3.1 Nature of standard complex planning

3.1.1 Standard complex planning is a guiding and planning document and is valid until the predetermined standards are achieved. 3.1.2 Standard complex planning is the basis for establishing a standard complex, compiling standard formulation and revision plans, and determining related scientific research projects. 3.1.3 Standards comprehensive planning is the basis for coordinating and solving cross-departmental comprehensive standardization work. 3.2 Contents of standards comprehensive planning
Standards comprehensive planning includes the following contents: comprehensive standardization objects and related key items, see GB/T 123j6.2 Article 6.2, GB/T J2366.3 Article 6.2.
Individual standards that need to be formulated and revised;
Technical requirements for final target values ​​and related elements; necessary scientific research projects;
Organization and completion period of various tasks, budget plan and guarantee measures such as material funds. 3.3 Basic principles for the preparation of standards comprehensive planning 3.3.1
Standards comprehensive planning should be jointly coordinated by all relevant departments. The preparation of standards comprehensive planning should take into account the required material resources, labor resources and funds. 3.3.2
3.3.3 The preparation of the standard complex plan should be combined with the production, capital construction, technological transformation and scientific research plan tasks of each department. 3.3.4 The standard complex plan should be accompanied by preparation instructions and implementation personnel. 4 Standard complex plan preparation procedure
4.1 Determine the target system goals, conduct system analysis, and select the best plan. 4.1.1 Propose the overall goal of the target system and the target value plan for the sub-goals of each subsystem. 4.1.2 Systematically analyze the comprehensive standardization object. For specific content and requirements, see Article 6.2.1 of GB/T 12366.2 and Article 6.2.1 of GB/T 12366. 3.
4.1.3 Forecast and comprehensively demonstrate the scientific and technological level, technical parameters, comprehensive quality index and yield index, demand, and comprehensive benefits of the comprehensive standardization object.
The target value of the comprehensive standardization object should be determined by: a. Ensure that the comprehensive standardization object inherits the existing domestic and foreign standards and technical achievements to the greatest extent possible, as well as the inheritance of technology (agronomy) or production process: b.
