1 Subject Content and Scope of Application
This standard specifies the safety requirements for personnel and equipment during the commissioning, operation and maintenance of electrostatic precipitators. JB 6407-92
This standard applies to dry plate horizontal electrostatic precipitators used in the power, metallurgy, building materials, chemical industry, light industry and other industries. 2 Reference standards

3 General rules
3.1 Enterprises may formulate supplementary regulations for the commissioning, operation and maintenance of electrostatic precipitators on the premise that they are not lower than the requirements of this specification. 3.2 Sidewalks, stair platforms and ash conveying places should be kept clean and unobstructed, and there should be sufficient lighting facilities at night. 3.3 Facilities such as pits, ash ditches and ash pools should have fences or covers that meet safety requirements. 3.4 For electrostatic precipitators without shell insulation and with shell temperatures higher than 40°C, protective nets should be installed in areas that can be directly touched by human body. 3.5 The electrical control room should have necessary ventilation, temperature control and dust prevention facilities. 3.6 According to fire regulations, fire-fighting equipment should be installed in the power distribution room, relay layer, relay room, electrostatic precipitator control room and rectifier transformer. 3.7 A protective net should be set around the commercial voltage electrical appliances, and the manhole door should have a safety interlock device. Warning signs such as "high voltage danger" must be set at the high-voltage electrical appliances and manhole doors.
3.8 Personnel entering the work site must wear safety helmets, and all construction personnel located at a height of more than 2m (including 2m) above the reference surface must wear safety belts.
3.9 The lighting power supply voltage for the main operation shall not exceed 36V. 3.10 It is forbidden to touch the exposed live parts and broken parts of electrical equipment with your hands, and wet hands are not allowed to touch switches and buttons. 3.11 The manhole doors of the electric field high-voltage switch cabinet, insulator room, and cathode handling room are strictly prohibited from being opened when the electrostatic precipitator is in operation; the high-voltage disconnector is strictly prohibited from being operated during the operation of the electrostatic precipitator. 3.12 Non-operation and maintenance personnel are not allowed to enter the electrical control room without the consent of the supervisor. 3.13 The maintenance and operation of the electrostatic precipitator must implement the work ticket system and the operation ticket system". Note: 1) To ensure safety, a system is in place to issue work credentials in accordance with the prescribed procedures. 3.14 When entering the electric field through the manhole door, the following must be done: 8. Cut off the high-voltage power supply and hang up a warning sign; b. Disconnect the high-voltage disconnector and ground it;
C. After opening the manhole, the discharge electrode (with a grounding rod) must be discharged and the grounding wire must be hung; d. The temperature in the electric field has dropped below 40°C, and the drop of harmful and toxic gases meets the relevant labor protection regulations; e: Measures to prevent electric heating, vibration commissioning, and sudden delivery of steam and hot air have been completed. 3.15 The commissioning and operation duty personnel must wear qualified insulating gloves and insulating boots when operating the high-voltage disconnector and installing and removing the grounding wire, and conducting grounding discharge on the discharge electrode.

4 Commissioning

After the installation or overhaul of the electrostatic precipitator, the commissioning work must be completed. The commissioning personnel should carefully read the equipment manual and relevant technical information, be familiar with the equipment performance, structure and operating specifications, and carry out the test methods, steps and requirements approved by the prescribed procedures. 4.1 Inspection content and requirements before commissioning
4.1.1 The installation quality of the electrostatic precipitator meets the requirements of ZBJ88008, and the temporary positioning during the installation of the support is removed. 4.1.2 The porcelain sleeve, rod-shaped support, and wall bushing should be free of cracks, dust accumulation, and condensation. 4 .1.3 All safety interlocking devices are in good condition, and all manhole doors are closed. 4.1.4 The electrostatic precipitator should be equipped with a separate grounding grid, and its grounding resistance should be less than 2. The insulation resistance between the cathode and anode of the core field should meet the requirements for power supply to the electric field.
The rotation direction of the vibration device should be correct, the chain head should not be stuck, and the transmission mechanism should work normally. 4.1.5
4.1.6 The interior of each high and low voltage cabinet (panel) should be clean and free of debris, and all electrical connection parts should be well connected. 4.1.7 The damping resistor should not have dust accumulation, melting or broken wires. 4.1.8 Operation of high-voltage disconnector Flexible
4.1.9 The oil level of the rectifier transformer is normal, the silicone of the respirator has not failed, and the working grounding is good. 4.2 Debugging
4.2.1 Debugging of high and low voltage power supply shall be carried out according to the electrical manual. 4.2.2 No-load power-on boost test shall be carried out according to ZBJ88001.7. During the exhaust test, a general commander who is familiar with the structure and performance of the electrostatic precipitator shall be appointed to command in a unified manner and the following safety protection work shall be done: a: Personnel not related to the debugging must withdraw from the electrostatic precipitator site, and a special person shall be designated to carry out safety supervision. Safety equipment shall be set up at the staircase entrance. b. The monitoring and operating personnel must have reliable communication with the general commander. C. For the electrostatic precipitator arranged at a high position of the rectifier transformer, if the power supply is connected in parallel to the electric field power supply for no-load boost test, strict safety measures must be taken to ensure that the distance between the temporary commercial lead and the equipment casing is not less than 1.2 times the distance between the different poles, and the distance between the personnel and the temporary lead is not less than 2㎡
5 Operation
5.1 24h before operation, the ash hopper heating system is put into operation. 5.2 Before operation, the beam insulator room is put into operation, and the lifting shaft room is heated. 5.3 The main engine is started, the smoke enters the electrostatic precipitator, and all the vibration devices and ash discharge systems are put into operation at the same time. 5.4 The high-voltage power supply can be put into operation only when the flue gas filtration degree passing through the electrostatic precipitator is higher than the dew point temperature. 5.5 The concentration of flammable and explosive substances in the flue gas and the flue gas temperature meet the design requirements. 5.6 When the high-voltage output circuit of the electrostatic precipitator is open, it is forbidden to turn on the high-voltage power supply. Safety measures must be provided for the open-circuit test of the high-voltage circuit
5.7 If one of the following situations is found, the power supply to the corresponding electric field must be stopped and restarted after the fault is eliminated: the primary current surge exceeds the rated value during operation; a.
Severe flashover of the high-voltage insulation component:
Severe flashover of the damping resistor leads to fire;
The rectifier transformer has an over-temperature alarm, oil spray, oil leakage, and abnormal sound; d.
The power supply device has serious biased excitation;
The current limit is out of control;
The power supply device trips after two test throws; g.
The temperature of the thyristor heat sink exceeds 60°C; 1. Fault of the ash discharge valve, ash hopper is blocked;

j Changes in the main engine's operating tax and other situations that are sufficient to endanger the safety of equipment and personnel 5.8 Relevant operation records must be made.
5.9 When shutting down, first reduce the electric field voltage to zero, and then disconnect the main contactor. 5.10 After shutting down, put the vibration and ash removal system into continuous operation state. Only after the ash is removed can the vibration, ash removal and ash hopper heating system be shut down.
5.11 When the main engine is not shut down for a long time and there is no maintenance task, when the electrostatic precipitator is in standby state, the requirements are: a: The electric heating, ash hopper heating, and hot air heating systems continue to operate; b. The vibration and ash removal systems still operate in working state; c. Use hot air to heat the electric field when necessary.
6 Maintenance
The electrostatic precipitator must be inspected and problems must be dealt with in time. Lubricating oil should be added to all transmission parts once a week. 6.2
6.3 Replace the desiccant of the rectifier transformer respirator in time, and conduct a rectifier transformer insulation oil withstand voltage test once a year. 6.4
Measure the grounding resistance of the electrostatic precipitator once a year. 6.5bZxz.net
Perform a withstand voltage test on high-voltage vacuum cables once a year. 6.6After shutdown, the electric field should be cooled naturally (in special cases, cooling should be carried out according to special measures approved by the prescribed procedures) 6.7Open the manhole door according to the requirements of Article 3.14. The maintenance personnel inside the electric field must wear labor protection equipment such as dustproof helmets, dustproof clothing, dustproof boots, and anti-corrosion gloves.
6.8When the ash hopper is blocked, it is strictly forbidden to open the ash hopper manhole door without taking reliable measures. 6.9When personnel enter the electric field for work, they must do a good job of safety supervision. 6.10. Maintenance records must be kept.
