Management This standard specifies the general requirements for the management of air transport containers (hereinafter referred to as "unit load devices"). This standard applies to the management of units loaded by airlines and their ground service agents. 2 Definitions
This standard adopts the following definitions.
2.1 Unit load device (ULD) Various types of containers, pallets and auxiliary equipment used for air transport. 2.2 Auxiliary equipment of the unit load device includes pallet nets, belts for retaining goods, locks, steel cables, pads for padding, pallets, etc. 2.3 Special unit load device (ULD) is a unit load device specially used for transporting fresh and live goods and has special properties. 3 General provisions

4 Container management organization and functions
4.1 All aircrafts should be set up
4.1.1 All airlines using containers and their ground service agents should set up corresponding container management departments according to business needs, and equip them with personnel and necessary equipment.
4.1.2 The dispatched organizations (business departments and offices) of airlines should have full-time or part-time personnel responsible for the management of containers. 4.2 Conditions that container management personnel should have 4.2.1 Have a business school education or above and a corresponding foreign language level. 4.2.2 Be familiar with the business and have been trained and hold a job certificate. 4.3 Management Functions
4.3.1 The container management department shall be responsible for the airworthiness of the container and the control, deployment, recovery and maintenance of the container, and participate in the comprehensive management of signing the single agreement for container management. 4.3.2 The container management department shall do a good job in tracking and monitoring the containers, including the flow direction, flow rate and status of the containers. 4.4 Responsibilities

4.4.1 The container management personnel of the agency stationed by the airline shall ensure the normal operation of the container deployment of the company's container management department and the airline with ground service agency agreement and the normal operation of flights. 4.4.2 The container management department and service-level management personnel shall be responsible for the loss, damage and mixing of containers and auxiliary equipment of the company and airlines with ground service agents due to failure to ensure the use of containers due to negligence and poor management, and ensure the safety of air transportation.
4.5 Authority
4.5.1 Each aviation container management department has the right to control, allocate, recycle and maintain the containers within the company, and ensure the normal operation of the equipment.
4.5.2 The personnel in charge of container management in the container management department and the agency have the right to manage the containers in accordance with the container management regulations.
4.5.3 The staff at the relevant level responsible for the management of containers shall have the right to stop the use of containers that are not in accordance with the management regulations, and promptly inform the relevant airlines.
5 Management content and requirements
5.1 Equipping of containers
5.1.1 Each airline shall equip containers according to the needs of routes and aircraft types. The basic number of containers to be equipped is 15 (the maximum full load of the aircraft on the route flown by the aircraft is 1; the sum of the aircraft load and the inventory of each terminal is 5). 5.1.2 The resident agencies of the airlines shall have a corresponding number of containers to ensure the flight needs. 5.2 Storage management of containers
5.2.1 Each container management department shall establish a corresponding container storage site according to the number of containers required. 5.2.2 The containers should be stored separately in different areas according to the airline companies and container types. 5.2.3 There should be easy-to-operate fixed brackets for storing and keeping containers. 5.2.4 The containers should be placed on fixed brackets to avoid direct contact with the ground and damage to the containers caused by improper operation. 5.2.5 The departments using the containers should avoid using forklifts to load, unload and transport the containers (unless otherwise specified). 5.2.6 Wind and rainproof facilities should be set up to reduce the damage to the containers caused by natural conditions. 5.3 Operational management of the container management department
5.3.1 Provide the container code to the purchased container manufacturer. 5.3.2 It should be responsible for inputting the identification code, flight, departure station, terminal station and other data of each container used in the computer to accurately grasp the flow direction and flow of the company's containers.
5.3.3 The ULD identification codes, quantity and basic demand of ULDs of various aircraft operation terminals operated by the airline company shall be known.
5.3.4 The inventory of ULDs at various terminals shall be allocated in a timely manner to ensure the normal dust production operation of each terminal. 5.3.5 Each ULD shall be tracked and managed to accurately grasp the location of the ULD. 5.3.6 The ULD shall be handled in accordance with relevant regulations in the event of loss, loss or damage. 5.3.7 All ULDs of the airline company shall be cleaned and checked at least once a year, and records and corresponding handling shall be kept. 5.3.8 The ULD management work of each dispatched agency of the airline company shall be supervised and guided, and evaluation opinions shall be made on it regularly. 5.3.9 According to the management of ULDs, statistical tables, summaries and reports of various works shall be prepared regularly. 5.3.10 According to the needs of the company, the management personnel shall be trained and assessed regularly. 5.3.11 The container of the entrusted agent shall be managed according to the requirements of the ground service agency agreement between airlines. 5.3.12 The auxiliary equipment of the container shall be managed well. 5.3.13 The container management department shall send business personnel to each dispatched agency to inspect and solve the problems in the management of the container. 5.3.14 The computer network shall be used to strengthen the management of the container. 5.3.15 The container of the airline without the "Ground Service Agency Agreement" shall be properly kept and the airline shall be notified. 5-3.16 The container management department of each airline shall hold a seminar at least once a year to solve the problems of container management between airlines and promote the exchange and development of container management. 5.3.17 Strengthen the contact and cooperation with the International Aviation Multi-Container Control Association to improve the level of container control management. 5.4 Operation management of each resident agency
5.4.1 A special person should be appointed to be responsible for the management of container help, and the name, telephone, fax, telex address and other information should be reported to the container management department.
5.4.2 Strictly supervise and inspect the ground service agent's management of the company's containers in accordance with the requirements of the Ground Service Agency Agreement between Airlines. bZxz.net
5.4.3 Assist the company's container management department to do a good job in container management, and report all container management information to the company. The container management department
should supervise or implement the collection of information on the use of containers on flights. 5.4.4

5.4.6Should be responsible for inputting all data such as the daily inbound and outbound flight numbers, aircraft models, departure stations, stopover stations, destination stations, aircraft container types, numbers, quantities, etc. into the computer.
5.4.7Should supervise and implement the leasing and returning of containers. 5.4.8Should assist the container management department to complete the annual container cleaning and verification: 5.4.9Should report to the container management department on the inventory, status, container identification code and basic demand of the period of containers every week. 5.4.10When the inventory of containers is lower than the basic demand, the container management department should be requested to replenish them in time. 5.4.11When the container is damaged, lost or the lease is overdue, records should be kept and the container management department should be informed in time to assist them in making claims.
5.4.12 For damaged containers that need to be returned to the container management department, a label of "severely damaged, unusable" should be affixed. See Appendix A (Standard Appendix) for details.
5.4.13 The ground service agent should be supervised and inspected to ensure that the auxiliary equipment of the container is properly collected, and the container should be safely stored or returned to the container management department according to the use of the area.
5.4.14 For empty containers transferred between other dispatched agencies, they should not be intercepted without the permission of the container management department. 5.4.15 The airline's containers should be supervised and inspected for storage at the sales agent's site to avoid the backlog, occupation, mixing, and damage of the containers.
5.4.16 The health and quarantine department should be promptly cooperated to clean and disinfect the containers transported from the epidemic area. 5.4.17 It shall be responsible for supervising or implementing the transit, storage, custody, transportation management of containers and the preparation and handling of containers required for flights entering and leaving the port to ensure the normal use of flights.
5.5 Management of special (special) containers
5.5.1 Special (special) containers shall not be loaded with items that do not meet their special purposes. 5.5.2 The condition of the components shall be carefully checked before use. Those that do not meet the special requirements shall not be used. 5.5.3 If damage occurs during operation, the operator shall immediately notify the management personnel to arrive at the scene in time for proper handling, and record the process and inform the container management department.
5.5.4 After the aircraft carrying special (special) containers takes off, the departure station shall send relevant messages to notify the stopover station, the terminal station and the container management department.
5.5.5 After the special (special) container is used up, the terminal station shall promptly return it to the container management department of the company where it lives. 5.5.6 After the use of special (special) containers, they should be thoroughly disinfected and cleaned immediately according to the requirements and properly stored. They should be kept away from the open air to slow down the aging process of each component.
5.5.7 Auxiliary equipment for various special (special) containers should be configured and managed well. 6 Messages
