the problems faced by the organization and the development needs, and screen out important, urgent, and influential project portfolios.
Able to obtain the support of the top management in the organization and obtain the required resources to support the use of innovative methods for project portfolio management
